Subject: SUB202100045 Drillers Lane — Final Plat
The County of Albemarle Planning Division will recommend approval of the plat referenced above once the following
comments, and those provided by other Site Review Committee, SRC, members, have been satisfactorily addressed. The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County Code.]
[ 14-403, 14-232(A)(2)] Private street establishment. Prior to plat approval, the proposed private street must be authorized
by the Planning Commission (PC), in accordance with 14-232(A)(2), in order to reestablish lot frontage that will be
otherwise be terminated with the vacation of the public street. Thank you for addressing the necessary findings within your
letter of request for the private street. This item has already been scheduled by staff to be heard on Consent Agenda at the
PC meeting on Tuesday, July 6, 2021. It may be helpful to plan to have a representative from the project attend the meeting,
should the Planning Commission members wish to discuss the request. Rev. 1: Comment addressed. The Albemarle
County Planning Commission approved the above -noted request for a private street on July 6, 2021, with the
following condition:
1. A private street maintenance agreement must be recorded with the final plat.
2. [14-400] Maintenance instrument. Thank you for providing a draft maintenance agreement for the proposed private street.
The agreement will be reviewed by the County Attorney's office once the plat is closer to finalization. Rev. 1: Comment
not fully addressed. Staff has reviewed the draft maintenance instrument and forwarded it to the County Attorney's
Office for their review.
3. [14-302(A)(9)] Building site. Address in the notes whether TMP 03100-00-00-021CO has a building site that complies with
Section 4.2.1. Rev. 1: Comment not addressed. Please provide a note that states that either TMP 31-21C has a
building site that complies with Section 4.2.1 or that TMP 31-21C does not have a building site that complies with
Section 4.2.1 but it is an existing parcel.
4. [14-302(B)(10)] Stream buffers. Note on the plat that "The stream buffers located on TMP 31-21A shall be managed in
accordance with the Albemarle County Water Protection Ordinance." Rev. 1: Comment not addressed. The required note
was not found on the plat. Review and revise accordingly.
5. [14-302(B)(8)] Setbacks. Revise the Building Setback For RA District notes on 2 to reflect the following:
a. Front minimum (existing public road): 75ft
b. Front minimum (internal public or private road): 25ft
Rev. 1: Comment not addressed. Review and revise accordingly.
6. [14-302(B)(1)] Resubmission. Reminder that revised plats must include the original date of drawing and the revision date(s)
of each subsequent version of the plat.

Although Engineering has no objection, Mariah Gleason is plat review coordinator. Please look to Mariah for final plat
approval. Once any final Planning Division comments are addressed, if Jun-9, 2021 revised plat date is set /does not change,
then Engineering will prepare a deed of dedication of SWM facility easement to be recorded with the plat. We will use property
owner information from the recorded Maintenance Agreement (WPO201800033 -Earlysville Business Park) to format the deed,
will forward this to the County Attorney's Office for review comment, and when CAO-approves template (SWM facility) deed,
will send it to Meridian Planning Group and request Meridian coordinate notarized signatures on both the easement plat, and
deed.

a. Improvements shown on approved Road Plan, SUB201700197, RP-4, are complete (see 6/26/2020
Pictometry2 satellite image, below), including building, pavement, site parking entrance, etc.
Constructed improvements were approved with SDP201800076 (sheet C-201), Minor
Amendment, Approved 5/30/19.
b. Items at La. are approved with WP0201800033 (sheet C-411), Approved 4/11/19.
2. Sheet 1:
a. Revise to include existing improvements, including 8,000 SF building approved with
SDP201800076 MIA, site entrance, access, and parking on parcel 21A3.
b. Note: Site access constructed with SDP201800076 does not match alignment of existing 40'
private access easement, bk.-pg. 5166-651.

c. Engineering is not positioned to research or evaluate whether the existing 40' private access exists
as a requirement of creating Lot l and Lot 2 (parcels 21A2, 21A3), and defers to Planning, but
simply notes access improvements constructed with approved MIA and WPO are inconsistent
with site access along recorded 40' private access easement CL.
d. Notes
i. County GIS indicates TMP 03100-00-00-021D has no frontage, and is owned by 4F
LLC, which also owns 31-21A. Engineering is not positioned to advise, but it appears
that without future subdivision, should Parcel 2 1 D be sold, there is no lot access to 21D.
It may be prudent with this plat to ensure TMP 03100-00-00-021 DO has public or private
street frontage. Engineering defers to Planning.

Addressed. 7/21/21 Action letter (Mariah Gleason, Albemarle, to Tim Miller, Meridian Planning
Group) explains that `The Albemarle County Planning Commission at its meeting, July 6, 2021
approved the above -noted private street request by a vote of 6:0.' Condition: A private street
maintenance agreement must be recorded with the final plat. Engineering defers to Planning to
confirm Agreement is recorded with the final plat.
c. Revise to show existing improvements on parcel 21A3. Also, review item 2.a., above.
d. If Planning advises it is needed or required, provide site access to Lot 21 D with this plat.
4. Sheet 3
a. `Corrected Variable Width SWM Facility Easement' will not have effect of vacating portions of
existing (recorded) SWM Facility Easement. Show existing variable width SWM facility
easement to be vacated. Delete reference to `Corrected Variable Width SWM facility easement.
Label new easement `New Variable Width SWM facility easement.'

b. Similarly, do not provide easement line or easement curve table corrections. Provide line -curve
data for new variable width SWM facility easement depicted. Approach taken appears to correct
values, when in fact all values for one of the SWM facilities change. Also, item 4.d., below.
c. Provide deed bk.-pg. ref to existing SWM facility easement vacated with this plat (bk.-pg. 5166-
651) as was done for existing variable width public drainage easement and existing 40' private
access easement. Images below.
