A. Final site plan and drainage computation comments: (Steve)
1. The existing 42"pipe will have over 33'of fill in the proposed parking lot. This exceeds VDOT limits for
a Class V pipe and requires a special structural design. Please show this modification on the plans. [18-
32.5.6j,n, Policy]
2.The outlet and channel protection must be improved to Class II at 30-feet long. A splash pool will also
be required to dissipate energy at the outlet for the 42-inch and 33-inch (36-inch?) RCP outlets. The
routings do not appear to include the full run-off from the existing 42"and 30"drainpipes. [18-32.5.6j,n]
3. Safety slabs are required at approximately 10-foot vertical intervals on manholes and junction boxes
exceeding 16-foot depth. See VDOT Road and Bridge Standards, Volume I, page 106 13.
4.All VDOT comments must be addressed. [Policy]
5.All improvements must be built or bonded prior to approval of final plats.
B. Erosion and sediment control plan comments: (Max Greene, Erosion Control Plan Reviewer)

1 The sediment basin is smaller than the one on the approved ESC rough grading plan sheet. Is this
amendment to replace the approved basin? If so, then the note#2 under"erosion control narrative and
construction sequence"must be changed to reflect the limited area of disturbance as shown on this ESC
plan sheet.
2. Note#11 under"erosion control narrative and construction sequence"must be changed to reflect the
limited area of disturbance as shown on this ESC plan sheet. Phasing of this plan is not apparent from
this submission and no other land disturbance will be approved with this plan as shown.
3. The proposed ESC plan does not protect the entire site. Please show perimeter control for the entire
site prior to any significant land disturbance.
4. The diversions on this submission do not match the ones on the approved ESC rough grading plan
sheet. Please verify your intentions, approval of these locations will be an amendment of the locations
as shown on the approved rough-grading plan.
5. The limits of clearing and grading don't match the grading plan. Please show all proposed grading on
the ESC plan Sheet.
6.Your Virginia Uniform Coding System symbol for silt fence appears to be pointing to the storm sewer
easement. Please correct the denotation of the silt fence.
7. Tree protection is not an acceptable method of sediment control. Please show wire supported silt
fence below all proposed slope disturbances.
8. No clearing and grubbing of the site, other than that necessary for installation of the sediment basin,
diversions dikes and silt fence, shall be allowed until the County's Erosion Control Inspector has
determined that perimeter sediment control measures are properly installed. The diversion dikes and silt
fence shall not be breached, removed, relocated or otherwise disturbed without the permission of the
County's Erosion Control Inspector.
9. The shown critical slope area shall not be disturbed until a critical slope waiver has been granted from
the Planning Commission.
10 Prior to removal of the sediment basin, the County's Erosion Control Inspector shall determine if the
site is adequately stabilized and whether the existing sediment basin requires sediment removal. In the

event it is determined sediment must be removed from the existing detention basin,this sediment shall
be removed prior to removal of the sediment basin.
11.The silt fence used at the southwest corner of the property must all be installed at the same ground
elevation or a modified sediment trap must be included at the bottom of the swale to capture
concentrated runoff. This sediment trap may be done as a field modification provided the County's
Erosion Control Inspector approves it.
12. Please explain the diversion running down the drainage divide to a slope drain into the proposed
basin. This diversion does not appear to be required with the construction proposed with this plan.
13.The tree protection notes appear to be for Henrico County. ' Please correct these notes to reflect the
County of Albemarle Code Requirements.
14.You must submit the major amendment fee of$120.00 before receiving further comments from this
department. If the fee has been paid prior to receipt of this letter please disregard this requirement.
15 A preconstruction conference is required prior to issuance of the permit for the disturbance shown on
this plan A representative of the owner, the person who will be designated the Erosion Control Officer for
the contractor, and the County's Erosion Control Inspector must all be present at this.meeting. You may
contact me at(804)296-5861 to schedule this meeting.
Engineering Department approval of the construction plans will be given when"all comments have been
addressed"for items A-B above. A grading permit will be issued when approvals have been granted from
all applicable departments and agencies, and erosion control bond has been posted, and a pre-
construction conference held with the contractor, owner and county staff.

MEMORANDUM

Final tentative approval from the Department of Planning &Community Development will be subject to
the following conditions: (The following conditions are those that have been identified at this time).
Additional conditions may be added or eliminated based on further review
1. [32.5 6.b, Proffer 4.3] Field Delineated Wetlands are shown at the eastern end of the proposed
parking lot and related pipe outfall. The wetland areas shown do not agree with those shown on the
original submittal; those areas extended farther to the northwest. Also, the field delineated wetlands are
indicated to extend through the site on the permit application sketches you supplied with your last
submittal. These wetlands appear to be part of the"impacted wetlands"included in the"road crossing"
calculations for mitigation, and as such, appear to be covered by the permit copy you supplied to us
Please show the actual limits of the wetlands on the final plans. (3rd request)
2. [32.7.9]Approval of a plan showing the proposed landscaping. To date, no landscape plan has been
submitted.Verify that any proposed landscaping does not interfere with the VDOT required sight
easements.
3.Approval of this plan will not constitute approval of the location of or access to the connections shown
as"Future Road Connection". These connections are considered informational only and will be judged
on their individual merit when included as part of a formal site development plan or road plan.
4. The spur of parking southeast of the southern access road shows"future road connection", as does
the eastern access road. Please show how this connection is to be accomplished, so that staff may be
assured that the connection will be feasible when any future connection to the proposed parking lot is
made. Parking spaces at the extreme southeastern corner of the lot are 500 feet from the southeastern
corner of the building (the maximum allowable distance). This is acceptable if there is an entrance
proposed for that corner. If not, a waiver of Section 4.12.3.4.b,c.will be required from the Albemarle
County Planning Commission to increase the allowable distance Please note that staff may not be able
to support this request, as it appears the site may be redesigned to eliminate the need for the waiver.
5 Water and Sewer lines dedicated to and accepted by the Albemarle County Service Authority, as
required.

Bill,
We have not yet received water and sewer construction drawings for the North Fork Town Center Office
Building#2. Tentative approval can't be granted until they have submitted these drawings to us and we
have granted our approval. In addition the developer of the North Fork Research Park must complete the
dedication of the water and sewer facilities in the Phase 1 Infrastructure plan. Let us know if you have

Final tentative approval from the Department of Building Code and Zoning Services will be subject to the

1. [32.5.6 n]Show the location of all outdoor lighting on the plan.
2. [32.6.6 j] Provide a description and photograph or diagram and show the location of each type of
outdoor luminaire that emits 3,000 or more initial lumens. Please be aware that installation of such
luminaires in the future that are not shown on this plan shall require an amendment to this plan.
3. [32.6.6 j &4.17.4 b] Include a photometric plan on the site plan demonstrating that parking area
luminaires are in compliance with 4.17.4 b.
4. [ZMA 95-04] Proffer 3 1 Based on the requirement that construction could not exceed 500,000 sf in the
initial year and shall not exceed 200,000 sf plus undeveloped square footage, a tally of the square
footage that has been constructed up to now has been provided. Prior to final approval,we will discuss
the formatting of this information. Recommendations for revisions may follow.
