HomeMy WebLinkAbout07 12 1945 PC MinutesALBEMARLE COUNTY PLANNING COMMISSION MINUTES OF MEETING OF BOARD July ZMth, 1945 At this meeting all members were present, and the Chairman asked if we thought the board should go on record as favoring the i Woved school program. After much discussion of this subject, it was decided to use the resolution drawn up jointly by Mr. Bush and Mr. Randolph regarding the school offering. This resolution was presented to all members of the board, signed by Mrs. Smith, Chairman, and delivered to Mr. Cockrell to present to the meeting of the Board of Supervisors on July 18th, 1945. A copy of this resolution is attached to these minutes. Mrs. Nunnally reported on the correspondence with Mr. Long concerning a speaker who would be familiar with the county zoning laws. Mr. John E. Mason of the Bureau of Agricultural Economics write that he would be available for week of August 8th. It was decided that August 16th could be a suitable date to request his presence., and Mrs. Nunnally was instructed to write him to this effect. It was thought advisable to send an invitation to individuals and organizations who might be interested in the Zoning of Albemarle County. The secretary was requested to write to Mr. D: R. Thacker of Scottsville , Mr. Peterson of Charber of Commerce, Lions Club of Crozet and Scottsville, and to Mr. F. L. Harris, President of the Real Estate Organization. Mrs. Smith suggested that we invite Mr. Scott, the County Agent, to attend our meeting in September, and give us information concerning the agricultural status of Albemarle County, and its possibilities for the future. A copy of the report given to the State Planning Board meeting in Charlottesville last June was read to the board, and it was decided to ask Mr. Scott to explain the reason for the figures shown in this report. Discussion of the question " What is the reason for low farm incomes" brought out the fact that many people simply do not like to work. As no one knew what the vagrancy laws were in this state, Mr. Henry Bush was requested to secure this information and inform the board at their next meeting. was adjourned. COPY OF RESOLUTION PASSED BY THE ALBEMARLE COUNTY PLANNING COMMISSION, AND PREBENTED TO THE BOARD OF SUPERVISORS July 18th, 1945 The Albemarle County Planning Commission, being fully aware of the many shortcomings of the Albemarle County School System, and being fiwthermore heartily in favor of improvements being made in both the physical facilities and curriculum of said system, has discussed the problem involved at some length, both at its own meetings and in joint meetings with the School Board, Division Superintendent, and Dr. Lankford. After due consideration of the proposed changes and improvements as advanced by the School Board, this Commission has arrived at the following conclusions 1. That, whereas the proposed plan is most comprehensive in its scope, it is doubtful if it is practical to put into effect in its entirety, due to the fact that it may be impossible to obtain the consent of the voters of the county to increase the tax rate to the point necessary to finance the project. 2. That this being so, all the features of the plan should not be jeopardized by being submitted to the electorate. 3. That the consolidation of the white high schools into one school, and the joint operation with the city of Charlottesville of one negro high school, with curricula as outlined in the proposed plan, with special emphasis on the vocational offerings, is of the first importance. 4. That a proposal for consolidation of the high schools, together with certain minimum ims in the existing buildings that will remain in use to bring up to a higher standard of health, comfort, and sanitation, be drawn up and a cost estimate made. This Commission does, therefore, resolve to submit its ideas to the Board of Supervisors of Albemarle County with the respectful suggestion that they assume the leadership in this project, assemble all the necessary data, and present it to the public at the first possible moment by calling a meeting or series of meetings throughout the county of P. T. A. members and other interested representative individuals or groups. Be it further resolved that at this meeting or meetings, the complete plan for school improvement, and a simpler plan, essentially as outlined in item No. 4 above, be submitted for discussion, particularly with a view toward determining the possibility of obtaining the consent of the voters of the county to either one.
