BACKGROUND: The East Rivanna Volunteer Fire Company and County jointly own the site upon which the
fire station is located(TM 93A1,Parcel 2). Based on proffers accepted with the Glenmore rezoning, an additional
35.862 acres will be dedicated to the County upon demand. At this time,the County proposes to obtain 2.036 acres
for use as overflow parking for the fire station, however,this land will remain in sole County ownership and will
not be combined with the six(6)acre fire station site. Because of this fact the Zoning Administrator has determined
that the Planning Commission must authorize off-site parking in accord with Section 4.12.3.3:
"Where practical difficulties prevent location as required in section 4.12.3.2 or where the public safety or
the public convenience would be better served by the location thereof other than on the same lot, the
commission may authorize such alternative location of required parking space as will adequately serve the
public interest,provided that such space shall be located on land in the same ownership as that of the land
on which is located the use to which such space is appurtenant or, in the case of cooperative provision of
parking space, in the ownership of at least one of the participants in the combination."
RECOMMENDATION: Approval of this request is largely a technicality by the Planning Commission since this
arrangement has Board of Supervisors approval. Staff recommends approval of off-site parking.
