ALBEMARLE COUNTY PLANNING COMMISSION
January $6, 1948.
Those present were chairman L. D, Randolph, Floyd Johnson,
E. H. Bain, Hunter Cockrell, Dr. MacLemore Birdsong, Thomas Shepherd,
Mrs. Gordon Smith, Mrs, Fred Chamberlain and Mrs. Landon Simmons.
Minutes of the December meeting were read and accepted. Mr.
Bain presented letters from Vrf Densmore of the telephonescompa.ny to
Mr. Perry, chairman of the Chamber of Commerce telephone committee, and
from the committee to the board of directors of the chamber. The let-
ters set forth the request of the telephone company that the chamber
support its petition for a renewal of franchise on March 1, 1948,
such franchise to become effective only when modern dial service ha-s
been established, and the approval of the chamber's telephone committee
of that request.
After discussion Mr. Bain moved that the secretary write to
Mr. Densmore asking the company's plans for improvement of service under
the Scottsville exchange. Motion seconded by Mrs. Chamberlain, and so
voted.
Commission voted to accept with regret resignation of Mrs.
W. G, Suhling as a. member end directed secretary to so write Mrs, Suhling.
Secretary read letter from 0. Robbins Randolph setting forth
the Izaak Walton League's plans for improving hunting conditions. Letter
filed for future referere e.
Chairman rq)orted conversation with a. private citizen who said
landowners in his section of Albemarle wanted their area zoned and were
drawing a. petition for presentation to the Board of Supervisors. Highway
zoning was discussed at length and it was moved, seconded and approved
that the commission write the Board of Supervisors stating it felt it
imperative that a new, modified form of zoning plan be prepared and that
it would do so if requested by the supervisors.
Mr, Cockrell pointed out that the City Planning Commission had
the right to plan zoning for a three -mile -radius around the city if the
county had no zoning ordinance.
Mr. Shepherd suggested that the commission obtain a copy of
the state's 20-yeas highway development plan and the secretary was di-
rected so to do. The ch airman was authorized to present the commission's
attitude to the supervisors at their meeting next Wednesday.
Some members felt that zoning regulations embracing set -back
distant es for buildings from the center of the roads was all that should
be attempted, Others expressed the thought that regulation of use,
i.e., whether residential or commercial, might be necessary.
The secretary was directed to -Ffrite Mr. W. B. Christian, Ivy,
enclosing copies of "Dollars end Sense" and the proposed state Highway
Zoning Ordinance, and explaining the con —mission's desire tothe zone

plan rather than wait until zoningwa.s imposed from
Commission recommended that the supervisors set aside the
question of the airport appropriation for further study and take no def-
inittm--e action atihis time, Pndjso advise the supervisors.

ruary 13th, at 10:00 a.m.
