The Department of Planning and Community Development will approve the preliminary site plan,when
the following items have been satisfactorily addressed:
1. Board of Supervisor approval of the special permit request for a drive-in window;
2. Planning Commission approval of the request to disturb critical slopes;
3. Please revise the plan to include the following"checklist" items from Section 32 5
a. Label the magisterial district as"White Hall"(32.5.6.a);
b Label the sheets with the total number of sheets, rather than two separate categories (32.5.6.a);
c. Provide the maximum acreage occupied by the proposed use (32.5 6.b);
d Remove the percent and acreage of open space (32.5 6.b);
e. Label the maximum square footage of the use in your table (32 5.6.b);
f Dimension the walkways, trash containers, landscaped areas, and provide the proposed paving
material types for all walks (32.5.6.n);
4 Please revise the plan to include sidewalks which will enable pedestrians to walk safely and
conveniently from the site to adjacent property and to the public system. This shall include at least five
feet of an unobstructed walkway around the building and ramps leading to crosswalks leading to the
adjacent property to the north and to sidewalks along Timberwood Parkway;
5. Architectural Review Board Certificate of Appropriateness will be required prior to final site plan
approval, and
6 All other agency approvals

received November 5, 2002, SDP-2002-114
The preliminary site plan and critical slope waiver request for CVS Pharmacy received on November 5,
2002 have been reviewed The Engineering Department offers the following comments.
Preliminary Site Plan Comments
The Engineering Department will recommend approval when the following items have been addressed
1. Please show the right-of-way lines for Timberwood Boulevard. [32.5.6i]
2. Please show the existing water and sanitary sewer easements on the Site Plan, CO-3 [32.5 6j]
The following additional comments can be addressed in the final site plan.
3 Entrances to a site are required to meet a VDOT commercial entrance standard found in"Minimum
Standards of Entrances to State Highways", 24 VAC 30-71-160 As a minimum VDOT typically
requires a 30'entrance width at the property or right-of-way line(which can occur within the entrance
radii), and 25' radii. Please revise the south entrance so that these minimums are obtained [32.7.2]
4. In an effort to provide good site circulation and minimize conflict and friction with vehicular traffic on
the public street, a minimum of a 50'tangent length is required where obtainable to separate entrances
from the radii of road intersections. Please revise the southern Route 29 entrance to the site so that a
50'tangent section will separate the radius of the entrance from Route 29 and the radius (minimum 25')
of the site entrance. [32 7.2]
5. Reference is made to this site being included in the regional stormwater management plan/structure
for the Storage Center (SDP 99-072). In a letter from Jack Kelsey, Chief of Engineering, dated March
20, 2002,verification of inclusion of Lot TMP 32-41A and TMP 32-41 D1 in this regional stormwater
structure is stated However, this letter also states that the developer will need to submit information
necessary for the Engineering Department to confirm that the postdevelopment drainage area acreage,
impervious area, runoff coefficients, etc. are consistent with the assumptions used in designing this
structure Please provide this information so that we may conclude that compliance with Chapter 17 of
the Code is assured [32.5 6k]
The following items must reviewed and approved by the Engineering Department before the final plat
can be recommended for approval A completed submittal form and application, available at the
Engineering Department, must accompany all submittals. The required number of copies and the

required fees are indicated on the form and application
a.An erosion control plan, narrative and computations [17-203]
b A completed application and fee for erosion control and stormwater management. [17-203, 17-303]
c.A stormwater management/BMP plan and computations Computations must include water quality,
and detention routing for the 2yr and 10yr storms. If stormwater quality and detention are to be provided
by the existing structure, assurance with the original design assumptions shall be submitted. [17-304]

Critical Slope Waiver Request Comments.
• The request for a waiver to develop on areas of critical slopes received on November 5, 2002 has been
reviewed The critical slope areas are located at the western edge of parcel TMP 32-41A and to the
north of parcel TMP 32-41 D1
Critical slopes make up 0.24 acres of the site's 1.85 acres, or 13% of the site area. The plan shows the
entire area of critical slopes as being disturbed, or 0.24 acres. The disturbance is in the form of grading
for the building site and constructed slopes at the edge of the parking areas. Below, each of the
concerns of Zoning Ordinance section 18-4.2 is addressed:
"movement of soil and rock"
Proper slope construction, control of drainage, and vegetative stabilization will prevent any movement
of soil.
"excessive stormwater runoff'
Stormwater runoff will not change significantly in this area, and runoff will be controlled by the drainage
plan proposed This site is part of a master stormwater pond design for the Storage Center(SDP 99-
072).
"siltation"
Inspection and bonding by the County will ensure siltation control during construction 'Proper
stabilization and maintenance will ensure long term stability.
"loss of aesthetic resource"
This area is visible from Route 29 The re-graded critical slopes will be attractively landscaped in a
similar fashion to those of the surrounding area.
"septic effluent"
There are no existing or proposed septic systems in the vicinity of the critical slopes

Based on the review above, there are no engineering concerns that prohibit the disturbance of the
critical slopes as shown
