This will acknowledge receipt of your letter dated August 25,
1986 , addressed to the Board of Supervisors requesting that the
service areas of the Albemarle County Service Authority be extended
to include Parcel 76 , Tax Map 45, for water service. This request
will be included on the Board' s agenda for September 10 (morning
session) for discussion. If you will call the office ( 296-5843 ) ,
after September 5th, we will be able to give you a more definite
time for this request to be heard.

Extension of RWSA Service District

Dear Mr. Fisher:
Please consider this letter as a formal application to the
Board of Supervisors to extend the County' s water service
district to serve Tax Map 45 Parcel 76, the John H. Key Estate
property.
This tract consists of 8 . 1 acres (7 .91 acres if highway
right-of-way is dedicated) on State Route 659 just east and
across from the SPCA animal shelter. The existing RWSA water
main crosses the front part of the property. There is an existing
fire hydrant located on the north side of Route 659 on the edge
of the property.
As contract purchaser I have applied to the Planning
Commission for approval of a private road for joint access to two
lots (with a maximum of 3 dwellings) on the 8 .1 acres. This
application will be considered by the Planning Commission at its
regular meeting on October 14 , 1986 . A copy of the proposed
final plat is enclosed. I would greatly appreciate it if any
planning commission consideration of this request be scheduled
for the same meeting.
If the Planning Commission approves the private road this
property, which is zoned RA, would eventually be used as the site
for two residences (one of which may have an existing cottage as
an appurtenant guest house) . No further subdivision of the
property would ever be possible, not only under the present
ordinances but because the northern half of each lot is extremely
steep and there is only one building site on each lot. While it
would be possible to drill separate wells for each lot (one
already exists on lot B) , it would be sounder environmental
practice to tap the existing water line already located on the

property. These lots front on the south fork Rivanna Reservoir
and by eliminating the need for wells we can substantially expand
the available space for septic drain fields, keeping them on the
more level land further from the water supply.
