AUGUST 11, 1992
The Albemarle County Planning Commission held a work session
on Tuesday, August 11, 1992, Meeting Room 7, County Office
Building, Charlottesville, Virginia. Those members present
were: Mr. Phil Grimm, Chairman; Mr. Walter Johnson, Vice
Chairman; Mr. William Nitchmann; Mr. Tom Jenkins; Mr. Tom
Blue; Ms. Ellen Andersen; and Ms. Babs Huckle. Other
officials present were: Mr. David Benish, Chief of Community
Development and Mr. Ken Baker, Senior Planner.
The work session began at 5:00 p.m. in Room 5-6. At 7:00
p.m. the meeting moved to Room 7. Transcription of the work
session picks up the meeting at 7:00 p.m.
WORK SESSION
Ca ital Improvements Program
Various agencies appeared before the Commission to describe
their requests. Beginning at 7:00, those making
presentations were:
--Mr. Fred Kruger, (County Government - Information
Services)
NITCHMANN: "Is the County Government planning, in a
proper strategic manner, the growth of the government of
this County, as it was put forth in the Government
Facilitites Plan? ... What I'm concerned with is, I've seen
3 or 4 things here this evening that are part of this
Government Facilitites building location, that'all need to
be interdigitated together in order to operate smoothly.
..Are we going about it the proper way?... It would appear
to me that we could be doing a better job maybe, today, of
looking at the total picture of what it is going to cost to
run the County of Albemarle's government in a cost-efficient
manner for the citizens of this County."
JOHNSON: "A coordinated review of putting all these
together has not yet been accomplished."
--Mr. John Wright and Mr. Jim Heilman, (County
Electoral Board)
--Ms. Sandy Miller (Health Department)
JOHNSON: He suggested that the potential for expansion
and modification of the existing facilitites-be given full
consideration before a decision is made to move the
facilities.

--Ms. Marcia Joseph (Zoning and ARB)
JOHNSON: He asked if consideration should be given to
"additional offset" of the utilities, i.e. moving them to
the back of the properties, rather than putting them
underground and then running the "feeders" underground.
HUCKLE: She was interested in receiving more
information about phasing and the possibility of grants.
(Mr. Nitchmann agreed.)
NITCHMANN: "I am, personnally, going to have a
difficult time funding landscaping on any of these routes in
the recessionary mode that we're in at this time and not
seeing the light at the end of the tunnel, when we've got so
many people out of work and a lot of people in need of
housing and food. It is going to be difficult for me to
support it."
JOHNSON: He suggested that assistance be solicited
from local garden clubs and nurseries. He also mentioned the
possibility of using convict laborers.
BLUE: He indicated he agreed with Mr. Nitchmann,
though he was interested in seeing final figures since he
felt "there are some things that are worthwhile doing even
though it is going to cost us some money."
HUCKLE: She mentioned the benefits of landscaping
which helps to reduce headlight glare.

JOHNSON: He determined that $286,520 "additional" was
being requested from the County for 93-94.
--Ken Baker and David Benish (Sidewalks, Streetlights,
Bikepaths)
HUCKLE: She was adamantly opposed to the placement of
any signs which might give the impression that the
designated bike routes are safe roadways.
BLUE: Though he agreed with Ms. Huckle's concern, he
noted that since the bicyclists are already using the roads,
the presence of signs will alert drivers to their presence
and encourage caution. He wondered if the presence of the
signs increased motorist's liability in the event of an
accident.
HUCKLE: She felt the presence of the signs increases
the county's liability because "it gives a legitimacy and
raises the expectations of the bikers that they are going to
be safe."

NITCHMANN: He asked if UVA might be willing to
cost -share some of the sidewalk projects in that area.
MISCELLANEOUS
July 28 Minutes - Approved, as amended by Mr. Johnson.
Mr. Johnson distributed copies of Code passages related to
his comments at a previous work session on the County's
authority relative to road projects.
Ms. Huckle asked for the return of the Senate document (from
the Water Control Board) which she had made available to the
Commission.
There being no further business, the work session ended at
9:15 p.m.
