HomeMy WebLinkAbout10 11 83 PC MinutesOCTOBER 11, 1983 The Albemarle County Planning Commission held a public hearing on Tuesday, October 11, 1983, Meeting Room 7, County Office Building, Charlottesville, Virginia. Those members present were: Mr. Jim Skove; Mr. Corwith Davis; Ms. Norma Diehl; Mr. David Bowerman; Mr. Richard Cogan; and Mr. Tim Michel. Other officials present were: Mr. Ronald Keeler, Chief of Planning; Mr. Keith Mabe, Planner; and Mr. Fred Payne, Deputy County Attorney. Absent: Commissioner Kendrick. The Chairman called the meeting to order at 7:30 p.m. and established that a quorum was present. SP-83-64 Vincent Yeaton - Request in accordance with Section 10.2.2.22 of the Zoning Ordinance to locate a country store on .537 acre zoned Rural Areas, County Tax Map 54, Parcel 55, White Hall Magisterial District. Located on the northern side of Route 690, t300 feet east of its intersection with Route 691, across from the post office at the Old Greenwood Country Store. Deferred from October 4, 1983. Mr. Keeler presented the staff report. Mr. Yeaton was present but offered no significant additional comment. There being no public comment, the matter was placed before the Commission. There was a brief discussion about the drainfield. Mr. Michel moved that SP-83-64 for Vincent Yeaton be recommended to the Board of Supervisors for approval subject to the following conditions: 1. Staff and Virginia Department of Highways and Transportation approval of parking layout and controlled access to the site; 2. Building and Fire Official approval; 3. Staff approval of expansion of store usage beyond 1,500 square feet within existing building. Expansion shall be consistent with zoning regulations and all other applicable law. Mr. Skove seconded the motion which passed unanimously. WORK SESSION Urban Area Transit Needs Summary - Presentation by Mr. Mabe on Transit Technical Study. The Commission took no action. Private Roads - Specifications/technical aspects. �7Y October 11, 1983 Page 2 Mr. Keeler initiated the discussion, and explained the provisions. Mr. Maynard Elrod, County Engineer, and Mr. Dan Roosevelt, Department of Highways and Transportation, also took part in the discussion. This issue was discussed at length, particularly Table I. Mr. Keeler summarized the following changes: --In table, change'{ninimum sight distance" to "Minimum sight distance in accordance with VDH&T methodology for determining sight distance." --3-5 lots would be 6" of #25 or #26 stone (as opposed to #21 or #21A). --Change footnote to "When slope of road is 7% or less. When the slope exceeds 7%, 6" of #21 or #21A and prime and double seal." --In Table II, add a No. 6: "For more than 35 dwelling units, the depth, base, pavement strength, surface treatment, etc. be in accordance with VDH&T standards." --Maximum grade at intersections: "An approach grade of 2% for 40 feet to intersect state roads; private roads would be 3 or 4% at intersections." --Commercial and industrial uses to be translated in a dwelling unit equivalence in the language. No formal action was taken. Virginia Department of Highways and Transportation - Street Provisions. Mr. Keeler presented the staff report. Mr. Roosevelt also commented. After discussion, Ms. Diehl moved to recommend to the Board that the Board of Supervisors request that the Highways and Transportation CommissionxxxkoxaxiRxxkExRiRsaimxkxRxgz-HRExxRN waive Section 5C of the Virginia Department of Highways and Transportation's Subdivision Street Requirements for new roads as recommended in the modified Charlottesville Area Transportation Study. Mr. Cogan seconded the motion which passed unanimously. Virginia Department of Highways and Transportation - Rt. 29 North Corridor Study. Mr. Keeler presented the staff report. After a brief discussion, Ms. Diehl moved, seconded by Mr. Michel, that the project to provide a third -lane on the southbound lane from the entrance of Shopper's World to Dominion Drive be found in compliance with the Comprehensive Plan. The motion passed unanimously. � q October 11, 1983 Page 3 Requests to Adopt Resolutions of Intent to: Amend sections relating to handicapped parking spaces; Amend Section 32.7.2 related to membership of the Site Plan Review Committee; Amend Section 4.13.2 Limitation on Parking/Storage of Inoperable Vehicles; Amend Section 5.6.1.1(d) related to Notification for Mobile Homes. Mr. Keeler presented all four items together and explained the need for each briefly. Mr. Michel moved, seconded by Mr. Skove, that a Resolution of Intent be adopted to amend the Zoning Ordinance as it relates to: handicapped parking spaces; membership of the Site Plan Review Committee; storage of inoperable vehicles; and notification for mobile homes. The motion passed unanimously. Ashcroft Fireflow Requirements - Information from Fire Prevention Officer. Mr. Keeler stated information was included in the Commission's packets which addressed a question of Mr. Kendrick's, i.e. why was 500 gallons acceptable rather than 750? Mr. Keeler explained the reason was because of the distance between buildings.
