PLANNING COMMISSION JOINT MEETING
TUESDAY, SEPTEMBER 28, 2010 -- 6:00 P.M.
ROOM 241, SECOND FLOOR
ALBEMARLE COUNTY COUNTY OFFICE BUILDING
The Albemarle County Planning Commission and Charlottesville City Planning Commission held a joint
meeting on Tuesday, September 28, 2010, at 6:00 p.m., in Room 241, Second Floor, County Office
Building, 401 McIntire Road, Charlottesville, Virginia.
Members attending were Calvin Morris, Linda Porterfield, Ed Smith, Mac Lafferty, Duane Zobrist, Vice
Chair; and Tom Loach, Chairman. Don Franco was absent. Julia Monteith, Senior Land Use Planner for
the University of Virginia was present.
Other officials present were Wayne Cilimberg, Planning Director; Sharon Taylor, Clerk to Planning
Commission; and David Benish, Chief of Planning.
Other City Commissioners present were John Santoni, Genevieve Keller (Vice Chair); Dan Rosensweig;
Kurt Keesecker; Linda Seaman, CHART Committee Member and Member At Large; and David Neuman
(UVA Architect — Ex-officio). Mike Osteen was absent.
Other City staff and officials present were Nick Rogers, Neighborhood Planner, and Stephen Williams,
Executive Director Thomas Jefferson Planning District Commission.
Call to Order and Establish Quorum:
Mr. Loach established a quorum and called the Albemarle County Planning Commission meeting to order
at 6:02 p.m.
Mr. Pearson established a quorum and called the Charlottesville City Planning Commission meeting to
order to order at 6:03 p.m.
Joint Meeting with the County and City Planning Commission
Presentation: Participating in Transportation — How would you improve transportation in our
region?
(Given by Thomas Jefferson Planning District Commission and CHART Citizen Advisory Committee of
the Charlottesville -Albemarle Metropolitan Planning Organization)
Stephen Williams, Executive Director Thomas Jefferson Planning District Commission; and Linda
Seaman, CHART Committee Member and City Planning Commission Member At Large, presented a
Power Point presentation on the above topic for informational purposes only. (See Power Point
Presentation)
Commissioners were surveyed regarding their major individual concerns about the area's transportation
network; what improvements they would like to see; and what improvements would they want to invest in.
Survey input will be combined with other responses and recorded in a database and presented to City
and County officials.
No formal action was taken.
Mr. Loach thanked the City Planning Commission for coming tonight and the County Planning
Commission looks forward to future meetings.

The City Planning Commission meeting was adjourned at 7:30 p.m. by Mr. Pearson.
With no further items, the meeting adjourned at 7:31 p.m. to the October 5, 2010 meeting at 6:00 p.m. at
the County Office Building, Room 241, Second Floor, 401 McIntire Road, Charlottesville, Virginia.
