HomeMy WebLinkAboutSDP200000024 Approval - County 2000-05-17 �oF A ..�"' ,. ��RG�NtP COUNTY OF ALBEMARLE Department of Planning&Community Development 401 McIntire Road,Room 218 Charlottesville,Virginia 22902-4596 (804)296-5823 Fax(804)972—4035 May 17,2000 Christopher Shust Draper Aden Associates 8090 Villa Park Drive Richmond, VA 23228 RE: SDP 00-024: North Fork Research Park,District 2,Buildings #1 & #2 Preliminary Plan Dear Chris: The Planning Commission, on its May 16, 2000 Consent Agenda, granted approval of your request for the following waivers: Section 4.2.3.2 of the Zoning Ordinance which prohibits disturbance of critical slopes; Section 4.12 6 5(C) of the Zoning Ordinance which prohibits curvilinear parking; and modification of Section 4.12.7.2(B) of the Zoning Ordinance which requires one(1)loading space for every 8,000 square feet of office space. The Site Plan has been administratively approved. The approval of the preliminary site plan is valid for(1) one year in accordance with Zoning Ordinance Section 32.4.3 1. Therefore, the preliminary approval shall expire May 16,2001. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit six(6)tentative plan copies to Bill Fritz in the Department of Building Codes and Zoning Services. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, if not, the tentative plan will be denied. A submission and review schedule is attached for your information. The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications and fees, may also be submitted with the six(6)tentative Plans. Failure to do so will result in a separate application to be filed with the Engineering Department at a later date. After the initial tentative plan submittal, each department/agency will contact you to discuss any remaining conditions. After all aforementioned department/agencies have granted a tentative approval, you may submit the final mylars (2 sets), one blueprint copy, final site plan application, final site plan fee, and a copy of all written tentative approvals to the Department of Planning and Community Development by 5 00 p.m. on any Monday. Assuming that the final site plan mylars reflect all tentative approvals, signing of the plans will occur four days later, on Thursday The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions 1. The Planning Depa.:.,,d-nt shall not accept submittal of the final plan for signature until tentative approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions are met: ❑ A. Planning Department approval to include: ❑ 1 [4.12.6.2] Parking areas shall be designed to facilitate unimpeded flow of on-site traffic in circulation patterns readily recognizable and predictable to motorists and pedestrians. Parking areas shall be arranged in a fashion to encourage pedestrian access to buildings and to minimize internal automotive movement. • Provide a clearly marked pedestrian walkway across the parking lot between the two buildings. The sidewalks shown, (along the southern parking lot travelway and then to building#2), make no sense for this particular development—please remove them. You can accomplish pedestrian access across the parking lot from building #1 to building #2 with striping. This would not necessitate removal of any parking spaces. ❑ 2. [32.3.8]No change, revision or erasure shall be made on any preliminary or final site plan nor on any accompanying data sheet unless authorization for such change is granted in writing by the agent, except when such change has been required by the site review committee or the commission. Any site plan may be revised, provided that a request for such revision shall be submitted and processed in the same manner as the original site plan. • This site plan shows changes to the PRA parking lot. These changes constitute an amendment to the original PRA site plan and must be submitted as such. ❑ 3. [32.5.6(a)] Owner, zoning,tax map and parcel number and present use of adjacent parcels • Ownership has changed on some of the properties; some parcel boundaries have changed. • Please include present use of adjacent parcels. ❑ 4. [32.5.6(a)] Minimum setback lines • Clearly distinguish, with labels, those setbacks which are building setbacks from those which are parking setbacks from those that are buffer zones. These are three (3) different things and should be labeled as such; all these areas continue to be shown as"buffer zone"on the plan. ❑ 5. [Policy] Please indicate the deed book and page reference for all existing utility easements located on the property. ❑ 6. [32 7.9] Approval of a landscape plan showing the proposed landscaping. ❑ 7. [Policy] Indicate the waivers granted on the site plan. ❑ B. Engineering Department approval to include: ❑ 1.An erosion control plan,narrative, computations, application and fee. [18-32.7.4.3, 17-203] ❑ 2. A stormwater management/BMP plan, computations, application and fee Computations must include water quality, and detention routings for the 2yr and l0yr storms. [17-303,17-304] ❑ 3. A completed stormwater management facilities maintenance agreement and fee, unless already completed. [17-304] ❑ 4. Drainage computations. [18-32.7.4, Policy] ❑ C. Albemarle County Building Codes and Zoning Services approval to include: ❑ 1. [ZMA 95-04] Show the buffer and Open Space as it was shown on Parcel B-8 on the Application Plan. ❑ 2. [32.5.6 b] I count 436 parking spaces serving Building#1 and 180 spaces serving Building#2. Please review these figures and correct the number of parking spaces provided in the parking statistics and in the total buildout statistics accordingly. ❑ 3. [32.5.6 a] Note the tax map, parcel number and zoning on the parcels adjacent to the site. ❑ 4. [32.5.6 n] Show the location of all outdoor lighting on the plan. ❑ 5. [32.6.6 j] Pro'.';,..,a description and photograph or diagran_ show the location of each type of outdoor luminaire that emits 3,000 or more initial lumens. Please be aware that installation of such luminaires in the future that are not shown on this plan shall require an amendment to this plan. ❑ 6. [32.6.6 j &4.17.4 b] Include a photometric plan on the site plan demonstrating that parking area luminaires are in compliance with 4.17.4 b. ❑ 7. [ZMA 95-04] Proffer 3.1. Based on the requirement that construction could not exceed 500,000 sf in the initial year and shall not exceed 200,000 sf plus undeveloped square footage, a tally of the square footage that has been constructed up to now has been provided. Prior to final approval,we will discuss the formatting of this information. Recommendations for revisions may follow. ❑ D. Albemarle County Service Authority Approval to include: ❑ 1.Approval of final water and sewer construction plans. This is a separate submittal(3 sets)to the Service Authority for review. ❑ 2. Completion of the dedication of the water and sewer facilities in the North Fork Research Park Phase 1 Infrastructure plan. ❑ 3. Provide sanitary sewer and water line easements to the adjacent property. ❑ E. Fire and Rescue Division approval to include: ❑ 1. Add fire lane sign and marking to the center island located on the west side center of building 1. ❑ 2. Add additional fire lane signs and markings along the travelway that runs parallel with the east side wall of building 2. ❑ 3. Include a note on the plan that the three story building 1 will have a sprinkler system and standpipe system.
