The approval of the preliminary site plan is valid for(1) one year in accordance with Zoning Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire September 23, 2003. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Planning and Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. A submission and review schedule is attached for your information. The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a separate application to be filed with the Engineering Department at a later date. Response: The E & S Plan has been submitted and approved once the last comments are addressed Preliminary stormwater has been submitted. After the initial tentative plan submittal, each department/agency will contact you to discuss any remaining conditions. After all aforementioned department/agencies have granted a tentative approval, you may submit the final mylars (2 sets), one blueprint copy, final site plan application, final site plan fee, and a copy of all written tentative approvals to the Department of Planning and Community Development by 5:00 p.m. on any Monday. Assuming that the final site plan mylars reflect all tentative approvals, signing of the plans will occur within one week. The final site plan will be subject to all final site plan requirements(Zoning Ordinance Section 32.6), in addition to the following conditions. The Planning Department shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions are met: A. Planning Department approval to include: ? [2f ?} Pcrfc=anc.e_ Standards. Each future occupant of an industrial character shall comply with standards set forth in section 4.14 and submit to the county engineer as a part of final site development plan approval, a certified engineer's report describing the proposed operation, all machines, processes, products and by-products, stating the nature and expected levels or emission or discharge to land, air and/or water or liquid, solid or gaseous effluent and electrical impulses and noise under normal operations, and the specifications of treatment methods and mechanisms to be used to control such emission or discharge. The county engineer shall review the applicant's submittal and make comment and recommendation prior to final commission action on the site development plan. Response: When future occupants are identified, the owner will submit the requested information to the county engineer ? [32.7.2.5] The commission or the agent may require provision for and/or construction of travel lanes or driveways to serve adjoining properties. The pavement of vehicular travel lanes or driveways designed to permit vehicular travel on the site and from adjacent property and parking areas shall be not less than twenty(20) feet in width. Please submit a plat for an easement from parcel 35Y to parcel 35. Response: A 24-foot road surface is planned as shown on the plan. If the proposed location of the existing entrance is satisfactory to the county and VDOT, then the owner will have the easement platted. Please let the owner know. ? [32.7.9.7(b)] Interior landscaping: Exclusive of the requirements of section 32.7.9.7 (a) and (c), an area equal to five (5) percent of the paved parking and vehicular circulation area shall be landscaped with trees or shrubs. This shall include one (1) large or medium shade tree per ten (10) parking spaces or portion thereof, if five(5) spaces or more. Interior landscaping shall be located in reasonably dispersed planting islands or perimeter areas. Shrub plantings adjacent to a building shall not be counted as interior landscaping...Please show how you are meeting these requirements. Response: The canopy calculations and large or medium shade trees requirements are shown on sheet 1 and the amount provided exceeds the requirements. Interior beds are shown on the plan as requested by ARB. ? [32.7.9.9(b)] The following minimum requirements shall apply: (1) Ten (10) percent tree canopy for a site to be developed with commercial, office or industrial uses...Please include tree canopy calculations on the plan Response: See sheet 1. ?Please remove the proposed row of trees within the right-of-way. After further consultation with ARB staff the additional plantings were found to be unnecessary. Response: A note is on sheet 2 indicating the trees are to be removed. B. Albemarle County Architectural Review Board approval to include: ?Remove note#3 ("fence will be chain link with brown diagonal slats") from the site plan sheet. Response: The note has been removed. Detail of fence on sheet 1. ?Remove all references to the freestanding signs from the plans. Submit a separate application at a later date. No signs will be included in approvals for this site plan. I. Response: Two sign locations are shown but only for coordination with plantings. The owner is aware that a separate application is required for sign approval and will be reviewed by ARB. ?Revise the proposed topography in the parking area of the southern storage yard (front row). If a retaining wall will be required, show it and provide details on height, materials, appearance, etc. Response. No retaining wall is proposed because the owner intends to keep the fence on top of the fill as shown on the plan. Landscaping is proposed outside of the fence and at the top of the fill. Regarding the landscaping: ? Create a more informal, evergreen planting in the southwest corner of the site. This planting should tie in with the proposed 4-season buffer and the Leyland Cypress. Plants should be placed in a mixed mass planting rather than planted in rows (single or staggered) of single species. Response: The plantings are shown as suggested by staff and ARB after numerous meetings and I believe achieves this objective. ? The planting at the front of the site should provide continuous screening. Add plants accordingly. Response: The plantings do provide continuous screening and met ARB and staff approval after the many meetings with them. Elevations of the view were provided and in the files. ? Show on the plan the Dwarf Buford Holly that is included in the landscape key. Response: The Dwarf Buford Holly are shown on the plan(sheet 2)in front of the back buildings as suggested by staff ?Revise the spacing of the white pines in the vicinity of the rip rap trench on the south side of the site to 15' on center. Response: The white pines are spaced 15 feet on center. A note is shown on the right side of the property line. ? Revise the spacing of the schip laurel to 5' on center. Response: The schip laurel is shown as 5' on center as requested by staff ? The fence shall be stained to match the building. Response: The note on the plan has been changed. ? There shall be no points on the fence rail. Response: The points were removed on the fence. C. Engineering Department approval to include: ? The conceptual BMP calculations indicate a require removal rate of 78%. A biofilter and two water quality swales are proposed as BMP's. We feel the water quality swales must be biofilters instead to enhance filtration of runoff. This must be addressed with the final site plan. [17-315] Response. Water quality swales will be changed to biofilters. [18-4.12.6.3b] Response: I will check grade and adjust fence location in final. The following items must be submitted with the final site plan for review by the Engineering Department. ? An erosion control plan, narrative and computations. [18-32.7.4.3, 17-203] Response: E& S Plan has been approved. ? A completed application and fee for erosion control and stormwater management. [17- 203, 17-303] Response. Fee has been paid ? A stormwater management/BMP plan and computations. Computations must include water quality, and detention routings for the 2yr and l0yr storms. Albemarle County Building Codes and Zoning Services approval to include: ? [32.5.6(a)] Once the Special Use Permit is approved the SP number and all conditions of the SP must be noted on the plan. Final approval of the site plan is subject to compliance with all conditions of the SP. Response: Notes will be inserted on the plan once the SP is approved. E. Albemarle County Service Authority approval to include: ? Approval of final water and sewer construction drawings. These drawings shall be submitted directly to the Service Authority. Response. ACSA has approved the sewer and water plans.
