HomeMy WebLinkAbout11 14 89 PC MinutesNovember 14, 1989 The Albemarle County Planning Commission held a public hearing on Tuesday, November 14, 1989, Meeting Room 7, County Office Building, Charlottesville, Virginia. Those members present were: Mr. David Bowerman, Chairman; Mr. Keith Rittenhouse, Vice Chairman; Mr. Tom Jenkins; Mr. Tim Michel; Ms. Norma Diehl; and Mr. Peter Stark. Other officials present were: Mr. Wayne Cilimberg; Director of Planning and Community Development; Mr. Richard Tarbell, Planner; Mr. Bill Fritz, Planner; and Mr. Jim Bowling, Deputy County Attorney. Absent: Commissioner Wilkerson. The Chairman called the meeting to order at 7:30 p.m. and established that a quorum was present. The minutes of November 2, 1989 were approved as submitted. CONSENT AGENDA Watts Station Preliminary Subdivision Plat - Proposal to create 13 lots from 2 parcels. Lots range from 6 to 54 acres, with an average size of 20.0 acres. Nine lots are proposed to be served by a public road off Rt. 600. Property, located south of the intersection of Route 700 and Route 600, east of the North Fork Rivanna River. Tax Map 47, Parcels 42 and Tax Map 33, Parcel 22A. Zoned RA, Rural Areas in the Rivanna Magisterial District. Mr. Michel moved, seconded by Mr. Stark, that the Consent Agenda be adopted. The motion passed unanimously. Taylors Auto Body Shop Major Site Plan Amendment - Proposal to construct a 4,000 square foot addition to the existing auto body shop. This proposal will require relocation of existing parking areas. A total of 31 spaces will be provided. Property, described as Tax Map 61, Parcels C, D, and E, are located on the east side of Brookway Drive, approximately 480 feet north of Rt. 631 (Rio Road). zoned C-1, Commercial. Rivanna Magisterial District. The applicant was requesting deferral to November 28, 1989. Mr. Jenkins moved, seconded by Mr. Michel, that the Taylors Auto Body Shop Major Site Plan Amendment be deferred to November 28, 1989. The motion passed unanimously. Mill Creek Industrial Park Preliminary Subdivision Plat - Proposal to create 10 lots with an average size of 9.33 acres including 11.34 acres of designated open space. Property, described as Tax Map 76M(1) Parcel 10, Tax Map 77, Parcels 11D and 11D1 (part) and Tax Map 90C (part), is located on Mill Creek Parkway which accesses Rt. 742 (Avon Street Extended) approximately 4/10 mile south of I-64. Zoned LI, Light Industry and PUD, Planned Unit Development in the Scottsville Magisterial District. Mr. Tarbell presented the staff report. Staff recommended approval subject to conditions. as 7 ".November 14, 1989 Page 2 The applicant was represented by Mr. Hunter Craig. He offered no significant additional comment except to state that the applicant supported the suggested conditions of approval. He confirmed he had no objections to the 60 foot buffer suggested by staff. There being no public comment, the matter was placed before the Commission. Mr. Michel moved that the 'dill Creek Industrial Park Preliminary Subdivision Plat be approved subject to the following conditions: 1. The final plat will not be signed until the following conditions are met: a. Department of Engineering approval of road and drainage plans and calculations; b. Department of Engineering approval of stormwater detention plans and calculations; c. Department of Engineering issuance of an erosion control permit; d. Virginia Department of Transportation approval of right-of-way improvements and issuance of a commercial entrance permit; e. Albemarle County Service Authority approval of water and sewer plans; f. Staff approval of open space easements. 2. Administrative approval of the final plat. Mr. Stark seconded the motion which passed unanimously. Forest Lakes Blocks i, J, K, L, M and N Preliminary Plat - Proposal to divide 71.6 acres into 123 lots with an average size of 8,800 square feet (0.2 acres). Proposal is to have access over internal roads. Property, described as Tax Map 46B3, Parcel 1, Tax dap 46, Parcel 29F is located southeast of the Timberwood Parkway and Cross Timber Road intersection. The site is zoned R-4, Residential in the Rivanna �%Iag- isterial District. Mr. Fritz presented the staff report. Staff recommended approval subject to conditions. The applicant was represented by Mr. Frank Kessler. He offered no significant additional comment. There being no public comment, the matter was placed before the Commission. aa� November 14, 1989 Page 3 Mr. Stark moved that the Forest Lakes Blocks I, J, K, L, M and N Pre- liminary Plat be approved subject to the following conditions: 1. The final plat will not be signed until the following conditions have been met: a. Department of Engineering approval of road and drainage plans and calculations; b. Department of Engineering approval of stormwater detention plans and calculations; c. Department of Engineering issuance of an erosion control permit; d. Virginia Department of Transportation approval of road and drainage plans and calculations; e. Department of Engineering approval of all required on -site and off -site drainage easement plats; f. Albemarle County Service Authority approval of water and sewer plans. 2. Administrative approval of the final plat. Mr. Michel seconded the motion which passed unanimously.
