MINUTES OF MEETING OF BOARD
JUNE 21ST, 1945
All members of the board were present at this
meeting. Mr. Haden introduced Mr. Hunter Cockerell who
automatically became a member of the board due to his position
with the county.
Mrs. Gordon Smith explained to the board that she
felt the proper guidance of the board had such great
potentialities that someone should have the position of
Chaiiman who had more time to give to it than.she would have.
At Mr. Haden's suggestion, hovrever, Mrs. Smith agreed to
remain Chairman until such time as she felt it necessary
to resign.
The question of zoning for Albemarle County was
brought up. After some discussion, it :eras decided to have
the Secretary write to Mr. Long and request that he put
us in touch with someone who could meet with the board
and explain zoning to us. A special meeting could be
called for this purpose.
The school program was again discussed, and Mr.
Graham was.questioned about some phases of the school
offering. He stated that no record of individual school
costs was kept, so there would be no way to separate the
high school costs from other school costs, so he could not
give us an estimated increased cost of operating one
central white high school, and one joint negro high school.
He did know, however, that in one central high school,
instruction would cost more, but the state -would bear
some of the increased cost. He felt the big increase in
cost would be in operations. He could not tell us what
percentage of cost is represented by Instruction. The
present school offering for one high school is for an
anticipated 1200 en-rollxhent,efd there are now only 700.
The new high school would include grades 8 to 12 whereas
now, they only have 8 to 11. As no one knew where the
center of population in Albemarle County is located, Mr.
Graham was requested to irrite to Richmond for this infor—
mation.
Mr. Haden stated he felt the school program was
such a serious undertaking that there should be no mistakes
made in it, that this particular generation is being mortg*d
to put it over, and no more chances should be taken with it
than are absolutely necessary. It was felt that unless this
small group could be sold in every detail on school program
that it could not be put into effect. Mr. Graham stated
that the school board had gone on record as to it s decisica
as to what is needed for the schools. As no member of
this board felt they were sufficiently informed to do
anything.about the school program, it was decided to wait
lzntIT more information could be obtained before any action
r#2 •
was taken by this board.
Mr. Hunter Cockerell was appointed to rep-
resent this board on the War Memorial Committee.
There being no further business, the
meeting was adjourned.
