APRIL 27, 1982
The Albemarle County Planning Commission held a public
hearing on Tuesday, April 27, 1982, Meeting Room 7, County
Office Building, Charlottesville, Virginia. Those members
present were: Mr. David Bowerman; Ms. Norma Diehl,
Chairman; Mr. Allen Kendrick; Mr. Corwith Davis; Mr. Jim
Skove; Mr. Clarence Williams; and Mr. Richard Cogan. Others
present were: Mr. Keith Mabe, Community Development; and
Ms. Ellen Nash, Ex-Officio. Absent: Commissioner Michel.
The Chairman called the meeting to order at 7:30 p.m. and
established that a quorum was present. The approval of
August 4, 1981 and September 15, 1981 minutes was deferred.
The October 20, 1981 minutes were approved as submitted.
PUBLIC HEARING
Capital Improvements Program - Discussion of projects and
budget and to receive public comment. (No action was to
be taken at this meeting.)
Public comment:
--Warren Vandell: He suggested that a non -limited
access road be constructed from Melborne Road to the west
side of the Vocational Technical Center to reduce the burden
of traffic on Rio Road. He felt that the guardrails which
were proposed would not be effective and would be a waste of
money ($40,000). He also expressed concern about the maps
in the Comprehensive Plan which he felt were confusing.
There being no further comment, the matter was placed before
the Commission.
The following items were discussed briefly:
--The status of the Hydraulic Road project.
--The Albemarle High School project.
--Fire engine replacement.
--The previous year's funding.
--Mr. Bowerman expressed concern because "the money
seems to go to erecting edifices.
--Mr. Davis expressed concern about the waterline
extension to Scottsville.
--The volunteer fire department advance allocation.
Staff explained again how this would be handled.
--The Georgetown Road pedestrian walkway.
--Ms. Nash questioned the PVCC softball field lighting
project. It was explained that this field is used
extensively by the County.

--Dock replacement project. It was suggested that a
less expensive replacement be considered.
--The Rescue Squad allocation.
Review of the rankings suggested by staff resulted in the
following recommendations:
--More information needed on the Hydraulic Road project
and the fire department advance allocation.
--It was felt the estimate for the drainfield project
(No. 13) was much too high.
--Mr. Kendrick questioned the Walton roof project. He
asked to "see the book that it was bid under."
Mr. Cogan felt the main question was the status of the
Albemarle High School project. He stated that if it was not
to commence this year, then a lot of funds could be freed
for other projects.
No action was taken.
WORK SESSION
Community Development Chapter - Comprehensive Plan
Mr. Mabe led the discussion. He asked for Commission
comment.
Topics discussed, and significant comments included the
following:
--Median rents and trends in housing.
--Condition of housing in the Scottesville district.
--Housing quality.
--Ms. Nash suggested that data be gathered from MACA.
--Ms. Diehl felt there should be a reference to a
referral service to make the public aware of resources.
Mr. Davis suggested that there be a reference to the
Alliance of Interfaith Ministries.
Goals and Objectives - Comprehensive Plan - Mr. Mabe
explained that comments of the public had been incorporated
into the list.
Topics discussed, and significant comments included the
following:
--Ranking of the goals. (Staff had made no attempt to
rank the items.)
"low --Mr. Cogan questioned the wording of Objective 2 under
Goal 2, particularly the term "regulation ". It was decided
it would be changed as follows: "Continue to examine County

policies which support agriculture and forestry, and, where
necessary, modify policies to.encourage such support."
It was the consensus of the Commission that action on the
Goals and Objectives would be taken along with action on the
entire Comprehensive Plan.
There being no further business, the meeting adjourned at
10:30 pm.
