TO: The Albemarle Board Of Supervisors and the Planning Commission June 25, 2019 We have lived very happily in the Dunlora community for 22 years. The Application to rezone Parcel 999, 1.947 acres from R-4 Residential - [4 uniwacreI to Neighborhood Model District (NMD)- residential (3 - 34 units/acre) mixed with commercial, service and industrial uses_ Between 16 and 46 residential units are proposed with a density between 8 units/acre and 24 units/acre... should not be allowed. Within the surrounding neighborhood, Belvedere at build -out includes 775 residential units, a Senior Center with 220 allocated parking spaces, a new Medical Center and several public soccer fields that will add 1000's of cars to the use of Belvedere Blvd. The application to rezone Parcel 999 will add well over 100 cars, just for this proposed development on two acres. Over 100 more cars coming from the 999 parcel will be trying to use the entrance and egress onto Belvedere Blvd. Belvedere Blvd. entrance and egress onto E. Rio Road is already an exceedingly dangerous intersection. Belvedere traffic is being forced to use the backroads into Dunlora and Carrsbrook. The idea of using quiet neighborhood streets as major collector roads is a travesty. These neighborhood roads were not designed to be main collector roads. Dunlora is already having a serious problem with speeding and heavy traffic on Dunlora Drive. In your own words: Accordina to The Albemarle Comprehensive Plan ADOPTED JUNE 10, 2015.8.37- "Objective 9: Match infrastructure availability and capacity with new development, especially in Priority Areas. In order for the Development Areas to be the places where new and existing residents want to live, impacts from new development should not adversely affect existing residents and property owners. One way to mitigate impacts is to ensure that adequate infrastructure is in place before or concur nt with develo m nt. If roads are overburdened or schools overcrowded, the Development Areas become places where people do not warit to 1iye." Further more, the design for two 3 story rectangular buildings with business and rental apartments and 8 to12 tiny houses is anathema to the traditional character of Shepherd's Ridge, Rivercrest, Dunlora, Dunlora Gates, Dunlora Park, Dunlora Forest and Belvedere. Such high density and poor design is inconsistent with the descriptions and desired appearances of Neighborhoods used in The Albemarle County Land Use Comprehensive Plan. In our own wools: Albemarle Comprehensive Plan ADOPTED June 10 2015 8.30 8.32: "Strategy fib: Use design and architectural techniques to help infill and redevelopment BLEND into existing neighborhoods and, if needed, create guidelines for residents and developers. With infill and redevelopment, it is important for new buildings to blend into their surroundings. Use of similar setbacks, massing, scale, and use of architectural features, such as roof pitch and building styles, can help new buildings join into existing neighborhoods. Exact replication of these elements is not necessary, but new development should draw from existing development to help provide cohesive design "Strategy 5c: Encourage developers to build within the density range recommended in the Master Plans on infill sites. ...Goals for density must be tempered with the need for compatibility with the neighborhood. If density were to be proposed at the high end of the range within a low density neighborhood, the change could be so dramatic that it would severely alter the character of the neighborhood.." We understand that the Dunlora community has been Designated Neighborhood 2, of Places 29 in the Northern Development Area. We have attended a majority of the public meetings to discuss Places 29 planning sessions and recently attended the Sidewalk Panel on Form Based Code. It is quite apparent that the present Planning Commission and Board Of Supervisors have adopted the Form Based Code zoning to replace the By Right existing zoning without major public understanding nor public acceptance of Form Based Code. The petition to rezone parcel 999 is totally incompatible with the descriptions and desired appearances of Neighborhoods used in The Albemarle County Land Use Comprehensive Plan 2015. These signatures represent over 90% ofDunlora households. This corridor which includes the intersection ofDunlora Dr./Rio, Rd./John Warner Parkway as well as Belvedere Dr. should be evaluated with regard to necessary infrastructure improvements and these improvements then implemented before any rezoning is considered. While it is recognized the County's interest is effective utilization ofland in the growth area, there are several facts to consider: TheRioRoad/John WarnerParkwayintersectionisoneofthebusiestinthe County. ThisintersectioniscurrentIyratedbythe VirginiaDepartmentof Transportation (VDOT) as a "D". This grade means "operations with a control delay between 35 and 55 s/veh or a volume to capacity ratio greater than 1.0" Highway Capacity Manual. • Entry/egress from Dunlora is already difficult and dangerous regardless the time ofday traveled. ' VDQT and county officials have acknowledged this particular area needs improvements evenwith current traffic volumes. Accordingto the 2019 update of Albc.m—arILC,untyTransl2ortationPrioritiesimprovingtheintersectionatRioRd. and John Warner Parkway isn't being considered. The proposed developments are in stark contrast to the purely residential surrounding community environment and are inconsistent with the Places29 area goal to "preserve the character ofexisting neighborhoods". Additionally, potential impact on the surrounding schools, some ofwhich are already over capacity, doesnot appear to have been adequately addressed. We in Neighborhood Two ofthe Rio Districtrequest thatno further developmentbe considered until the infrastructure surroundingthe area is evaluated and improvements inroad safety and trafficflow are implemented. This requestis consistentwith the consideration granted to Rivanna Village in the VillageojRivannaMasterPlan Adopted 5-12-10 Page 5 Amended June 1.0, 2015 which states, "Future residential development should onlybe approved ifand when transportation improvements to US 250 have been made and sufficient sewer capacity is in place to support that development." In addition, Rio Rd. and John Warner Parkway are considered an entrance corridor. Preserving the character of the current surrounding neighborhoods and eliminating traffic backups would make this much more appealing to those traveling through or considering Charlottesville as their future home. These signatures represent over 90% of Dunlora households. This corridor which includes the intersection of Dunlora Dr./Rio Rd./ John Warner Parkway as well as Belvedere Dr. should be evaluated with regard to necessary infrastructure improvements and these improvements then implemented before any rezoning is considered. While it is recognized the County's interest is effective utilization of land in the growth area, there are several facts to consider: • The Rio Road/John Warner Parkway intersection is one of the busiest in the County. This intersection is currently rated by the Virginia Department of Transportation (VDOT) as a "D". This grade means "operations with a control delay between 35 and 55 s/veh or a volume to capacity ratio greater than 1.0" Highway Capacity Manual. • Entry/egress from Dunlora is already difficult and dangerous regardless the time of day traveled. • VDOT and county officials have acknowledged this particular area needs improvements even with current traffic volumes. According to the 2019 update of Albemarle County Transportation Priorities improving the intersection at Rio Rd. and John Warner Parkway isn't being considered. The proposed developments are in stark contrast to the purely residential surrounding community environment and are inconsistent with the Places29 area goal to "preserve the character of existing neighborhoods". Additionally, potential impact on the surrounding schools, some of which are already over capacity, does not appear to have been adequately addressed. We in Neighborhood Two of the Rio District request that no further development be considered until the infrastructure surrounding the area is evaluated and improvements in road safety and traffic flow are implemented. This request is consistent with the consideration granted to Rivanna Village in the Village of Rivanna Master Plan Adopted 5-12-10 Page 5 Amended June 10, 2015 which states, "Future residential development should only be approved if and when transportation improvements to US 250 have been made and sufficient sewer capacity is in place to support that development." In addition, Rio Rd. and John Warner Parkway are considered an entrance corridor. Preserving the character of the current surrounding neighborhoods and eliminating traffic backups would make this much more appealing to those traveling through or considering Charlottesville as their future home.
