HomeMy WebLinkAbout01 24 89 PC MinutesJanuary 24, 1989 The Albemarle County manning Commission held a public hearing Tuesday, January 24, 1989, Meeting Room 7, County Office Building, Charlottesville, Virginia. Those members present were: Mr. David Bowerman, Chairman; Mr. Keith Rittenhouse, Vice Chairman; Mr. Harry Wilkerson; Ms. Norma Diehl; Mr. Tim Michel; and Mr. Peter Stark. Other officials present were: Mr. Ron Keeler, Chief of Planning; Ms. Amelia Patterson, Senior Planner; Mr. John Pullen, Planner; Mr. James Bowling, Deputy County Attorney; and Mr. Bill Fritz. Absent: Commissioner Jenkins. The Chairman called the meeting to order at 7:30 p.m. and established that a quorum was present. The minutes of January 10, 1989 were approved as submitted. CONSENT AGENDA Miller and Rhoads Site Plan Amendment - Proposal to add a 25,689 aquare foot addition to the Miller andRhoads store at Fashion Square. A total of 89 parking spaces are to be removed. Property, described as Tax Map 61, Parcel 132 is Fashion Square Mall. Zoned PD-SC, Planned Development Shopping Center. Charlottesville Magisterial District. Crutchfield Corporation Major Site Plan Amendment - Proposal to construct a 6,000 square foot building addition. Proposed use is for additional.storage and garage area. Property described as Tax Map 32, Parcel 17B is located on the east side of Route 606 approximately 500 feet north of the airport Rivanna Magisterial District. Student Services (Charlottesville Self -Storage) Phase III Final Plan Amendment - Proposal to locate a 13,000 square foot building for a sixth building of rental storage units for a total of 67,200 square feet of building area. The original site plan was approved by the Planning Commission on June 25, 1985. Property is located on the east side of Avon Street Extended (Rt. 742), north of I-64 and south of the City limits and Moore's Creek. Zoned LI, Light Industry. Tax Map 77E(2), Parcel 2. Scottsville Magisterial District. Herndon House & Tire Center at Riverbend Final Plat - Proposal to subdivide 2.87239 acres into three lots to be served by two joint entrances: one from South Pantops Drive and one from the Shopping Center ring road. One parcel is presently improved with the Herndon House of Furniture, and the other two are proposed for a tire sales and service center and a day care center. The site plan for the Tire Center at Riverbend was approved by the Planning Commission on May 24, 1988. Property, is located in the southeast corner at the intersection of iouth Pantops Drive and Riverbend Drive. Zoned PD-SC, Planned Development Shopping Center. Tax Map 78, Parcel 17G. Rivanna Magisterial District. Mr. Michel moved, seconded by Mr. Wilkerson, that the Consent Agenda be approved. The motion passed unanimously. .0/9 January 24, 1989 Page 2 Yellow Mountain Agricultural/Forestal District - The Yellow Mountain District consists of ten parcels totalling 662..810 acres located on Rt. 250 West, and State Route 691, 692, and 637 in western Albemarle. The proposed time period before initial review is ten years.. Planning Commission must refer application to the Advisory Committee for their review and recommendation. Mr. Michel moved, seconded by Ms. Diehl, that the Yellow Mountain Agricultural/ Forestal District be referred to the Advisory Committee. The motion passed unanimously. ZMA-88-25 Holly Memorial Land Trust - Request in accordance with Section 33.2.1 of the.Zoning Ordinance to rezone 2 acres from R--1, Residential to HC, Highway Commercial. Property, described as Tax Map 32, Parcel 42H is located on the east side of US Rt. 29 approximately 1/2 wile south of its intersection with St. Rt. 649 (Airport Rd). Rivanna Magisterial District. Mr. Keeler gave the staff report. The report concluded: "Staff opinion is that the applicant's proffer adequately reflects the public interest and staff recommends approval of ZMA-88-25 Holly Merorial Land Trust." The Chairman invited applicant comment. The applicant was represented by Mr. Rob Jackson. He offered no additional comment. 'there being no public comment, the matter was placed before the Commission. Mr. Wilkerson moved that ZMA-8.8-25 Holly Memorial Land Trust be recommended to the Board of Supervisors for approval subject to,the applicant's proffer. Mr. Stark seconded the motion which passed unanimously Tandem Farm Preliminary Plat - Proposal to create 18 lots from existing parcels. Lot size ranges from 3 to 8 acres for 10 lots, and is a minimum. 21 acres size for 8 lots. Lots are proposed to be served by new public roads with one entrance to the frontage road. Property is located in the southwest corner of the intersection of Route 637 and I-64, off the west side of the frontage road at the Ivy interchange. Zoned RA, Rural Areas. Tax Map 74, Parcels 14B and 15. Samuel Miller Magisterial District. The applicant was requesting deferral to January 31, 1989. Ms. Diehl moved, seconded by Mr. Michel, that Tandem Farm Preliminary Plat be deferred to January 31, 1989. The motion passed unanimously. Joyce Hills Preliminary Subdivision Plat - Proposal to subdivide a 68 acre. parcel into 7 lots ranging in size from 2.4 to 27.8 acres. Access is to be from a proposed public road. Property, described as Tax Map 47, Parcel 53 is located on the north side of Route 784 approximately 7/10 t miles west of Route 600. Zoned RA, Rural Areas. Rivanna Magisterial District. ;7.,o January 24, 1989 Page 3 The applicant was requesting indefinite deferral. Ms. Diehl moved that the Joyce Hills Preliminary Subdivision Plat be deferred indefinitely. Mr. Stark seconded the motion which passed unanimously. Branchlands, Phase III Preliminary Site Plan - Proposal to locate 84 dwelling units on 6.5 acres, with a resulting density of 12.9 units. The proposed use is townhouse and apartment units. Property, described as Tax Map 61Z, Section 3, Parcels 4 and 5, is located on the east side of Branchlands Drive, at the intersection of Branchlands Drive and Greenbrier Drive. Zoned PUD, Planned Unit Development. Charlottesville Magisterial District. Mr. Pullen gave the staff report. Staff recommended approval subject to conditions. The Chairman invited applicant comment. Mr. Katurah Rouell addressed the Commission. He offered little additional comment except to explain that this phase of the development was for townhouses for the elderly. He made brief comments about the elevation of the buildings in relation to the floodplain. There being no public comment, the matter was placed before the Commission. Mr. Bowerman asked: "What items are applicable for this phase of development that are contained in the PUD?" Mr. Pullen responded: "For example, improvements to the drainage channels, location of the fifth, 72" inch corrugated metal pipe under Greenbriar Drive." It was also determined that Hillsdale Drive was "all .but completed." Mr. Stark moved that the Branchlands, Phase III Preliminary Site Plan be approved subject to the following conditions: 1. The final site development plan will not be.signed until the following conditions have been met: a) Department of Engineering approval of grading and drainage plans and calculations; b) Department of Engineering issuance of an erosion control permit; c) Planning Staff approval of landscape plan; d) Albemarle County Service Authority approval of final water and sewer plans: e) Compliance with the conditions of the PUD, as applicable to this development. 2. A certificate of occupancy will not be issued until the following conditions have been met: a) Final Fire Officer approval; b) Completion of required improvements outlined in the PUD, as applicable to this development. aa! Miscellaneous: Mr. Rittenhouse asked that staff supply him with copies of the last three years' annual report.
