The Albemarle County Planning Commission conducted a meeting on
Monday, October 29, 1979, 4:00 p.m., Board Room, County Office Building,
Charlottesville, Virginia. Those members present were Col. William R. Washington,
Chairman; Mrs. Norma Diehl, Vice -Chairman; Mrs. Joan Graves; Mr. Kurt Gloeckner;
Dr. James Moore; Mr. James Huffman; Mr. Layton McCann; Mr. James Skove; Mr. Charles
Vest. Absent was Mr. Tim Lindstrom, ex-Officio. Also present were Mr. Robert
Tucker, Jr. - Director of Planning; Mr. Ronald S. Keeler, Assistant Director of
Planning; Mr. Douglas Eckel, Senior Planner; and Mr. Frederick Payne, Deputy
County Attorney.
Col. Washington called the meeting to order after establishing that
a quorum was present.

Mr. Tucker said that prior to discussion^ Neighborhoods 1, 6, and 7,
there are about 15-20 acres, with current A-1 zoning, near the interchange in
Neighborhood 4, off the end of Belmont that he has shown for industrial zoning,
and he would like the Commission's comments on this.
Mr. Gloeckner said that industrial seems appropriate, in view of the
fact that the area is buffered.
Mrs. Diehl asked that Mr. Tucker check the ownership of the property
since she was under the impression that the land is the director of Blue Ridge
Sanitorium's residence.
Mr. Huffman said that if it is determined that the house does not belor:g
to Blue Ridge, it should be shown for industrial.
There was Planning Commission consensus to go along with Mr. Huffman's
suggestion.
Neighborhoods 1, 6, and 7:
Mr. Tucker discussed the zoning for the areas of Neighborhoods 1, 6, and 7
pointing to the large tax maps and noting that some of the staff's recommendation
is based on final action of the Board of Supervisors and some of it is based on
the recommendations of the Planning Commission.
Mrs. Diehl asked the staff to ascertain if the land in Neighborhood 6
shown for industrial ( the portion to the east ) is really in forestry. She requested
that if it is forestry, to please show it on the map as such.
Mr. Tucker also pointed to the zoning around the proposed McIntire Extension,
noting that it has been down -zoned on this proposed map in view of the limited access
status of the proposed roadway.
Mr. Skove stated that he has problems with all the yellow designation
( R-1 designation ) in Neighborhood 7.
( Mrs. Graves arrived at the meeting. )
Mr. Huffman then moved the Commission adopt the maps for Neighborhoods
1, 6, and 7, as presented, with the two changes if it is determined they are
necessary.
Mr. Gloeckner seconded the motion.
The motion carried by a vote of 6-1-2, with Mr. Skove and Mrs. Diehl
dissenting ( stating their concerns for the R-1 in the area of the reservoir
of Neighborhood 7 ),and Mrs. Graves abstaining.
Upon the motion of Dr. Moore and second of Mr. Skove, the Commission
unanimously adopted a resolution of intent to amend the existing zoning map
and zoning text based on its work during the last year.
Col. Washington discussed the map and text summary covered in the
Daily Progress in 1975 when the ordinance was reviewed. He questioned the plans
for such a publication this time.
Mrs. Diehl and Mr. Skove felt that though the map would have to be very
general, it does serve the purpose of alerting the people that changes are about
to be made.
Mr. Payne said that when that is done, it should be noted in the paper
that the map is very general in nature and is for general information.
Mr. Tucker advised the Commission that he will try to bring a cost
estimate to the Commission the following Monday on such a layout in the paper.
Bennington Woods:
Mr. Keeler advised the Commission of a recent transfer of a four foot
strip from the back of the lots over onto the lots on Solomon Road. He pointed
out that the transfer is exempt from subdivision regulations, and had been caused
when one of the owners along Solomon Road constructed a fence that was over the
property line; in turn, other owners compounded the problem when they built their
fences, and Mr. Randy Wade has agr,aed to the transfer of the four foot strip.
Mr. Keeler said that he does want the Commission to be aware of this transfer.
Mrs. Graves questioned if this is the way Mr. Wade is trying to get
around soil erosion problems in the area by laying the responsibility on someone
else. She suggested that the zoning office check into this matter.
Mr. Keeler then explained the two memoranda in the Commission's
packet for the following week . He noted that one is a substantive change
for cluster development. The other is changes based on recommendations of the
Virginia Department of Aviation. Also small omissions and errors are addressed
in one of the memoranda. As yet he noted that no correspondence has been received
from HUD on the floodplain.
Also no recommendations have been received from the sign committee
on the sign ordinance nor has the scenic areas text been written.
Mr. Tucker advised the Commission that on November 5, 1979, the
Commission will look at the entire zoning map for any possible changes they
wish to make, as well as the review of the text.
Mrs. Graves mentioned the workshop on November 17 on runoff control
that is available for Commission members to attend in Richmond.
Mrs. Graves questioned if the city's desire to purchase 33 acres near
Penn Park has been reflected on the proposed zoning map.
Mr. Tucker explained that it has not been, since he felt it appropriate
to wait until that has actually been accomplished.
With no additional business, the Commission adjourned at 5:00 p.m.
