PLANNING COMMISSION JOINT WORK SESSION
WEDNESDAY MAY 21, 2008 —1:30 P.M.
ROOM 241, SECOND FLOOR, ALBMARLE COUNTY OFFICE BUILDING
The Albemarle County Planning Commission, Board of Supervisors and Architectural Review
Board held a joint meeting on Wednesday, May 21, 2008, at 1:30 p.m., in the County Office
Building, Room 241, Second Floor, Charlottesville, Virginia.
Board of Supervisors present were: Ken Boyd, Chair; Sally Thomas, Ann Mallok, David
Slutzky, (Vice -Chair); Lindsay Dorrier, and Dennis Rooker.
County Planning Commissioners present were: Marcia Joseph; Cal Morris (Chair); Bill
Edgerton, Jon Cannon (Vice Chair), Linda Porterfield and Tom Loach. Absent was Mr. Eric
Strucko. Ms. Julia Monteith, AICP, non -voting representative for the University of Virginia was
absent.
Architectural Review Board members present were: Candace M.P. Smith, AIA, Vice -
Chairman; Fred Missel, Paul M. Wright, Chairman and Bill Daggett. Absent was Charles T.
Lebo.
Staff Present were:
Robert Tucker, County Executive
Larry Davis, County Attorney
Wayne Cilimberg, AICP, County Planning Director
Greg Kamptner, Deputy County Attorney
Mark Graham, Director of Community Development
Margaret Maliszewski, Design Planner
Sarah Temple, Environmental Manager
Call to Order and Establish Quorum:
Mr. Boyd called the Albemarle County Board of Supervisors meeting order at 1:30 p.m. and
established a quorum.
Mr. Morris called the Albemarle County Planning Commission meeting order at 1:30 p.m. and
established a quorum.
Mr. Wright called the Albemarle County Architectural Review Board meeting order at 1:30 p.m.
and established a quorum.
Presentations:
The meeting began with a power -point presentation regarding local sustainability initiatives and
agency coordination that was given by Sarah Temple, Environmental Manager, County of
Albemarle; Kristal Riddervold, Environmental Administrator, City of Charlottesville; and Connie
Wormack for Julia Monteith from the UVA Office of the Architect. The presentation ended at 2:00

Next was an introduction from Mark Graham, Director of Community Development, concerning
the recommendations of the Development Task Force, which included this joint meeting so that
they can share common expectations of each board.

Greg Kamptner, Deputy County Attorney, presented a power -point presentation to review the
roles and responsibilities of each body. (Attachment C — Power -point presentation entitled "The
Roles of the County's Key Public Bodies on Land Use Issues; Process Issues on Legislative Land

Board of Supervisors, Planning Commission and Architectural Review Board regarding the

p.m.
Margaret Maliszewski, Design Planner, presented a power -point presentation on the review of
current entrance corridor (EC) processes, which included building permits, signs, site
development plans, special use permits and zoning map amendments. She talked about
possible changes in procedures of the ARB. The presentation ended at 2:42 p.m. (Attachment E

Mark Graham, Director of Community Development, presented a power -point presentation on the
review of the ministerial process of site development plans and subdivisions. (Attachment F —

Wayne Cilimberg, Director of Planning, presented a power -point presentation on the review of the
zoning text amendment (ZTA) process. (Attachment G — Ordinance Amendment Process) The
presentation ended at 3:09 p.m.
Questions:
Ken Boyd invited questions and comments.
Paul Wright, Chair of the Architectural Review Board, presented ARB comments and six selected

Candace Smith, member of the Architectural Review Board, spoke to the six discussion topics
raised by Mr. Wright.
Discussion was held among the members of the Board of Supervisors, Planning Commissioners
and members of the Architectural Review Board throughout the meeting. It was agreed that all
three bodies needed to work on communication issues and the specific concerns and questions
raised. The suggestion of holding quarterly joint work sessions to work on each issue or concern
separately was acceptable to the group. Mr. Boyd will work with Mr. Tucker to schedule the next
joint work session.
