Virginia, Planning Commission held in the Board Room of the Albemarle
County Building on November 12, 1948.
The meeting convened at 10:05 a.m. with Chairman Larned D.
Randolph presiding.
In addition to Chairman Randolph, the following members of
the Commission were present: Mrs. Chamberlain, Messrs. Tayloe, Bain,
Wade, E. L. Smith, Via, Birdson and Shepherd, who acted as Secretary of
the meeting.
Chairman Randolph reported that the matter of mailing the
pamphlet regarding the proposed highway zoning ordinance had been taken
up with the County Board of Supervisors; that the Board of Supervisors
had approved the mailing of the pamphlet to all tax payers whcs a names
were contained on the Personal Property Book; and that the matter of
drafting the proposed zoning ordinance had also been discussed with
the Board of Supervisors; that they had authorized him to determine
the amount of legal fees necessary; but that they had taken no action
at their October Meeting regarding the fees estimate given by him. He
further reported that as a result of no action having been taken as
outlined above he had written Mr. Raymond V. Long, of the State Plan-
ning Commission, requesting aid in the legal drafting of the proposed
zoning ordinance and that Mr. Long had informed him that two men from
his department would arrive in Charlottesville to work with the Zoning
Committee in the drafting of this proposed ordinance on November 22nd
and with no charge for their services anticipated.
Chairman Randolph reported that he had attended the meeting
of the City Planning Commission held on November 9th; that they discussed
with him their plan to submit to the City Council and to the Board of
Supervisors for regulating sub -divisions within a three-mile belt sur-
rounding the City of Charlottesville; that this was proposed to be

pushed through to adoption mainly because of the absence of such
regulations in this area in Albemarle County; and that he gathered

that the plan mainly related to the width of streets and alleys.
Chairman Randolph appointed Birdsong m d Shepherd as a Committee to
familiarize themselves with the terms of this regulation for sub-
divisions as proposed in order that they might act as advisors to the
County Planning Commission when the occasion arose.
Chairman Randolph made the following assignments and surveys
for existing commercial establishments in Albemarle County, such surveys
to be completed and presented to the Commission at its regular December
Meeting to be held on December 10, 1948:
Routes 22, 250 east, and 231 - Mrs. Chamberlain and Mr. Tayloe
Route 250 west to Mechums River - Mr. E. L. Smith
Route 250 west of Mechums River - Mrs. Gordon Smith
Routes 230 and 240 - Tole. 3ain
Route 20 - Mr. Johnson
Route I north - Dr. Birdsong
Routes and 29 south - Mr. Randolph
Route 53 - Mr. Shepherd.
Chairman Randolph reported that nominations were in order for
a Chairman for the Commission to serve for the next year. Mr. Bain
was placed in nomination by Shepherd which nomination was seconded by
Tayloe and Birdsong. There being no further nominations, upon motion
duly seconded, the nominations were declared closed and the Secretary
instructed to cast a single ballot for Mr. Bain who was thereby declared
unanimously elected.
There being no further business,, the meeting adjourned
at 10:45 a.m.
