Kelsey, PE- Chief of Engineering 4ti DATE: - 17 March 1995 RE: East Rivanna Fire Station; Site Plan Amendment&Final Subdivision Plat SDP 91-081 The request for the additional acreage,from the Glenmore proffer,was approved by the Board of Supervisors 17 November 1993. An amended site plan was submitted and reviewed by the County,but revisions have never been submitted,and approval has not been granted. In fact,there has been no action by the applicant on this site plan amendment in over five months. Therefore,we thought it was an appropriate time to give you an update. In a letter dated 8 December 1994,Yolanda Hipski notified the consultant that approval of the site plan amendment would not be granted until satisfactory completion of the revisions requested by Staff. For your reference I have attached this letter and Staffs memos. In January I contacted Steve Key to get a status report on the revisions. I was told that Mr. John Hood had been informed of the site plan comments,but that he had not made a decision as to whether or not he would proceed with the plan. I informed Steve that should Mr.Hood decide not to pursue plan approval,a request to withdraw the plan from review must be submitted. To date Steve Key has not been directed by John Hood to proceed with the revisions. In the meantime,Steve Key has been under contract with the County to provide the above referenced final subdivision plat. He has addressed all of the previous comments and he would like the subdivision plat approved,so that he may file for final payment. However,since the purpose of the subdivision plat is to create the parcel for the overflow parking area,final plat approval is contingent upon approval of the site plan amendment. When a plan has been inactive for approximately 6 months,Planning typically sends out a letter requesting the applicant's intent. Based on the past correspondence,this plan meets the criteria. I spoke with Yolanda and she assured me that she would put a high priority on providing the letter to the applicant. At this point Mr.Hood must decide between two alternatives: • If he intends to proceed with the site plan amendment,he must direct Steve Key to make the revisions. Upon satisfactory address of the comments,the site plan amendment and the subdivision plat will be approved and final payment will be made to Steve Key. • If he is not going to pursue plan approval,he must contact the Planning Department and formally withdraw his plan from review. We will then file the plat,suspend further work under the contract with Steve Key,and make final payment for the services rendered. We will continue to pursue closure on this matter and to keep you informed. Should you have any questions,please call or send me an e-mail message. I am forwarding comments that I have received from other departments. In addition, I will offer the following: 1. Indications from the Engineering Department are that the parking shall remain off- site. In accord with 4.12.3.2, the Planning Commission must approve off-site parking. Please read this section carefully. Forward your written request to me. Be sure to study section 4.12.3.3 carefully. This section clearly outlines scenarios in which the Planning Commission may allow off-site parking. 2. I am forwarding comments that I have received regarding this plan. 3. I have reviewed the plat submitted with this application and offer the following comments: -Review Jack Kelsey's memo. I am forwarding another copy of this memo for your use. -Obtain signatures from the owner of any property involved in the.sale. There should be three signature for owners approval: Glenmore Associates Ltd Prtnrshp, East Rivanna Fire Company, Inc. and the County of Albemarle. -Provide new and existing acreage totals. AO"- _ . _ l Page 2 December 8, 1994 -Indicate that irons will be set on the exterior boundary of the subdivision. -List the setbacks -The site plan indicates that a portion of the existing 50 foot access easement will be vacated. Please show this on the plat. -On note 6 which lists the property zoning, state the rezoning number(ZMA 90- 19). -As I understand, the County will continue ownership of parcel Z. Therefore, show the off-site parking easement. This easement will allow the fire company access to the new parking lot. -Please fill out and return the enclosed application. I am inquiring whether this application requires a fee. If I can be of any additional help, please contact me at your earliest convenience. Fire Station Minor Site Plan Amendment SDP-91-081 The revisions to this site plan amendment have been reviewed by the Engineering Department.. Prior to granting final plan approval, the following items must be addressed: 1. The property "ties" linking Parcel "X" to Parcel 2 must be removed.. 2 . Extend the 20' drainage easement, over the existing stream, across Parcel 2 . 3 . Change the label "Proposed Parking Area" to "Proposed Overflow Parking Area" to be consistent with the function of the lot, as defined in Mr. Hood's letter dated 12 September 1994 . 4. The strip of parking spaces, in the southern most parking area, labelled "144' - 16 spaces (9x18) " needs to be changed to "153' - 17 spaces (9x18) " .. In note #9 "Parking", on the cover sheet, the number of parking spaces "97 spaces" thus changes to. "98 spaces" . 5 . Remove the shading, denoting the access easement to be vacated, from the triangular portion on Parcel 4 . Vacate only the easement on Parcel "X" . 6. Mr. John Hood provided information regarding the use of the parking area in a letter dated 12 September 1994. Based upon this information, we will not require the overflow parking areas to paved. However, the use of the existing parking areas exceeds 350 vehicle trips per week and they must be surface treated. The minimum surface treatment is 6" Vdot #21A basestone with prime & double seal surface treatment. This pavement specification, or an approved equivalent, and the limits must be clearly defined on the plan. Memo Re: East Rivanna Fire Station 12 October 1994 Page Two 7 . The plans and the drainage calculations need to be signed and sealed. 8 . Final approval is subject to Engineering Department approval of the final subdivision plat. 9 . With that in mind, we may want to redesign the parking or reserve an easement so that the shared users (park, school, etc. ) will not be required to go through the fire station parking lot to use this area. Our comments remain the same regarding Z.O. Section 4 . 12 . 3 . 2 . Parking must be on the same parcel as the use unless modified by the PC.. It appears that the intent may be to add the 2 . 036 acres to TM 93a1 P2 . If so, approval of the exempt plat should be conditioned. Since the 50' r/w is being vacated, access to other areas of the 27 acre site will need to be negotiated at the time of dedication of that site if the r/w is not included in the 27 acres. Due to the increased number of parking spaces, more wheelchair accessible spaces must be provided. A total of seven accessible spaces are required. The additional accessible parking spaces are to be located in the existing lot, adjacent to the building.. Of the additional spaces, one must be van accessible, or all of them must be universally accessible. JS/js cc: file
