Please note that this approval is subject to the following conditions: 1. The site shall be developed in general accord with the plans entitled"Snows Storage Yard" revision date of 7/23/04 by David Wyant, P.E. 2. The height of stored items shall be limited to 8' in the front row of storage areas (the row closest to Avon Street) and in the southernmost storage area in the back row as delineated on the plan. 3. Eight foot (8') high solid wood fencing of a design that meets ARB approval shall be used as delineated on the plan for the north and south perimeters of the front row of storage yards, the portions of fencing that connect storage yards in the front row, and the southern side of the southernmost storage yard in the back row. 4. Portions of the wood fencing are not clearly labeled. 2. Two of the ARB conditions of approval read as follows: • Create a more informal, evergreen planting in the southwest corner of the site. This planting should tie in with the proposed 4-season buffer and the Leyland Cypress. Plants should be placed in a mixed mass planting rather than planted in rows(single or staggered)of single species. • The planting at the front of the site should provide continuous screening.Add plants accordingly. Sufficient changes have not been made to meet these conditions.Issues include the following: a) The planting in the southwest corner of the site does not constitute an informal,mixed mass planting that is integrated with the 4-season buffer and the Leyland Cypress. b) The screening shrubs along the EC have been moved off-site.The ARB does not typically approve required landscaping in the VDOT right-of-way because there is no guarantee that the plants will remain into perpetuity.The screening shrubs should be located on site. c) The ARB-reviewed plan showed groups of staggered screening shrubs. The intent of the "continuous screening"comment was to fill in the gaps between the groups.A single row of off-site shrubs does not meet the intent of the condition.A staggered row of shrubs located on- site would be more appropriate. Also,I've noted discrepancies between the quantities of plants in the planting schedule and the quantities shown on the plan regarding the Burford Holly, the Willow Oak,the Wax Myrtle,the Nellie Stevens Holly,the Schip Laurel,and the Zelcova serrata. As you know,the ARB's conditions must be resolved before I can issue a Certificate of Appropriateness for the project.Let's meet to discuss the outstanding issues,as follows: 1. Please label the fencing on the site plan to clearly identify all wood fencing; and 2. Revise the planting plan to address the ARB's conditions,providing all plants on-site,and update the planting schedule. [4.12.6] I checked with Amelia and all the parking you are showing (the spaces inside the fences)all must be counted toward your parking which takes you way over the 20% limit. Amelia suggested that you may want to reconsider how you are calculating the required parking. She felt it would not be out of the ordinary if you calculated for 2 or 3 employees and/or 2 or 3 service vehicles given the office and contractor nature of the use. Response: Under Site Development Data I have indicated a change in the number of required parking spaces for employee parking and service vehicle parking as suggested by Amelia. I kept the 1 handicap parking space per unit. 2. [4.12.13.e] The dumpster will not work at the proposed location. The dumpster should be located so that it can be serviced by a truck. Response:I eliminated the common dumpster since we have one for each tenant as indicated in Note #18. 3. [4.12.19.b] Also, show that the dumpster pad will extend at least 8' beyond the front of the dumpster. 4. [4.12.19.c] Illustrate how the dumpster will be screened(materials, height, etc.). 5. [Note] Note#18 under"General Construction Notes" states that refuse will be the responsibility of each tenant. Provision shall be made for sidewalks and pedestrian walkways which will enable pedestrians to walk safely and conveniently between buildings on the site and from the site to adjacent property... - Either extend the concrete sidewalk along the western edge of the new driveway all the way to the nursery on TMP 90-35Y or end it at the property line. Detail of fence on sheet 1. . Remove all references to the freestanding signs from the plans. Submit a separate application at a later date. No signs will be included in approvals for this site plan. Response: Two sign locations are shown but only for coordination with plantings. The owner is aware that a separate application is required for sign approval and will be reviewed by ARB. ?Revise the proposed topography in the parking area of the southern storage yard(front row). If a retaining wall will be required, show it and provide details on height,materials, appearance, etc. Response: No retaining wall is proposed because the owner intends to keep the fence on top of the fill as shown on the plan. Landscaping is proposed outside of the fence and at the top of the fill. Regarding the landscaping: ? Create a more informal, evergreen planting in the southwest corner of the site. This planting should tie in with the proposed 4-season buffer and the Leyland Cypress. Plants should be placed in a mixed mass planting rather than planted in rows (single or staggered) of single species. Response: The plantings are shown as suggested by staff and ARB after numerous meetings and I believe achieves this objective. ? The planting at the front of the site should provide continuous screening. Add plants accordingly. Response: The plantings do provide continuous screening and met ARB and staff approval after the many meetings with them. Elevations of the view were provided and in the files. ? Show on the plan the Dwarf Buford Holly that is included in the landscape key. Response: The Dwarf Buford Holly are shown on the plan (sheet 2) in front of the back buildings as suggested by staff. ? Revise the spacing of the white pines in the vicinity of the rip rap trench on the south side of the site to 15' on center. Response: The white pines are spaced 15 feet on center. A note is shown on the right side of the property line. ?Revise the spacing of the schip laurel to 5'on center. Response: The schip laurel is shown as 5' on center as requested by staff. ?The fence shall be stained to match the building. Response: The note on the plan has been changed. ? The conceptual BMP calculations indicate a require removal rate of 78%. A biofilter and two water quality swales are proposed as BMP's. We feel the water quality swales must be biofilters instead to enhance filtration of runoff. This must be addressed with the final site plan. [17-315] Response: Water quality swales will be changed to biofilters. In my first design I will try to make the one large basin as the only biofilter, if possible, and eliminate the 2 smaller biofilters. 1 , ?
