HomeMy WebLinkAbout02 23 88 PC MinutesFebruary 23, 1988 The Albemarle County Planning Commission held a public hearing on Tuesday, February 23, 1988, Meeting Room 7, County Office Building, Charlottesville, Virginia. Those members present were: Mr. David Bowerman, Chairman; Mr. Richard Gould, Vice Chairman; Mr. Tom Jenkins; Mr. Harry Wilkerson; Ms. Norma Diehl; Mr. Tim Michel; and Mr. Peter Stark. Other officials present were: Ms. Amelia Patterson, Planner; Mr. John Pullen, Planner; and Mr. George St. John, County Attorney. The Chairman called the meeting to order at 7:30 p.m. and established that a quorum was present. The minutes of February 9, 1988 were approved as submitted. Forest Lakes Townhouse Phase I, Section A Preliminary Site Plan - Proposal to locate 24 townhouse units in four unit clusters on ±7 acres, with a resulting density of 3.4 dwelling units per acre. A total of.64 parking spaces are proposed, of which 48 are required. An internal private road is proposed off the proposed Timberwood Parkway. Zoned R-4, Residential. Located off the east side of Route 29 North and south of Proffit Road (Route 649), off the west side of the Timberwood (Meadowcreek Parkway), adjacent to the north of a previously drained lake. Tax Map 46, Parcel 29E. Rivanna Magisterial District. Ms. Patterson gave the staff report. Staff recommended approval subject to conditions. In response to Mr. Bowerman's question about the status of the issue of crossing the dam, Ms. Patterson explained that the Board had decided not to accept a road over the dam because of liability considerations. She added that the applicant revised the plan to relocate the entrance resulting in the elimination of the additional crossover on the Parkway. She confirmed that currently the entire development can be served by the road leading to Rt. 29. The Chairman invited applicant comment. The applicant was represented by Ms. Denise Etheridge. In response to Mr. Stark's question, she stated the applicant is proceeding as quickly as possible to construct the swim and tennis, club. There being no public comment, the matter was placed before the Commission. Mr. Michel stated the application appeared to be in order and moved that the Forest Lakes Townhouse Phase I, Section A Preliminary Plat be approved subject to the following conditions: 1. The final plan will not be signed until the following conditions have been met: a. County Engineering approval of road and drainage plans and cal- culations for the following roadways: 1. Forest Lakes Parkway (Timberwood Boulevard) 2. Meadowcreek Parkway (Timberwood Parkway); / ff-S February 23, 1988 Page 2 b. County Engineering approval of stormwater detention plans and calculations to include installation and design of an emergency spillway on the existing dam; c. Virginia Department of Transportation approval of road and drainage plans and calculations, and approval of detention facilities which abut future State roads; d. Virginia Department of Transportation approval of Route 29 im- provements and issuance of a commercial entrance permit in ac- cordance with letter of October 8, 1987; e. Issuance of an Erosion Control Permit; f. issuance of an Operations and Maintenance Permit on the existing dam; g. Albemarle County Service Authority approval of final water and sewer plans onsite and offsite; h. Fire Officer approval; i. Planning staff approval of: 1. Landscape plan to include conservation plan; 2. Recreation plan to include relocating the tot lot from the parking island; 3. Recordation of plat dedicating right-of-way as necessary. 2. A certificate of occupancy will not be issued until the following condition has been met: a. Final Fire Officer approval. Mr. Wilkerson seconded the motion which passed unanimously. Garden Patch Final Plat - Request for Administrative Approval - Fir. Pullen explained that the Commission would review the site plan for this development on earth 22 and at this time staff was simply asking for administrative approval of the subdivision. Mr. Pullen described the development as "a proposal to create a ..97 acre parcel from an existing 2.17 acre parcel, property located on the east side of Rt. 29N, south of the existing Federal Express development." Mr. Pullen added that the applicant proposes to dedicate a portion of the parcel to build the proposed service road which will serve this property and others along Rt. 29 and, in addition, the applicants will build their portion of the service road to the end of their property line. February 23, 1988 Page 3 Mr. Bowerman noted that the request was in order. Mr. Stark moved that staff be granted administrative approval of the final plat for the Garden Patch. Mr. Michel seconded the motion which passed unanimously. Miscellaneous: The Commission asked to see the annual report at the March 1st meeting, with a copy being sen�first to Mr. Jenkins. The Commission asked for a copy of a synposi.s to be used for the public hearings on the Comprehensive Plan by the March 1st meeting.
