MINUTES OF MEETING OF BOARD
MARCH 8th, 1945
At this meeting all members were present, and the Secretary
reported eight hundred and fifteen additional letters had been sent out
to families of servicemen requesting present addresses. Of the
twelve hundred original questionnaires sent out, two hundred and
eighty—two had been answered.
The Chairman stated one purpose of the planning commission
was to inform itself of the needs of the community, and as this
had been accomplished, he was interested in knowing what should be the
future course of action of the commission.
It was suggested that we continue to keep in touch with
the servicemen who requested our aid, and to try and secure a better
school program for Albemarle County. The question -of bonds to pay
for the school program came up, and Mr. Haden explained that some
people felt the tax rate should be equalized in all districts. As
some of the districts were behind in paying off road debt, it was
suggested that other districts assume some of the responsibility of
this road debt and get it paid off, so all districts could be put
on equal basis. This would mean an increase in taxes: The problem
then is how to get the public to vote for the bonds. How can the
bond issue be sold to the public and whose responsibility is it'?
It was suggested that it is probably the responsibility of the school
board. Mr. Randolph asked Mr. Haden what happened at joint meeting
of supervisors and school board. Mr. Haden stated school offering
was discussed in detail as to advantages of same, and ways and
means of putting bond issue across to the public for estimated cost
of $2,000,000 for improved school facilities. The first possibility
was to ask the people this fall to vote on the county assuming the
remaining road debt. It would take about 20% rate through the county
in this way. If bond issue of $2,000,000 is floated, it would mean
an increase in tax rate of between three and a half and four dollars.
Question was brought up as to wnether it would be wiser
to take part of the school program and complete it or try and do it
all at one time. Shouid$1,000,000.w.orth of bonds be sold and only
the high school program for both white and colored be provided? What
is attitude of supervisors? It was .agreed that program would be
more easily sold'if every community was -being helped, and some of
the people would not like the consolidation of the high schools.
However, if elementary schools were improved and some -vocational
training taught in them, the communities might become educated to
the high school consolidation. It was suggested that we continue to
study the Denny report and try and give as much support as possible
to a better school program. It was further suggested that we ask
school board to meet with us on the date of their regular meeting
in April so we could obtain more information about their present
school offering.
Mr. Randolph brought up question of problems facing Scottsville
and vicinity due to the industrilieation of that community by the
Rubber Plant operating there now. He wondered if something could be
done by a zoning ordinance that would help that community and protect
other communities from a similar situation. It was agreed that

Scottsville would have to solve its own problems, but it was suggested
that Mr. Haden and Mr. Randolph contact the proper people and talk
this matter over and see what could be done to protect other
communities from a similar situation.
There being no further business, the meeting was adjourned.
