The Albemarle County Planning Commission conducted a work session on
Thursday, January 4, 1979, 4:00 p.m., Board Room, County Office Building,
Charlottesville, Virginia. Those members present were Col. William R. Washington,
Chairman; Mrs. Norma Diehl, Vice -Chairman; Mr. Kurt Gloeckner; Mr. James Skove;
Mr. Layton McCann; Mr. Charles Vest; Dr. James Moore; Mr. James Huffman; Mrs. Joan
Graves. Absent was Mr. Tim Lindstrom, ex-Officio. Other officials present were
Mr. Robert Tucker, Director of Planning; Mr. Ben Dick, Zoning Administrator;
Mr. Don Gaston, Senior Planner; Miss Mason Caperton, Planner; and Mr. Frederick
Payne, Deputy County Attorney.
Col. Washington called the meeting to order after establishing that a
quorum was present.
Col. Washington stated that the Steering Committee had met that day and
had stated its intent to respondt?he citizens' request for notification and map
availability one way or the other. He said that they wanted to know if the Commission
had views on the substantive issues of the zoning ordinance, particularly bonus
levels, planned developments, and overlay districts. The Board members present
wanted to discuss those philosophies, since changing any of those three concepts
could change the overall ordinance. He said a line -by-line examination of the
ordinance serves no purpose if the concepts are not agreeable. He said that probably
the Commission should discuss a time schedule of passing the ordinance on to the
Board of Supervisors.
Firs. Diehl said that as soon as the Board starts its hearings, it will
discuss its philosophy and she felt the Commission is charged with passing on
a philosophy.
Dr. Moore asked if perhaps the staff should start with a review of the
philosophy and make a presentation to the Commission.
Col. Washington said that 8-10 months ago the concepts sounded good, however
putting them into practice is another thing.
The Commission asked that Mr. Tucker make a presentation on the concepts
in the ordinance as soon as possible.
Mrs. Graves questioned if the time has come when the whole of Albemarle
County will develop whether citizens wish it to or not.
Mr. Tucker replied that development should be guided where there are utilities.
He also pointed out that roads are a problem.
Mr. Payne explained to Mrs. Graves that historically if the demand for
development is there, development will occur. And from a planning point of view the
county has a responsibility to direct the growth in the best locations under certain
guidelines setforth in the zoning ordinance and Comprehensive Plan.
The Commission then discussed a time table for work sessions in the next
few weeks and asked that Mr. Tucker contact Mr. Bruce Drenning of KDA to make a
presentation before the Commission about the BAS concept. That also asked that the
Commission be forwarded a copy of the Greene County land use example.
The meeting was adjourned at 5:30 with no further business.
