May 27, 2008
The Albemarle County Planning Commission held a meeting and work session on
Tuesday, May 27, 2008, at 6:00 p.m., at the County Office Building, Lane Auditorium,
Second Floor, 401 McIntire Road, Charlottesville, Virginia.
Members attending were Marcia Joseph, Eric Strucko, Thomas Loach, Jon Cannon,
Vice Chairman and Calvin Morris, Chairman. Commissioners absent were Bill Edgerton
and Linda Porterfield. Julia Monteith, AICP, non -voting representative for the University
of Virginia was absent.
Other officials present were Wayne Cilimberg, Director of Planning; Mark Graham,
Director of Community Development; Bill Fritz, Chief of Current Development and
Zoning and Greg Kamptner, Deputy County Attorney.
Call to Order and Establish Quorum:
Mr. Morris called the regular meeting to order at 6:00 p.m. and established a quorum.
Other Matters Not Listed on the Agenda from the Public:
Mr. Morris invited comment from the public on other matters not listed on the agenda.
There being none, the meeting moved to the next item.
Review of Board of Supervisors Meeting — May 14, 2008
Mr. Cilimberg reviewed the actions taken by the Board of Supervisors on May 14, 2008.
Consent Agenda:
Approval of Minutes — December 4, 2007
Mr. Morris asked if any Commissioner would like to pull this item from the consent
agenda.
Motion: Mr. Strucko moved, Mr. Cannon seconded for approval of the consent
agenda.
The motion passed by a vote of 5:0. (Mr. Edgerton and Ms. Porterfield were absent.)
Report:
Mr. Morris disqualified himself from participating in this transaction because he was
working with the Western Park Master Plan. He has represented and provided services
to the County through his services to Rieley and Associates. The tax map and parcel
number of this item is tax map and parcel numbers 55E-02-A and 55E2-02-B (portion).

He stepped down as Chair for Mr. Cannon, Vice -Chair to take over the meeting.

Western Park in Crozet (Cal)
Current Status: Rieley and Associates, a local landscape architectural firm, has been
selected to develop the Western Park Master Plan. A committee consisting of County
staff, Old Trail staff and representatives of the Crozet Park Board and the Crozet
Community Advisory Council will meet regularly to provide direction to the consultant
throughout the Western Park Master Plan process.
Community involvement is critical to the success of the Western Park Master Plan. The
consultant along with the committee mentioned above will work together to better define
the public process which will work best for the Crozet Community. It is anticipated the
process will include at least one design workshop with key stakeholders and a variety of
other opportunities for public comment including focus groups and other public
meetings. The Albemarle County Parks and Recreation Department will serve as a
contact point for the Western Park Master Plan. (Attachment B: Crozet Master Plan —

Mr. Cannon, Acting Chair, said that the Commission would proceed with the report on
the Western Park in Crozet.
Pat Mullaney, Director of Parks and Recreation for Albemarle County, noted that
Western Park is a 35.8 acre property that came to the county in the Old Trail rezoning.
An additional proffer was made at the time of $50,000 for a master plan for the park.
The master plan funding included a condition that they complete the master plan within
two years of receipt of the funds. They received the funds in September of 2006 and
they are on schedule to complete the plan by August of 2008. They obtained Rieley
and Associates to develop the master plan for the park. The process is being guided by
a committee of Crozet area residents and county staff. They are about mid -way through
a very extensive public participation process. The process is detailed in the attached
executive summary. (Attachment — Executive Summary) He introduced Will Rieley to
present a preliminary concept plan for the Planning Commission's information and
comment.
Will Rieley, of Rieley and Associates, presented a power -point presentation and a brief
overview and update of the master planning process for the Western Park in Crozet.
The Planning Commission asked questions and provided comments. No formal action
was taken.
Mr. Morris returned as Chair to the meeting at 6:43 p.m.

Review Community Developments FY 08-09 work program, as discussed with the
Abe County Board of Supervisors (Mark Graham) (Attachment C: Executive Summary for
Community Development Work Program — Revisions to current FY 07-08 Work
Program — February 6, 2008 Agenda Date)
In summary, the Planning Commission held a work session on the Community
Development Work Program. Mark Graham reviewed the FY 08-09 work program, as
discussed with the County Board of Supervisors. The Commission discussed, asked
questions and made comments. The work session was for informational purposes only.
No formal action was taken.
Old Business:
Mr. Morris asked if there was any old business. There being none, the meeting moved
to the next item.
New Business:
Mr. Morris asked if there was any new business.
o There will be a joint hearing on the Crozet Downtown Zoning with the Board of
Supervisors on Wednesday, June 4 at 6:00 p.m. Staff will email the information
regarding the meeting.
There being no further new business, the meeting moved to the next item.

With no further items, the meeting adjourned at 7:08 p.m. to the Tuesday, June 3, 2008
meeting at 6:00 p.m. at the County Office Building, Second Floor, Auditorium, 401
McIntire Road, Charlottesville, Virginia.
