Those members present were: Nis. ]gals Huckle, Chair; W. Tom BlUe, Vice Chair; Mr. Bill Nitchmaau; Mr. Term Jenkins; and Ms. Monica Vaughan. Other officials present were: Mr. Wayne Cilimberg, Director of Planning and Community Development; Mr. Ken Baker, Senior Manner; and Ms. Roxanne White, Assistant to the County Executive. Absent: Commissioners Dotson and Lmhofand County Att(?mcy. The meeting was called to order at 7:00 p.m. and a quorum was established. The minutes of November 1, 1994.were unanimously approved as submitted. WORK SESSION Cap—M Ire rovements -Program,1995-96 *rough 1999-2000 Mr. Barer presented the staff report. The report included an explanation of changes to the CIP procedure, The Commission complimented the staff and the CIP Technical Committee on the report. The, Commission was very ploasod with the new format and procedure.. Staff answered general Commission questions on the following topics: --Funding of school repair/maintenance projects; --How revenete increases are projected. Staff answered specific Commission questions on the following projects: --Zan Road Extension - Mr. Cilimberg explained the history of this project in some detail. Because most of the road is in the City, the County's contribution to the project --as recommended by the CIP Committee --would be only 5%. Ms. Huckle felt this would be a very beneficial road because it would provide an alternative access to a lot of the Rt. 29 commercial area. --Rt. 250RRt. 616 Turn Lane - Mr. Cilimberg explained this project will facilitate turning movements for vehicles which will exit the outdoor theater at Boyd's Tavern and then use l- to go either east or west. Ms. Huckle was of the opinion that this project was ''to facilitate the theater, one way or another." Mr. Nitchmann disagreed with Ms. Huckle. Being familiar with the area, Mr. Nitchmann felt this would improve the traffic situation, including safety, for everyone who travels these roads. Mr. Cilimberg explained that the figures shown reflect an estimate of costs for making the improvements to the intersection. The 'split' was determined by the Beard at the time the special permit for the theater was approved, i.c. the applicant will be obligated for 10% of the total cost. Mr. Baker explained that the $100,000 11-15-94 z shown is all county money, with $10,000 for up -front planning and $90,000 for construction. The developer will contribute $10,000, for a total of $110,000. ( Ms. Huckle felt some people believed the "split" was to be determined after the theater was in operation when the actual usage would be known.) --Ivy Road Streetlights - Mr. Cilimberg explained these would be located "from the Bypass in (towards the city)." --Gordon Avenue Library Parking Lot - Mr. Nitchmann (who served on the CIP Technical Committee) recalled that there had been a lot of discussion about this item. Ms. White explained that this would be a joint city -county project with the county's responsibility to share the cost of repaving the existing parking lot, but not expanding it. Ms. White explained that the capital costs for this structure are shared 50-50 between the City and County because the County owns half the building. (This split is not based on circulation, i.e. city residents' vs. county residents' usage.) The County's share of capital costs for the Central Library is also 50-50. The County's share of operational costs on all the branches is based oil circulation. --Hydraulic Road Streetlights - Mr. Baker explained these would be at the intersection of Hydraulic Road with Greenbrier Extension and Lamb's Road. --Greenbrier Drive Sidewalk - Mr. Cilimberg explained this project would be for that part of Greenbrier Drive which will be constructed, next to Townwood. Noting that there were no funds allocated to the Berkmar Extension project, Ms. Huckle asked if it had already been funded. Mr. Cilimberg replied: "A contract has been signed and construction will begin soon." Mr. Nitchmann felt it would be helpful to know how much revenue will be available for just the 95-96 fiscal year, and whether there will be any left over at the end of the 95-96 year.
