The Albemarle County Planning Commission conducted a meeting on
Monday, October 22, 1979, 4:00 p.m., Board Room, County Office Building,
Charlottesville, Virginia. Those members present were Col. William R. Washington,
Chairman; Mrs. Norma Diehl, Vice -Chairman; Mr. James Huffman; Mr. James Skove;
Mr. Kurt Gloeckner; Mr. Charles Vest; Mrs. Joan Graves; Dr. James Moore. Absent
was Mr. Layton McCann. Other officials present were Mr. Robert W. Tucker, Jr.,
Director of Planning; Mr. Ronald Keeler, Assistant Director of Planning; and
Mr. Frederick Payne, Deputy County Attorney.
Col. Washington called the meeting to order after establishing that
a quorum was present.
Mr. Tucker asked that the Commission first the discuss the proposed
zoning map in the area of Pantops. He said that the Board of Supervisors is
interested in cutting off the high density in Pantops at the crest of the hill,
since the sewer would have to be pumped past this point. The Board also plans
to drop the business and industrial south of I-64. They plan a buffer between
the high density residential and Glenorchy. He explained how these concepts had
been represented on the proposed zoning map by the staff. He asked for guidance on
some of the land currently zoned B-1, and noted those areas on the proposed map
recommended for CO Commercial Office zoning. Mr. Tucker then pointed out other
proposed zonings for the area.
At this time Mr. Tucker advised the Commission that according to Mr.
Bill Bradshaw, of the County Real Estate Office, that any upzonings of property
in the county will have some sort of effect on the tax schedule of that particular
property, however at this point he isn't sure exactly what the effect will be.
Dr. Moore noted that west of the interstate the staff's proposal would
closely follow the Commission recommendation on the Comprehensive Plan amendments.
Col. Washington said that he is inclined to follow the proposed map
because of what the Commission has already done on the Comprehensive Plan,
all the way over to the Sheraton and Highway Department.
Mr. Skove agreed.
Mr. Huffman moved that the Commission follow its original concept
along Route 250 east, and trade-off the area of old Route 20 and new Route 20,
dropping the industrial east of the Sheraton.
Dr. Moore seconded the motion.
Discussion: Mrs. Diehl agreed in principle, until it came to the R-1
land. She said that following the Comprehensive Plan amendments to the letter at
this time is excessive for the residential land.
Col. Washington felt this proposal would support less density than what
currently exists, in other words, a net downzoning.
The motion carried by a vote of 7-1-0, with Mrs. Graves abstaining due to
late arrival.

Area of Neighborhood Four:
Mr. Tucker explained the area on the map to the Planning Commission
and noted that the staff recommends recognizing the industrial ( primarily the
AWT Plant, the Moores Creek Treatment Plant, the recent M-2 rezoning, and the industrial
on Avon Street Extended ). He said that some existing A-1 has been shown for industrial,
due to the existing uses in the area. He pointed out Willoughby on the map, the
Holiday Inn South, and the new light industrial land in the area of Fifth Street.
He noted that Lake Reynovia is shown as R-1, however no increase in density is being
shown in the Biscuit Run Area, since the Board of Supervisors has not acted on this
area. He noted that some of the land in that area is shown for low density residential.
Mr. Gloeckner felt that some industrial land should be shown in this area
in view of the fact that other urban neighborhoods had been diminished in size.
Mrs. Diehl agreed, noting that if the Biscuit Run area is included as a
growth area, some of that land will no doubt be shown for 1-acre density. However,
she noted her philosophical problem of rezoning at this time as opposed to asking
the landowner to apply for a rezoning when he has a specific plan. She felt the
area around Lake Reynovia should be shown for CVN, but not necessarily the entire
parcel.
Mr. Payne pointed out that privately owned recreational areas are not a
permitted use in the CVN district, and that if the property is designated CVN the
use would be non-confomring.
Mr. Skove moved to delineate that area south of the lake over to Route
20 as CVN.
Mr. Gloeckner said that he would support that if some business about half
that size could be located in the area, like a little neighborhood shopping center.
The motion died for lack of a second.
Mr. Tucker said that the Planning Commission could recognize the Biscuit
Run area on the map, based on the recommendations it made with regard to the Comprehensive
Plan.
Mr. Skove then moved that the area that is roughly the watershed of Lake
Reynovia be shown as CVN.
Mr. Vest seconded the motion, which failed by a vote of 4-4, with Messrs.
Moore, Huffman, Gloeckner, and Mrs. Diehl dissenting.
Mrs. Graves noted that the area residents don't favor commercial along the
frontage in this area because they feel it hurts their approaches to the land. She
felt that if Dr. Hurt submits Hillcrest, commercial will be shown in the plan.
Mr. Gloeckner strongly felt that there should be some commercial to serve
the southern part of the urban area.
Mr. Skove said that he can support that concept.
Mr. Vest suggested showing the commercial in the Biscuit Run area.
Mrs. Diehl agreed, stating that it should be further away from town.
Mr. Tucker stated that the staff has shown commercial in the center of
the Biscuit Run Community, and pointed to the area on the map.
Mr. Gloeckner at this point stated that commercial is not appropriate
for Route 20 because of the scenic designation.
Mr. Tucker felt that with Country Green, the undeveloped R-3 land in
the area, and Sherwood Manor, that some commercial land is necessary. He also
pointed out that the Comprehensive Plan recommends some commercial zoning on Route
742.
After the discussion on where to locate some commercial land on the map
for this area, the Commission decided to reconsider its previous action on the
Lake Reynovia area ( no motion and second were made to reconsider ). Mr. Skove then
moved that the area around Lake Reynovia be shown as CVN. Mrs. Graves seconded the motion,
which carried by a vote of 8-0. Mr. Skove then moved
that the map be shown as proposed by the staff in order that anyone wishing to develop
land commercially could come in with a plan. This motion was seconded by Mrs. Graves,
and carried by a vote of 7-1, with Mrs. Diehl dissenting.
Mr. Tucker noted that Neighborhood V takes in Oak Hill, Southwood Mobile
Homes, all the houses on both sides of Stagecoach Road, Sherwood Manor, and Country
Green. The map shows two areas for RR designation, primarily because they are within
the flood plain. He noted that the neighborhood ends at the railroad tracks, since
the plan was to take Sherwood Farms out of the Urban Area. He noted other zonings
that were shown on the map. He said that this is the area for which he had just
noted the need for additional commercial designations.
Mr. Gloeckner felt that the map was all right except for a little more
commercial on the north side of Route 631. He moved to accept the map as presented
by the staff with the addition of a 600 foot depth.of commercial from where it is
over to the other road. Mrs. Diehl pointed out that part of this property is flood
plain and the other part is steep slopes ( the property is owned by Granger ).
Mr. Vest seconded the motion, which carried by a vote of 7-1, with
Mrs. Diehl dissenting.
Mr. Payne then advised the Commission about the recent Hilton Enterprises
vs Prince William County, and the effect it will have on what can be required with
regard to road improvements.
There was no additional business and the meeting adjourned at 6:30 p.m.
