The Albemarle County Planning Commission held a public hearing on Tuesday,
June 21, 1988, Meeting Room 7, County Office Building, Charlottesville,
Virginia. Those members present were: Mr. David Bowerman, Chairman; Mr.
Keith Rittenhouse; Mr. Tom Jenkins; Mr. Harry Wilkerson; Mr. Tim Michel;
and Mr. Peter Stark. Other officials present were: Mr. John Horne,
Director of Planning and Community Development; Mr. -Ronald Keeler, Chief
of Planning; Mr. Wayne Cilimberg, Chief of Community Development; and Mr.
George St. John, County Attorney. Absent: Commissioner Diehl.
The Chairman called the meeting to order at 7:30 p.m. and established that
a quorum was present. The minutes of June 7, 1988 were approved as
submitted.
Red Acres Subdivision Screening Plan - Proposal to screen adjacent agri-
cultural use from a 14-lot residential subdivision. The applicant is
appealing Planning staff's requirement for compliance with Condition l(f)
of the final approval. Red Acres plat proposes the division of 228 acres
into 14 lots; four lots are a minimum of 21 acres each, and 10 lots range
from 6.0 to 12.8 acres. The lots are to be served by a new public road.
Zoned RA, Rural Areas. Property, located on the east side of Rt. 677
(Ballard Road), approximately 1.5 mile south of Rt. 676, north of Rt. 250W.
Tax Map 59, Parcels 27A, 27B, 28 and 28C. Samuel Miller Magisterial
District.
Staff reported that this issue had been resolved and the item was dropped
from the agenda.
ZMA-88-09 Marriott Corporation (The Colonnades) - The Marriott Corporation
petitions the Board of Supervisors to rezone 58.91 acres from R-4 (Proffer)
to PRD, Planned Residential Development to permit establishment of a
retirement community with life care facilities. Property, described
as Tax Map 60, Parcel 24 (part) is located on the south side of Rt. 654
west and adjacent to Canterbury Hills Subdivision.
Commissioners Michel and Stark excused themselves from hearing this
petition due to possible conflicts of interest.
Mr. Keeler gave the staff report. The report concluded: "Staff opinion
is that the Colonnades PRD generally satisfies the requirements as to findings
by the Commission under Section 8.5.4 of the Zoning Ordinance. Staff
recommends approval of ZMA--88-09...."
Referring to a statement in a letter dated April 25, 1986 to Mr. Horne from
Mariott ("The entry will consist of one way entering and exiting lanes
designed to align with the entrances to apartments across Barracks Road.")
and another.statement in a letter dated May 12, 1988 to Mr'. Keeler
from The Department of Transportation ("The Department recommends that the
access to this property align across from the store entrance on the other
side of Route 654."), Mr. Rittenhouse asked Mr. Keeler where the applicant
was actually proposing the entrance.

Mr. Keeler replied that the entrance was in the same location as originally
shown, i.e. across from the apartments.
The Chairman invited applicant comment.
The applicant was represented by Mr. Tom Witt. He stated the design of the
project was "driven" by trying to serve an elderly population. He offered
little additional comment,
There being no public comment, the matter was placed before the Commission.
Pointing out that there was an intensification of the use of the site
over what was previously proposed in terms of dwelling units, Mr. Bowerman
asked fir. Keeler to comment.
Mr. Keeler responded and explained there were 180 apartment -type units
and 40 cottages and because this will be a retirement village there will
be fewer people per unit than with conventional development, the traffic
will be less and there will be less noise. He felt the proposal would
result in .less traffic and less population than existing zoning,
Mr. Bowerman stated that was his only concern and as a result of Mr. Keeler's
statements, he was satisfied with the application.
Mr. Wilkerson moved that ZMA-88-09 for Marriott Corporation.(The Colonnades)
be recommended to the Board of Supervisors for approval subject to the
following revisions, modifications and agreements:
1. Agreement in accordance with Albemarle County Service Authority comments
of June 2, 1988 among Albemarle County Service Authority, Marriott
Corporation, and LREF for eliminating existing Canterbury Hills sewage
pumping station;
2. Acceptance of applicant's proffers as set forth in this report;
3. Administrative approval of site plan.
Mr. Stark seconded the motion which passed unanimously.
The matter was to be heard by the�3oard on J my 6, 1988.
WORK SESSION
Meadowcreek Parkway Alignment and Feasibility Study The Board of Supervisors
was requesting recommendations from the Commission on feasible alignments
and design of the Parkway from Rio Road to the Hollymead Growth Area.
Mr. Horne presented two consulting reports which dealt with alignments from
Rio Road to the South Fork of the Rivanna River and with alignments north of
the river. Staff was recommending the "Comprehensive Plan" alignment
(the westerly alignment between Rio Road and the river), and alternate
alignment "A" north of the river.

Mr. Horne stressed that the feasability study being presented was in no way
adequate to acquire right -of --way. He stated that it was not proposed that the
study set any exact route definitively and it was not suitable to proceed
to public hearing to acquire the right--of-way.
The Chairman allow public comment.
The following persons addressed the Commission:
Mr. Stuart Williams, a resident of the Bentivar Subdivision - Mr. Williams
asked that consideration be given to shifting the "first curve" away from the
subdivision. He felt an access point at Rt. 643 should be considered..
Ms. Anne Zimmerman, a resident of Bentivar - She pointed out the rural
nature of the Bentivar Subdivision and expressed concern about the possible
loss of wildlife. She. asked that Plan "A" be considered seriously.
Mr. J.C. Levinson -- He expressed concern that because of the elevation
of the proposed roadway noise would be increased and he was also concerned
that the roadway would use some of the best land in an area that expects
future development. He suggested that the elevation of the road be lowered.
(Mr. Cilimberg commented that this might be possible.)
Mr. Joe Farenholt, a Hollymead resident - He expressed concern about
the amount of right -of --way that would be needed and the location, i.e.
would it be close to the school or closer to the apartment complex. (Mr.
Horne stated the alignment would be much nearer the Hollymead apartment
complex than the school.) .
Mr. Finus Carroll, a resident of Bentivar - He expressed interest in
the speedlimit that would be posted for the roadway. (Mr. Horne stated
the design speed would not be at interstate level.)
Significant Commission comments included the following:
Mr. Bowerman initially stated that he was satisfied with the Engineer's
reasoning for selecting the westerly route over the CATS Study route.
However, he added that he was concerned over the impact on the Northfields
Subdivision and, particularly, Huntington Road. He felt if this alignment
was chosen, it was important that it be protected visually through existing
buffer and additional evergreen plantings.
There was considerable discussion about the "pigtail" shown in Alternate
Alignment "A" and -about how a north -south connection in the Hollymead area
would be made.
Mr. Horne stated staff favors alignment "A" because "it places more
emphasis on our ability to resist the temptation of lining up multiple
connections on that section of 29 between the interchange and Proffit Road."
Mr. Cilimberg pointed out that staff realized, in terms of the
limited access feature, that alternate alignment "A" was preferable.
He felt this was the most important feature of alignment "A".
Mr. Bowerman stated he was inclined to support the original alignment
of "B" vs. new alignment "A." He felt there was not enough information to
decide in favor of alignment "A." He liked the alignment through Hollymead.
Mr. -Rittenhouse stated he liked the limited access characteristics of
"A" and the idea that it would not bisect the Hollymead community.
Mr. Bowerman stated he preferred alignment "B" "because unless we do
things like that we are talking about 10 lanes for 29 in the year 2030;
we are talking about a continuation of the problems we have created on
29; whether it goes through there as controlled access or limited access
we can decide later but it is important to provide alternative ways to
get into town." He stated he did not want this to become a bypass.

Mr. Stark stated he was in favor of alignment "A" up to the river, and
"B" north of the river. It was determined this was Mr. Bowerman's
preference also.
Mr. Jenkins moved that the Commission endorse Alignment "A" south of the river
and alternate alignment "B" north of the river, and that the CAT Study alignment
be abandoned.
Mr. Stark seconded the motion.
Mr. Michel stated he would "vote along with the motion as long as i:t.was
understood that (he) would accept alternative "A" above the river if it
were clearly shown that the connection through Forest Lakes and the
Hollymead Community would go all the way to Proffit Road." Staff
indicated that was a "given," thus it was concluded Mr. Michel would
not support the motion.
The motion passed (4:2) with Commissioners Rittenhouse and Michel casting
the dissenting votes.
It was determined the Commission was particularly concerned that:
(1) South of the river, when the road begins to parallel the railroad,
all possible efforts should be made to incorporate buffering and maintenance
of existing screening,
(2) .The curvature,onceacross the river, be moved as soon as possible
away from Bentivar.
Free Union Agricultural/Forestal District - Located northwest of Free Union
on State Routes 601, 671 and 668. The district contains about 1,107 acres.
No action required.
Mr. Cilimberg presented the report to the Cotmiission. The Commission
received the application. No action was required.
There being no further business, the meeting adjourned at 10:15 p.m.
