MINUTES OF MEETING OF BOARD

All members were present at this meeting with the exception
of Mr. Ray Warrick.
Mr. Cockrell was requested to apply to Board of Supervisors
for the $1,500.00 for expense of making Zoning Map and $100.00 for
incidentals.
Mrs. Nunnally reported that Mr. Stahl had completed work on
the Rivanna District and was planning to start checking it.
The fact that the OPA had recently established rent control
in Charlottesville was discussed together with the acute housing
shortage. It was decided that rent control would not help the
shortage, and as there were several other organizations interested
in trying to do something about the shortage, the Planning Commission
would not do anything about this situation.
Mr. Cockrell reported that there had been no change in the
status of the Fairfax County situation regarding the judge's decision
about the Fairfax Zoning Ordinance.
Mrs. Smith again suggested that she would like to resign as
Chairman but would wait until the next meeting before handing in her
regignation.
Mrs. Smith suggested that this commission try and help on
some of the county prolglems such as the necessity for improvement of
the county jail. Mr. Cockrell stated the Board of Stvisors had
already appointed a committee to investigate this matter, and the
recommendations of the committee for certain improvements had been
approved and work would be begun on this prooect as soon as possible.
The question of an appropriate airport for Charlottesville
and vicinity came up, but as the Chamber of Commerce as well as the
city representative were already working on this matter, it was
decided our commission would not to intcuthisrinatter further.
Mrs. Smith stated that there is a great need for some sort
of nursing home for the chronically ill in this community. The
District Home does not have nearly enough room, and even if it were
possible to enlarge the District Home, most peoplO do not like the
idea of being an inmate of the District Home. Mrs. Graves was
called from the Family Welfare and came to the meeting to give us
some facts on the need for a nursing home for the chronically ill.
Statistics show that there are a greater percentage of people
who are chronically ill during their old age than ever before and
that no provision has been made to take care of this type of illness.
It is due to the fact that with the increase in medical knowledge,
people live longer and fewer of them die with acute illness. It is,
there fore, a very grave problem, and one that is being discussed
by all the Social Agencies and other community groups.

After much discussion as to the cost of a nursing home
for the chronically ill, it Was decided that the most constructive
step towKrd securing this home Would be to try and get State aid
to set up a hundred bed institution at Charlottesville because of
the fact that Charlottesville is a strategic medical center. However,

is made about the State taking over Wilson General Hospital at
Stuanton for a State Hospital, as this might mean that there Would
be provision made at this hospital for beds for the chronically ill.
