Subject: SDP2021-52 Scottsville Elementary School Minor Site Plan Amendment
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
Review Comments:
1. [General comment] Please add the following note under the sheet index on Sheet 1: "Sheets listed in the table above
without strikethrough text are being amended with this minor amendment. All sheets with strikethrough are not being
changed from the approved final site plan, SDP202000007." Comment addressed.
2. [32.5.2 (s)] Please add the application number, SDP202100052, to the project title on Sheet C0.0. State that this is minor
site plan amendment # 1 to SDP202000007 in the title. Comment addressed.
3. [32.5.2 (a)] In the Zoning notes on Sheet C0.0, please state that this property lies within the Entrance Corridor (EC)
Overlay Zoning District. Please remove the Critical Slopes reference. Critical Slopes is not a Zoning Overlay District.
Comment addressed.
4. [32.5.2 (s)] Please provide a more detailed project narrative on Sheet C0.0 that it explains all site changes proposed with
this minor amendment. It would be helpful to include all Sheets from Final Site Plan SDP202000007 that are being
amended or even remaining the same. Comment addressed.
5. [32.6.2 6)] Please revise the Landscaping Notes and Details sheet from the Final Site Plan to reflect all changes being
made with this minor amendment. Please ensure that all new proposed landscaping is included in all relevant
calculations and plant schedules. Comment addressed.
6. [32.7.4.11 Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be
submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information.

7. [32.7.8 and 4.171 Please include the Lighting Plan sheets included in the Final Site Plan. If no new outdoor lighting is
proposed (this includes pole lights as well as wall -mounted lights on any structures), then state this in the project
narrative on Sheet C0.0. If any lighting changes are proposed, please revise the Lighting Plan accordingly. Please see
ARB's comments below.
8. 132.5.2 (k)(I), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities will
need to be reviewed, approved, and recorded prior to site plan approval. Please submit an easement plat application the
County for review. The site plan will need to be updated so that all easements are shown and labeled identifying
easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page
number. Comment addressed.

The new fixture is fine. They'll need to swap out the old cut sheet in the plan, adjust the photometrics to account for the
revised fixture, and add a fixture schedule in the plan indicating the total lumens emitted by the proposed fixtures. I
recommend (not require) that they choose the 4000K color option (instead of the 5000K) and limit illumination at the ground
to 20 fc max.
The wall -pack light fixture is a tiltable fixture, so it must emit less than 3000 lumens to meet ordinance requirements. Include
a fixture schedule in the plan indicating the total lumens emitted by the proposed fixtures. If that total is 3,000 lumens or
more, show that the fixture is a full cutoff fixture.
