[ZMA2013-07, ZMA2000-9] Proffer 9.2 Bus Stop Turnoffs, Bus Stop Improvements, and Bus Service. Prior to final site plan approval, the County Transportation Planner and VDOT shall review and approve the proposed location of the bus stop turnoff and the bus stop improvements. VDOT has not reviewed the revised initial site plan, which depicts the bus turnoff, the attached VDOT approval predates this revision. First submittal: Comment addressed, site plan shows bus turnoff and VDOT has stated no objections to including this in the right-of-way in this location. See attached VDOT letter for further information. 2. [32.7.2.1, 32.5.2(i)] Vehicular Access to Site. Prior to final site plan approval, the roads serving the site and providing the bus stop turnoff shall be approved on a road plan and either built of bonded. Currently these roads are being reviewed under SUB2016-92. First submittal: Road plans for streets that will serve the site have been approved. Roads must be built or bonded prior to final site plan approval. Please see attached Engineering Division comments for further information. 3. [ZMA2000-09, ZMA2013-7, 4.16.21 Application Plan and Proffer 3.2. Please provide the required playground within Park I. Depict the square footage of the playground and list the recreational structures in the playground. The playground shall be a minimum of 2,000 SF and shall be fenced. The minimum equipment required in the playground is 1 swing (4 seats), 1 slide, 2 climbers, 1 buckabout or whirl, 2 benches. Also, provide a sidewalk to the playground from the parking lot. First submittal: Comment not addressed. no playground is shown on the plans. Per applicant comment response letter, the playground is shown on the landscape plan. However, the plan set submitted does not include a landscape plan. See comments under "New Comments Final Site Plan" for more information. 4. [4.16.2] Minimum Facilities within the Recreation Areas. Please provide documentation of the types and square footage of amenities that will be provided within the building. First submittal: Comment not addressed. no playground is shown on the plans. Per applicant comment response letter. the playground is shown on the landscape plan. However, the plan set submitted does not include a landscape plan. See comments under "New Comments Final Site Plan" for more information. 5. [32.7.9.7(a)(2), 32.7.9.7] Screening/Parking Areas. Commercial uses and parking areas shall be screened from adjacent residential uses. On the final site plan, please provide a landscape plan that provides the required plantings. See comments under "New Comments Final Site Plan" for more information. 6. [32.7.9.5(e)] Shrubs Along Public Streets. The parking area is located so that the parked cars will be visible from the public street, as such additional planting of low street shrubs (12" tall minimum) between the street and the parking area is required. Provide shrubs in this area that meet the criteria in Section 32.7.9.5(e). The shrubs shall be in a single row planted five feet on center. On the final site plan provide a landscape plan that provides the required plantings. First submittal: Comment not addressed. no landscape plan is included. See comments under "New Comments Final Site Plan" for more information. 7. [32.5.2(e), 32.7.9.4(c)] Existing landscape features. On the landscape plan, please identify whether existing wooded areas are evergreen, deciduous, or a mix thereof. First submittal: Comment addressed. 8. [32.5.2(p), 32.7.9.7(a)(1)&(2) & 32.7.9.7(d), 32.6.20)] Landscaping. Provide a complete landscape plan that meets all requirements of Section 32.7.9 with the final site plan. The plan shall provide the required street trees, meet tree canopy requirements, meet parking lot landscaping requirements, and screening requirements. First submittal: Comment not addressed, no landscape plan is included. See comments under -New Comments Final Site Plan" for more information. 9. [32.7.4.1] Approval of a VSMP Plan is required prior to final site plan approval. See attached Engineering review comments for further information. First submittal: Comment stands, please see Engineering comments. 10. [ZMA2013-07, ZMA2000-9] Discontinue the title of sheet C-1 B, "modified application plan" as this is not a true statement and it is misleading. The Board of Supervisors has not approved a modified application plan. Relabel this page "Layout Plan". First submittal: Comment stands, the side bar has been revised to layout plan, but the drawing still says "Modified Application Plan.- Please revise. 11. [32.5.2(b)] Height. Label the height of the building. First submittal: Comment not addressed. The building height note on Sheet C-3 is blank. please state the proposed building height. 12. [32.5.2(n)] Any proposed outdoor lighting must be shown on the final site plan. A photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec 4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required. First submittal: Comment not addressed. Applicant comment response letter states that the lighting plan is "provided with landscape plan." No landscape plan is included in the plan set. Please provide a separate lighting plan on the revised submittal. Since the lighting plan needs to show photometric measurements (footcandles), staff highly suggests not showing all lighting plan details on the same drawing as proposed landscaping. 13. [32.6] The final site plan shall meet all the requirements of section 32.6 of Chapter 18 of the Code. First submittal: Please see comments under "New Comments Final Site Plan. - New Comments Final Site Plan 14. [General Comment] The clubhouse parcel has not yet been subdivided. Please indicate when this parcel will be created. Additional comments may be forthcoming pending applicant response. For any recreation equipment within the playground area, please provide manufacturer cut sheets/details of the specific equipment. 16. [32.7.9] Please provide a landscaping plan that complies with all requirements of Section 32.7.9 on the final site plan. This includes the following: a. Provide a landscaping schedule that identifies proposed tree and shrub species, quantity, size/height at time of installation, etc. Include columns stating the canopy area per individual landscaping species and a separate column stating the total canopy per species based on the quantity of each tree or shrub species provided. The canopy areas per species must match the Plant Canopy Calculations table hyperlinked below. b. [32.7.9.4 (c)] Existing landscape features as described in this Code section. c. [32.7.9.5] Provide a calculation of required street trees and show proposed street trees. Street trees must be large or medium tree species from the Albemarle County Approved Plants List hyperlinked below. Trees must be spaced 50' on center. d. [32.7.9.8] Minimum total landscaping canopy for the site area. 10% of the site must be canopy area. Site area is calculated as described in Section 32.7.9.8 (c). Please provide a calculation on the landscaping plan identifying the percentage and sq. ft. of required and proposed canopy area. e. All proposed landscaping must be species identified on the Albemarle County Approved Plants List. f. Canopy areas for specific tree and shrub species can be obtained from the Plant Canopy Calculations table. g. [32.7.9.9 (a)] Add a note stating "All landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development, or a phase thereof." h. [32.7.9.9 (c)] Add a note stating "All landscaping and screening shall be maintained in a healthy condition by the current owner or a property owners' association, and replaced when necessary. Replacement material shall comply with the approved landscape plan." 17. [32.7.8] Provide a lighting plan that addresses the following: a. [4.17] Show the location of all outdoor lighting for any luminaries equipped with a lamp which emits 3,000 or more maximum lumens. b. [4.17] Provide a luminaire schedule identifying each type of outdoor luminaire proposed. Include the manufacturer name, model number, lamp type (e.g. LED, incandescent, etc.), wattage/lumens emitted, and pole/mounting height. Include a column in the schedule that identifies the symbology used for each fixture on the lighting plan. State the number of each outdoor luminaire provided by type. c. [4.17] Provide a table with photometric data for each luminaire type. Show photometric measurements within the site and along all property boundaries. Please be aware that Albemarle County requires photometric plans to use a Light Loss Factor (LLF) of 1.0 to calculate footcandle measurements on site plans. Please be aware that the spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot candle. d. [4.17.4 (a)] Provide manufacturer cut sheets for all outdoor luminaires that will emit 3,000 lumens or greater. Be sure that the cut -sheets identify that these luminaires will be equipped with full -cutoff fixtures. e. [4.17.4 (b)(1)] Add a note to the lighting plan stating "The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot candle." f. [4.17.4 (b)(1)] Add a note to the lighting plan stating "All outdoor luminaries emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture." g. [4.17.4 (b)(2)] Add a note to the lighting plan stating "All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads." A quick estimate of the occupant bads based on the area of the proposed building AND enclosed pool area, it appears that greater than 1000 person occupant load is probable, this requires 4 exits that are remotely located and includes exits from the enclosed pool area with a walking surface to a public way. Based on the the fire flow calculation for the building determines if the current hydrant spacing is sufficient. Please note there appears to be a spot elevation 484.75 on sheet C-4 that does not appear correct. A VDOT Land Use Permit will be required prior to any work within the right of way. The owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399 for information pertaining to this process.
