All members were presentat this meeting with the
exception of Mrs. Smith Gdd Mr • Warrick -
Mr. Bush reported these were nine classes of vagrants.
It is so stated in the statute. A vagrant can be punished
the same as a person who commits a misdemeanor. A warrant
has to be sworn out against him and the judgen sentence
him when he appea rs and finds him guilty The
comes under this heading. The judges around here have
been sentencing them, but they are not supposed t tell a
vagrant to get out of towns but they seem to have been doing
this. They are required to punish them. Statute No.
09-10-10A. If the vagrant is old, he can be put in a home
if place is available.
It was reported that Supervisors had allotted
$1,200.00 to zoning work.
Mr. Stahl, Mr. Mason and Mr. Carper attended
meeting.
The -first question to be considered is "What
does this commission feel is necessary for the future
development of the county?" One should try to get a
general picture of the whole situation before taking any
steps. If strip zoning is to be undertaken, it will
be necessary to zone along the main highways and some
secondary highways, and at least two hundred feet should
be zoned on eachh side of the highway.
Another important step to be taken is to
fully inform the people in the county in the rural areas
as so many of them do not know anything about it. Living
in rural areas, they are not aware of zoning as the people
living in a city would be.
_-At this time the Fairfax County ordinance
has been declared invalid by a juke. The case was in a
residential district where a man used his property as a junk
yard. When the case came up for trial, the offender was
convicted, but appealed to the circuit court. It wasttried
and jury upheld the verdict, but the judge reversed the
decision. ,All advocates of zoning are anxiously awaiting the
final verdict.
It was suggested that it would be advisable
to try and zone against unsightly billboards along the highways.
Also advisable to have in the zoning law that use pemit would
have to be abtained by everyone before being allowed to build.
Mrs. Nunnally was requested to get copy of
zoning laws from Mr. W. H. Caldwell of Chesterfield Court House,
Va., and Mr. Matthews of Roanoke County, Salem, Va.
