Horne, Director of Planning & Community Development ,e-R DATE: May 8 , 1986 RE: Request for Amendment to Service Area Boundary of Albemarle County Service Authority Enclosed you will find a request from Mr. and Mrs. Arthur M. Whitehill, III to be included within the water service jurisdictional boundaries of the Service Authority. As you will note on the enclosed map, this parcel is located along with four other parcels in an area between Lewis Hills and Ivy Oaks on Route 678 . Both Lewis Hills and Ivy Oaks are within the jurisdictional service area boundaries for water only. There does exist a water line with easy access to this property which could physically be extended to serve the Whitehill ' s property. This Department has been unable to verify the water quantity problems which seem to be implied in the second paragraph of the Whitehill' s letter to the Board of Supervisors. In the absence of a clearly verifiable water quantity or quality problem with this well, the staff of this Department would be concerned about the precedent set by an action of the Board of Supervisors to allow connection to the water line for this parcel. There are a great many parcels in the Ivy area that are in similar situations in that they are residential parcels on the edges of the jurisdictional boundaries . Approval of this request without some demonstration of a water quality or quantity problem could open the Board to a large number of similar requests . Should the Board of Supervisors decide to advertise this request for public hearing, the staff will investigate further into the circumstances surrounding this particular case. Land on both sides of our property (Lewis Hill II and Ivy Oaks) is already under this jurisdiction and the water line joining them runs across our driveway. The meter housing T connection has already been installed at the end of our driveway. We are asking for water service only as we have our own septic system. We are currently sharing a well with another dwelling and both households must limit their water usage . Showers and dish washing can not be done by both families concurrently without the risk of the well running dry. We ask that the Board give our request their careful consideration . Thank you.
