Got a question about the bond request form. The owner and Sheetz have agreed that Sheetz will take over site work and
posting bonds, however the bond request form calls for owner signature. I imagine the owner would still sign for the
bond request form, but the actual bond posting can be done by Sheetz? Just trying to figure out who needs to sign what.
Please advise.

Quick question: on the bond request form we must list parcel numbers. Can we use the existing parcel numbers on the
form, or do we need to wait until the plat is recorded and the new parcel number is generated for the combined
parcel?

Hi Andrew,
I am taking over the completion of the review of this easement plat.
There is only 1 remaining revision that needs to be done: since the Dominion, Sprint, and Centel easements are no
longer being vacated, please revise the plat title so that it does not state that those easements are being vacated.
Also — the new stormwater easement requires a deed of dedication to be recorded with the plat. Frank Pohl (CC'd) is
the County Engineer, and he is drafting the deed right now. We will send it to you once it is completed, and all you need
to do is provide a signed copy of the deed when you submit the plat for signature.
So here are the next steps:
1. Please revise the plat by removing reference to vacation of the Dominion, Sprint, and Centel Easements. You do
not need to update the plat revision date.
2. Send me a PDF of the revised plat via email, and I will verify that the title has been corrected.
3. Once I verify that the plat title is accurate, Frank will send you the deed of dedication for the stormwater
easements via email.
4. You can then submit two (2) hard copies of the plat and one (1) copy of the easement deed for County signature
and approval. We will sign them and return them to you, and then the plat is approved.

All, we are now past the permitted time period to deliver an approved by right site plan to sheetz. It is imperative we get
the plat issue resolved today and move this project forward so we may start construction. Jeff removed the vacation of
sprint and dominion so we wont need those deeds. We can execute the Deeds today and record them tomorrow if so
and submit 3? hard copies to the county for signature. Please let us know asap.

Attached is the revised plat with the easement vacation text removed and plat title changed to reflect the same. I did
not change the revision date because I thought this may affect previously drafted easement and agreement documents
if the plat was referenced by date. If I must change the plat to a revision date of today please let me know and I will do
so.

Again, once I review what has been submitted I will give you my formal comments.
One possible solution, if I can confirm it doesn't cause other problems with the plat, plan or with the other reviewers, is
to remove the vacation of the easement from the plat and site plan.
Question: From the applicants side of things do you need that vacation to be on this plat?
Until the review is done, and communication from the other reviewers about this issue confirm things, I cannot tell you
more.

Ok. Where I'm getting stuck is that I don't see how we can address comment #4 since this states the Centel/Sprint and
Dominion easements need to be vacated.
The problem here is that CenturyLink (formerly Centel/Spring) and Dominion won't approve a vacated easement on our
timeline. Should we just prepare the vacation easements anyway, and if you approve them, then have that proposed to
CenturyLink and Dominion? Will that get us a signed plat from the County, and then we can use that to record the deed
of boundary line adjustment? If CenturyLink and Dominion come back with needed changes to our easements, then we
can address them with the County at that time.
Looking for guidance and trying to anticipate what all we can do on our end to be legally permitted to move dirt on the
site.

Paty — are you saying that the County will sign the proposed Roudabush plat once it approves the draft deed of
boundary line adjustment, and then sees a fully executed version of the as approved deed?
We want to know what needs to be completed for the owner to begin site work. The Centel/Sprint and Dominion
easements will take some time to resolve and we don't want that to delay the site work. We can complete these private
easement items while the site work is underway.
I am confused as to what the course of action needs to be to lawfully move dirt on the site. Can we please connect for a
call at your convenience?

As previously stated, the County cannot approve a plat that vacates something without the owner agreeing to it.
Are those easement conflicting with something and therefore need to be removed now?
If not, then maybe in order to get the plat approved you would have to remove the vacation of those easement from the
plat.
I can review this when I review the plat and deeds provided.

Paty —Thanks for this.
Re: #4, we have to work with both CenturyLink (successor to Sprint/Centel) and Dominion to get the deeds of vacation
prepared and ultimately approved by them. We are currently in process of doing this, but we cannot control their timing
turnaround. Further, Dominion will not grant the vacation until it knows where its replacement easement locations will
be, which won't practically be done until the site work is underway.
In sum, we don't want these private deeds of vacation to get in the way of receiving whatever governmental approvals
are necessary to begin the site work on the property. Can you please confirm that these will not be needed to receive
such approvals?

First, for all WPO related items you should be communicating with and submitting to the Engineering Reviewer
assigned to that WPO, David James who I have copied on this email.
Please email him directly to ask about and submit items that are WPO or SWM deed of easement related.
Engineering is lead on both of those items.
Second, once I have reviewed the items that you submitted in the last few days for SUB2021-18, and compared them
to the comments that were provided to you, I will let you know if there is anything still outstanding.
Until what you have submitted is reviewed I will not be able to answer question #2.
If you have not done so already please refer to the comments provided to you on 4/13 (attached) and ensure all
documents specified in them have been submitted.
Have you already submitted a document to me that addressed comment #4 in the attached comments?
If not, that is at least part of the answer to your question.

Paty, All, I believe we just need to execute and record the Deed for vacation of the property lines? Is there a county
review of that requirement? Also Justin is working on the SWM deed of easement as well as utilities for ACSA and
Century link and Dominion. We made progress on both fronts yesterday. As far as I can remember for moving forward
with construction and disturbance we just need the Deed of vacation correct? Let me know our final steps to the finish
line. We are pushing hard to wrap this up and get moving.

Re: #4, we have to work with both CenturyLink (successor to Sprint/Centel) and Dominion to get the deeds of vacation
prepared and ultimately approved by them. We are currently in process of doing this, but we cannot control their
timing turnaround. Further, Dominion will not grant the vacation until it knows where its replacement easement
locations will be, which won't practically be done until the site work is underway.
In sum, we don't want these private deeds of vacation to get in the way of receiving whatever governmental approvals
are necessary to begin the site work on the property. Can you please confirm that these will not be needed to receive
such approvals?

Thank you for that clarification.
How I interpreted the email(s) was that you were looking for approval of the plat prior to providing some of the deeds.
For my review (Planning) the deed of vacation of the easements (shown as being vacated on the plat) and the deed of
vacation for the property lines (shown as being vacated on the plat) must be submitted for review and approval before
plat approval.
Please note that all owners of the easements must sign the deed of vacation for the easement.
As was in a previous email, in reference to the SWIM Deed (Engineering):
David James has corrected me in that the SWM deed of dedication does not need to be approved prior to the plat
approval.
It just has to be approved prior to the site plan approval."
ACSA has "no objection" to the plat being approved.
They handle their own deed review and approval (water and sanitary sewer) and they have not specified that it needs
to be done before plat approval.
Work with them on their deed in the timeline they specify.

The intention of Ryan's email was to coordinate the various pieces all converging toward a pending approval.
As you know, these various documents need to be approved in a specific order. And at this time, most of these
documents are either already on your desk or sitting somewhere in the County's queue.
It is our hope that by having an email thread such as this one: all parties involved can be aware that the 1) Deeds, 2)
Plats, and 3) VSMP/WPO permit documents are all converging.
It is our hope that by this "coordination" effort, we can avoid unnecessary confusion and that the various documents can
be reviewed/approved in appropriate order to avoid additional review cycles.
As far as we know, everything is into the County, minus the deeds. And, I believe you will get those tomorrow. If this is

1) To inform everyone that Line and Grade is resubmitting the WPO/VSMP plan for Airport Road Sheetz today.
Everything is in place for approval of that plan except for the recordation of the SWM easements, which leads

2) The only thing holding up the approval of the plat and recordation of the SWIM easement is the deeds of
easement and vacation need to be submitted to the County for review.
Andrew: do you know the status of the deeds? When can we get them to Paty? Is there anything you need from us?

Hi Paty,
One clarification: when you say the most recent site plan, do you mean the site plan submitted on 2/5/2021? It seems
curious that these don't match as the line work for both should have been the same.
Before we dig into looking for the discrepancy I just wanted to ensure that you were not looking at the November 23rd
documents when you made this comment.
