The Albemarle County Planning Commission held a public
hearing on Tuesday, June 8, 1982, Meeting Room 7, County
Office Building, Charlottesville, Virginia. Those members
present were: Ms. Norma Diehl, Chairman; Mr. Richard Cogan;
Mr. David Bowerman; Mr. Allen Kendrick; Mr. Tim Michel; and
Mr. Jim Skove. Other officials present were: Mr. Keith
Mabe; Mr. Ton Keeler; Ms. Ellen Nash, Ex-Officio; and Mr.
Fred Payne, Deputy County Attorney. Absent: Commissioners
Michel and Davis.
The Chairman called the meeting to order at 7:30 p.m. and
established that a quorum was present.
SP-82-31 - Lewis Butler - Proposal to locate a body and
fender shop (Public Garage - Section 10.2.2.37) on .82
acre. Property, zoned RA, rural Areas, described as Tax Map
130, Parcel 42C, is located on the west side of Route 726,
about a quarter of a mile north of Route 845.
It was determined that the applicant was not present and had
*Awl' not been present when the item had been scheduled for a
previous hearing (6-1-82).
Because the applicant had failed to attend two hearings, Mr.
Bowerman moved, seconded by Mr. Skove, that SP-82-31 for J.
Lewis Butler be recommended to the Board of Supervisors for
denial. The motion passed unanimously.
WORK SESSION
COMPREHENSIVE PLAN - LAND USE PLAN
Mr. Mabe presented the staff report and led the discussion.
He explained staff's proposed changes in the detailed
neighborhood maps. He explained the proposed revisions in
the Land Use Plan. (SEE ATTACHMENT A.)
There was a brief discussion about the Camelot sewage
treatment plan. Other Commission comments included the
following:
--Ms. Nash noted that the Cismont community is opposed
to Village designation.
--Mr. Skove expressed concern about the entire Village
concept.

--Concerns about proffers showing on zoning maps in
Comp Plan.
--Reluctance to mention Western Bypass in the CATS
Study.
--Elimination of "suburban" category --make it low
density.
--Concern about Carrsbrook area, i.e. Would this give
added ammunition to someone trying to develop to greater
density?
--Mr. Skove suggested that Rio Road be tied to the
provision for a McIntire Bypass because the road won't take
any more high density.
Another work session was scheduled for June 24, 3:30 - 6 PM.
There being no further business, the meeting adjourned at
