MINUTES OF MEETING OF BO-M
APRIL LOTH, 1945
The following members of the school board met with the
planning commission:
Mr. Dorrier, Chairman of the Board,
Mr. Baker, Mr. Henley, Mr. Duke,
Mr. Turner, and Mr. Graham.
Mr. Randolph opened the meeting with statement ths.t the
members of the planning commission wanted to offer their assistance
to the school board in securing better schooling facilities for the
children of Albemarle County.
Mr. Graham stated the school board had gone on record as
favoring an equal white high school and colored high school program
as serving the best interest of Albemarle County. Also, offering
suggested for elementary schools has been approved by the board.
Mr. Baker stated he felt the present county road debt
should be cleared up before any more bonds were voted on for the
schools, and that this debt should be paid off before we tried to
sell the school program to the public.
Mrs. Smith asked if it were necessary for the present
elementary school offering to be so elaborate, and if it wouldn't
be more difficult to sell such a great big program to the public
at one time. Mr. Graham answered that elementary vocational
training was felt quite important as children would be served by
it who might never get to high school. The spending of $50,000
on an old building like Crozet was questioned. The answer was:
"It would not be doing justice to all communities unless the
elementary school programs were the same eversTwhere, and unless
the elementary schools were properly repaired and rebuilt, it
would be a waste of time and money. When this work is done, it
should be done right." The school board was questioned as to
whether they felt the estimates on the school buildings,.were properly
hand-led-,-,and-Mr. Graham stated the figures were compiled by an
experienced builder in the Norfolk area, and that the estimates
were felt to be quite adequate.
After much discussion of various phases of the school
offering,it was agreed that Albemarle County needs an improved
school system, and it was none too soon to start to work on trying
to get this accomplished..The question then arose as to whether
the public would vote on a bond issue to finance the proposed
$2,000,000 school offering. The estimated tax increase to finance
this bond issue would be, -between three and four dollars. The
problem would then be how to sell such an increase in taxes to
the voting public. Before such a job could be undertaken, it was
felt necessary to have final definite figures on the school offering
as well as absolute figures on the proposed increase in taxation.
Several expressed the opinion that it would be doubtful whether
such a program could be sold to the voting public.
