HomeMy WebLinkAbout02 20 90 PC MinutesFEBRUARY 20, 1990 The Albemarle County Planning Commission held a public hearing on Tuesday, February 20, 1990, Meeting Room 7, County Office Building, Charlottesville, Virginia. Those members present were: Mr. Keith Rittenhouse, Chairman; Mr. Harry Wilkerson, Vice Chairman; Mr. Phil Grimm; Mr. Tom Jenkins; Ms. Ellen Andersen; and Ms. Babs Huckle. Other officials present were: Mr. Ronald Keeler, Chief of Planning; Mr. Bill Fritz, Senior Planner; and Mr. Jim Bowling, Deputy County Attorney. Absent: Commissioner Johnson. The Chairman called the meeting to order at 7:30 p.m. and established that a quorum was present. The minutes of February 6, 1990 were approved as amended. Mr. Fritz gave a preview of the consent agenda which would be presented at the February 27, 1990 meeting. ZMAA9-24 Phil Sansone - Request in accordance with Section 33.2.1 of the Zoning Ordinance to rezone 29.59 acres from R-1, Residential to R-10, Residential. Property known as Wilton is described as Tax Map 78, Parcels 8 and 58I located on the east side of Rt. 20N just south of its intersection with Elks Drive (St. Rt. 1421). Rivanna Magisterial District. The applicant was requesting deferral to February 27, 1990. Mr. Jenkins moved, seconded by Mr. Wilkerson, that ZMA--89-24 be deferred to February 27. The motion passed unanimously. Southern Regional Park Preliminary Site Plan - Proposal to construct 211 parking spaces and a 3,328 square foot concession building at the Southern Regional Park. A 32,400 square foot beach area is also proposed on the 530.392 acre site. The site is located on the south side of Rt. 631 approximately six -tenths of a mile south of its intersection with Rt. 708 in the Scottsville Magisterial District. The property is described as Tax Map 100, Parcels 33, 35, 37, and 39 and is zoned RA, Rural Areas. Mr. Fritz presented the staff report. Staff recommended approval subject to conditions. Mr. Rittenhouse asked staff to comment on the status of Health Department approval. He noted that usually staff does not request approval of the final plat unless Health Department approval has been received. Mr. Fritz responded that though the applicant has been in contact with the Health Department, because 32 7 February 20, 1990 Page 2 of the nature of the proposed septic fields, approval has not yet been obtained. Mr. Keeler pointed out that staff usually does not ask for administrative approval of subdivisions, as opposed to site plans, if Health Department approval has not been received. Ms. Huckle asked for an explanation of how the sanitary facilities would be maintained in the winter, i.e. will they be drained or what precautions will be taken to prevent freezing? Mr. Osborne, engineer for the project, explained that everything would be enclosed inside the building. Mr. Mulaney, representing the County Department of Parks and Recreation, added that plans are "not that far along" but the building will either be heated or the system will be drained. Mr. Rittenhouse asked staff to comment on accommodations for bus parking. Mr. Fritz explained that buses would be parked in the most distant spaces and would likely frequent the park on weekdays, rather than weekends when the parks will be most crowded. He confirmed that park attendants will direct the buses to the desired parking areas. In response to Ms. Huckle's question, Mr. Bowling stated the applicant in this request was Albemarle County. The applicant was represented by Mr. Mark Osborne, Engineer for the project, and Mr. Pat Mulaney, Director of Parks and Recreation. Ms. Osborne commented briefly on the project. In response to Ms Huckle's earlier question about sanitary facilities, Mr. Osborne explained that a pump station will be installed nearby and the sewage will be pumped up to the ridge line to the septic tank and distribution fields. He explained that these areas are outside the areas which would normally drain back towards the lake. He explained the parking area had been planned between two ridges so that the vegetation would effectively hide the parking area. Ms. Huckle asked how runoff from the parking lot, which would contain automobile --type pollution such as oil, would be handled so that it would not drain towards the lake. Mr. Osborne explained that water will be collected in a storm drainage system, diverted away from the beach, and then deposited in a grassy swale ditch as a stormwater management facility Mr. Osborne explained the dimensions of the facility_ $2u February 20, 1990 Page 3 There being no public comment, the matter was placed before the Commission. Mr. Wilkerson moved that the Southern Regional Park Preliminary Site Plan be approved subject to the following conditions: 1. The Final Site Plan will not be signed until the following conditions have been met: a. Department of Engineering approval of grading and drainage plans and calculations; b. Department of Engineering approval of entrance road plans and calculations; c. Department of Engineering issuance of an erosion control permit; d. Virginia Department of Transportation approval of right-of-way improvements; e. Virginia Department of Transporation approval of entrance road plans and calculations; f. Health Department approval. 2. Administrative approval of the Final Site Plan Ms. Huckle seconded the motion which passed unanimously, There being no further business, the meeting adjourned at 7:50 p.m. 1 " - DS V.
