The Albemarle County Planning Commission conducted a work session on
Monday, September 24, 1979, 4:00 p.m., Board Room, County Office Building,
Charlottesville, Virginia. Those members present were Col. William R. Washington,
Chairman; Mrs. Norma A. Diehl, Vice -Chairman; Mr. James Huffman; Mr. Charles Vest;
Mr. Kurt Gloeckner; Mrs. Joan Graves; Mr. James Skove; Mr. Layton McCann; and
Dr. James Moore. Absent was Mr. Tim Lindstrom, ex-Officio. Other officials
present were Mr. Robert W. Tucker, Jr., Director of Planning; Mr. Ronald S. Keeler,
Assistant Director of Planning; Mr. Douglas Eckel, Senior Planner; and Mr.
Frederick W. Payne, Deputy County Attorney.
Col. Washington established that a quorum was present and called the meeting
to order.
Zoning Map - Crozet Area:
Mr. Tucker stated that he was unable to reach Mr. Bill Bradshaw of the
County Real Estate Department to question him as requested by the Commission.
However, he said that he hopes to reach him the following week in order to
have answers regarding the tax schedule for upzoned land that as yet has no
utilities available. He stated that there are currently 142 acres of B-1 land
between the I-64 interchange and the Route 240 intersection with Route 250. He
pointed out those areas of existing B-1 zoning that have recently been recognized
on the map, excluding the Moose Lodge and the cemetery. The staff recommended
a depth of MO feet for commercial zoning along Route 250, based on the area
around the Western Albemarle Shopping Center. He said that after looking at
the trucking company in the area of Acme in Crozet, most of the parcels have
single-family residences existing, though the land itself is zoned M-1. He said
that the staff does not favor spot zoning along Route 240.
Col. Washington suggested that the M-1 designation begin at Acme and
go to the trucking business. There was a Planning Commission consensus that this
was agreeable.
Mr. Tucker pointed to letters of request from the Crozet residents regarding
various parcels. He noted that two parcels owned by Mr. Joel Cochran (Tax Map 55B,
Parcels 17 and 18 ) are currently vacant. Parcels 109, 109A, and 110 of Tax Map
55B have the Greenwood Burners and Calico Cat Antique Shop. The latter parcels have
been recognized with existing zoning.
At this point, Mrs. Diehl suggested removing the northern and southern
quadrants from the I-64 interchange from commercial designation because of the size
of the parcels and because of the amount of land already proposed for commercial.
Mr. McCann said that first the staff should check to see if the land is
suitable for commercial development. Besides, it has not been determined what
the tax will be based on if utilities are not yet available. Mr. McCann felt that
a 300' frontage of business with some high density development might be appropriate.
Mr. Skove expressed concern about creating a lot of commercial zoning where there
seems to be no demand. He noted the land currently zoned commercially that is not
in use.

Col. Washington said that he favors coloring the village of Yancey
Mills "yellow" since there is water available. This would recognize the
existing small lots, even though they are not shown on the Comprehensive
Plan. Otherwise they will be non -conforming lots.
Mr. Tucker at this point noted that the Pattersons own Parcels 104 and
105 of Tax Map 55. They wish to maintain their commercial designation.
There was no response to this statement from the Commission.
Col. Washington said that he favors commercial zoning along the frontage
of Route 250 and medium density on the back. That way people can live near
the schools and no land value is lost.
Mr. McCann said that if a great deal of commercial zoning is done away with
the tax base will certainly suffer.
Mr. Skove established that the northerii side of Route 250 is zoned B-1 at the
present time.
Mrs. Diehl said that she favors commercial designations for only those
existing uses.

Mr.. Skove moved the Commission recognize what exists in the area for
commercial designation and those approved site plans for commercial designation
from the interstate to the intersection of Routes 250 and 240.
Mrs. Graves seconded the motion.
Col. Washington said that the interstate quadrants should have highway
commercial designations, since these are the appropriate places for service
stations, motels, etc.
The motion failed by a vote of 4-5, with Messrs. Washington, Gloeckner,
McCann, Vest, and Huffman dissenting.
Mrs. Diehl then moved that the northern and southern quadrants be removed
from the commercial designation and that the commercial designation be drawn
as shown on the staff map along Route 250.
Mrs. Graves seconded this motion.
Discussion: Several of the Commission members pointed out that there are
existing utilities along this road, and that they have gone on record supporting
development where the utilities are.
Mrs. Diehl said that she does not want to be party to anything that creates
another Route 29 North.
Mr. Gloeckner pointed out that there is a 12" water line running along
Route 250 in the area under discussion.
The motion failed by a vote of 4-5, with Messrs. Washington, Gloeckner,
McCann, Vest and Huffman dissenting.

Mr. McCann moved that the existing commercial zoning on Route 250 remain
as it is from Route 240 to the I-64 interchange, and that Yancey Mills be
shown was Village Residential to reflect the existing development.
The motion carried by a vote of 5-4, with Mrs. Diehl, Dr. Moore, Mrs. Graves,
and Mr. Skove dissenting.
After a brief discussion on the preparation of the remainder of the AF and
RR zones, the Commission adjourned at 6:40 p.m.
