HomeMy WebLinkAbout09 20 2016 PC MinutesAffordable Housing Work Session Albemarle County Planning Commission September 20, 2016 6:00 — 8:00 p.m. IN Tonight's Meeting Purpose: Advance comprehensive planning goals for affordable housing as proposed in the County's Comprehensive Plan (chapter 6). Objective 6: Provide affordable housing options for low - to -moderate income residents of Albemarle County and those persons who work within Albemarle County who wish to reside in Albemarle County. Objective 7: Promote the inclusion of affordable units throughout neighborhoods and strive for similarity in exterior appearance to market -rate units. Objective 8: Work with the City of Charlottesville to provide a range of housing types that support various incomes, ages, and levels of mobility. How do you work in partnership with other panel members on affordable housing? 2. How can we ensure that affordable housing (AH) remains affordable over time? For example, what tools do you use or might the County use to counteract this and ensure that AH is available for the long term? 3. How can the region improve its provision of affordable housing as a region? Are there impediments that can be overcome? What are models from other communities that could work for us? � 1. Organization: Albemarle County Mission: To promote opportunities for all County citizens to secure and maintain safe, decent, accessible, and affordable housing with emphasis given to those least able to obtain it. Portfolio: County Proffer Policy FY 2004 — FY 2016 — Over 1000 housing units and approximately $1.5 million in cash contributions were accepted, most of which were prior to 2007. Development of these units has been relatively slow with only 20% constructed to date (see separate proffer report), while over 50% of the proffered cash has been received. Housing Choice Vouchers, CDBG-supported community improvement grants, proffer administration, tax relief for the elderly Future Goals: • 15% of all new housing developments be affordable • Maintain "high performer" rating for administration of vouchers • Access/manage grant funds for community improvement projects Organization: City of Charlottesville Mission: To provide services and facilities that promote an excellent quality of life for everyone in our community. Portfolio: cAHF, CDBG/HOME, real estate tax relief/exemptions, ADU ordinance Affordable Housinq Fund (FY08-FY15 Rental Housing Preserved 123 New Single Families Owner Housing Preserved/Rehabbed New Rental Housing # of Units Future Goals: Increase the ratio of supported affordable units to 15% of total housing units by 2025. each year, preserving families' assets and the local affordable housing stock. We also own and operate 96 units of affordable housing at Park's -Edge Apartments in Albemarle. in PIEDMONT HOUSING ALLIANCE BY THE NUMBERS 850+ home buyers helped through counseling and down payment loans $7.6M down payment assistance provided to home buyers 64 (6 in Albemarle County) single family homes developed 395 (100 in Albemarle County) affordable rental homes created, owned and/or managed $160M in capital funds leveraged from investors, public funds and donors 3, 600+ clients provided financial education and a path to economic self-sufficiency PIEDMONT HOUSING Shelley Murphy ALLIANCE Our mission is to create housing opportunities and build community through education, lending and devel oment Our Mission Habitat for Humanity of Greater Charlottesville works to create simple, decent, affordable housing in partnership with low-income families, volunteers and the communities of greater Charlottesville. Our Work Habitat has built and sold almost 200 homes in the area to residents earning between 25% and 60% of area median income. Additionally, through responsible management of trailer parks, we have preserved affordable housing for more than 2,000 people. Habitat was the first in the nation to transform a trailer park into a mixed income community (Sunrise) without resident displacement and we have now developed or built the affordable housing component of six intentionally mixed income communities. Through community partnerships, we build more than 20 homes each year. Southwood On the horizon is the transformation of the Southwood Mobile Home Park. Home to more than 1,500 people (almost all below 50% AMI), Southwood is the area's largest single concentration of affordable housing and one of our best remaining opportunities. Habitat has pledge non -displacement to each resident of the park and has been working side by side with Southwood families for almost 10 years to help each of them create a plan for future sustainability. Habitat is committed to Asset Based Community Development and practices Appreciative Inquiry to help community members recognize, unlock and act on their own gifts and strengths. Organization: Thomas Jefferson Community Land Trust Mission: The TJCLT is anon-profit organization offering a new type of affordable homeownership. A community land trust is a model that not only makes homeownership more affordable to you, but is also ensures that the home will remain affordable for future buyers. Portfolio: Six homes completed and two more under construction in a partnership with Habitat. Future Goals: Continue to build the portfolio of homes in our community and build upon existing partnerships the City, County, Habitat, PHA and developers.
