Subject: SDP202100017 — Virginia Asphalt Services SDP201700067 — Minor Site Plan Amendment
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
First Review Comments:
1. [32.5.2 (a)] According to Albemarle County GIS the property is located within the Airport Impact Area, Flood
Hazard, and Steep Slopes - Managed and Preserved Overlay Districts. Please add these to the Zoning information on
Sheet 1. This comment has been addressed.
2. 132.2.2 (i), 4.121 The parking schedule indicates that 10 parking spaces will be provided for 10 employees.
SDP201700067 shows two parking spaces adjacent to the existing building. This Minor amendment depicts one of
these spaces being converted to a dumpster pad. Is the second space still available? If so, please add a label that
clearly shows that space as an available parking space. Please see Building Inspections comments below. The
parking requirements are 10 parking spaces that includes at least one parking space meeting ADA accessibility
requirements. Currently 11 parking _ps aces are provided, but the Building Code and ADA requirements
stipulate that the ADA space must be the one located closest to the building. Please revise the parking layout so
that the ADA space is located in accordance with comments from the Inspections Division below. Please
contact Betty Slough directly for questions about Building Code and ADA requirements. This comment has
heen addressed_
3. [32.5.2 (d)] Please correct the callouts to identify the slopes as Steep Slopes — Preserved and Steep Slopes — Managed
instead of "Critical Slopes." This comment has been addressed.
4. 132.6.2 (k)] SDP201700067 provides some lighting information, but this plan does not. Are any new lights proposed?
If so, a lighting plan will need to be provided, see comment 7 below. This comment has been addressed.
5. [32.7.9(d)] Please provide the street tree calculation requirement on the landscaping Plan to ensure the appropriate
number of street trees are provided. This comment has been addressed.
6. [32.7.4.11 Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be
submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information.
This comment has been addressed.
7. [32.7.8 and 4.171 Please identify the proposed locations and types of any new outdoor lighting that will be installed as
part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements
of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within
the property and along the property lines.
a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole
heights (if applicable), LLF (use 1.0 for calculations), etc.
b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one-half (%) foot candle. A spillover shall be measured horizontally and
vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source.
c. [4.17.4 (b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect
light away from adjoining residential districts and away from adjacent roads.
d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture.
e. If no new outdoor lighting is proposed (this includes pole lights as well as wall -mounted lights on any
structures), then state this in the project narrative on Sheet C0.0.
