At this meeting there were present Vr. Randolph,
c h a i r-nan r. B a i n, Ib;r. Tayloe, Mr. CockreI I, PArs. Jmi th, Krs.
Chamberlain and t,Ars. aimmons, secretary.
Minutes of the meeting of November 10th were read and
accepted. Mr. Randolph annouiced that Dr. Mclemore Birdsong and
Thomas R. Shepherd; 0forney. had accepted invitations to sserve
on the commission, though only so long as the commission worked
constructively to some good end and showed results. This be€ng

Mr. Randolph stated that he fel t the commission should A.41
the problems that have to do with the welfare of the county, find
out what other gr®ups are doing, make up reports on these findirgs
for the future action of the Board of Supervisors. He presented to
the members copies of a list of possible subjects for the commission's
consideration, cop; of wich is attached to and made a part of these
minutes. He asked members for recommendations of additions to these
subjects. It was decided after discussion that members would study
the I i st of subjects and come to the January meeting wi th def i ni fe
reeornmendati ons.
Mr. Tayloe asked the present status of the effort to
introduce zoning into Albemarle county. It was the opinion of the
group that the subject was shelved, temporarily, but thct it might
be reopened at any time. I t was al so f e I t that opposition to the
infvoduetion of a zoning ordinance had not been so strong as to
warrant its immediate withdrawal, and that it might be presented to
the public more fully and effectively, r)erhaps, in one Large meeting
at the Courthouse by the Board of Supervisors, with members of the
State Highway Commission, the State Planning Commi sion, the Albemarle
Count,, Planning Commission and experts to explain its merits.
The secretary was asked to write for copies of the leaflet,
"Dollars and Sense" put out by the State Highway DepEirtment ind the
State Planning Board, to be sent to each member of our commission,
together with the suggested Highwa,,, Zoning Ordinance mentioned therein.
Members were asked to study these and come to the January meeting
prepared to recommend a course of action; i.e., the possible recommenda-
tion of this Highway Zoning Ordinance for Albemarle, or a more com-
plete one if deemed advisable.
It was also decided to write Mr. Robert Taylor, secretary
of the City Planning Commission, asl i rig that they send a representative
to our next meeting to participate in our discussion of zoning.
Chairman suggested that we build a backlog of projects
for county improvement to be ready in the event of depression and unem -
ployment leading to another W.P.A.
Mr. Bain reported on the work of the eomr1i t tee s tudvi ng
our education problems and advised that their report would be given

before the School Board in the Count, Office Building on Thursday,
December 18, at 1 :30 p.m., open to the. ,Jubl ic.
Mrs.Chamberlain suggested that a recommendation should
be made that the city encourage the provision of pc.rking facilities
on the roofs of all new buildings of steel construction; i.e., the
new telephone company building.
The request for a 30-year franchise by the telephone
company was discussed, and the Chamber of Commerce approval questioned.
Mr. Bain explained that the Chamber recommended only that the 30-year
franchise be granted ,'hen the present franc hi se runs out in 1950, if
the promi sed improvements have been accomt)l i shed by that time.
Mrs. Smith raised the question of fire protecfion for
rural residents. Possibilities. briefly discussed.
It was decided that the press should receive retilorfs of
the work of the Planning Commission.
There being no further business the meeting adjourned.
