Neher, Clerk DATE: May 6 , 1987 SUBJECT: Request to be included in ACSA Service Area for Sewer Service - Triangle Trailer Court Attached please find copy of letter just received from G. Benton Patterson requesting extension of public sewer to serve the Triangle Trailer Court. Because of the urgency of this request, I have placed this on the Board' s agenda for discussion at the meeting next week, May 13 . If at all possible, I would like to have a staff report by noon on Friday. If that is not possible, we could hand deliver the report early next week. len/ Attachment cc: Robert W. Benton Patterson--Triangle Trailer Court Extension of Public Sewer to Serve Trailer Court Dear Ms . Neher: I request you to set this matter on the agenda of the Board of Supervisors for hearing on May 13 , 1987 . I have received correspondence from the Albemarle County Health Department, a copy of Mr. Rice's letter of April 8 , 1987 in enclosed herein, stating that the current septic system which has been in operation for years is leaking and is creating a health hazard. The Health Department deems this to be an immediate health hazard and of an emergency nature. I have spoken with Mr. Rice and Mr. Collins at the Health Department, Mr. Bill Norris, your watershed management official, and people from the Albemarle County Service Authority regarding the extension of public sewer to serve the trailer court. The Service Authority has public sewerlines across the street from the trailer court property. I am informed that the lines cannot be extended by the Service Authority because my property is outside the area that the Service Authority serves. I am making a specific request that you approve the immediate extension of the sewerlines to serve the trailer court property which has twenty-one (21) trailers on the property. The majority of these trailer renters are subsidized by public subsidy at this time. My engineer , Mr. Mark Osborne, is studying the engineering work and, from his preliminary observations and field work , believes all the trailers can be served by gravity lines. He will be with me at your meeting on May 13 , 1987 . I would appreciate your consideration of this matter at your earliest opportunity so that I can satisfy the concerns of the Health Department and adjoining property owners . Ms . Lettie E. Benton Patterson 1317 Grove Road Charlottesville, Virginia 22901 Dear Mr. Patterson: As a follow-up to our recent conversations regarding the septic problems at Triangle Trailer Park, I have drawn the enclosed site plan indicating trailers, existing septic systems, streams, and areas of septic leakage. Please understand that under the present conditions, the leaking septic systems pose a health hazard and thus, requires that the trailers connected to these systems must be disconnected. I have, however, shown a "proposed" drainfield area for possible installation of drainfield lines provided that there is nothing located in the 75 foot by 100 foot area that would render the area unsuitable for the installation of drainfield. The "boundaries" of this area, based on minimum setback requirements, only allows the installation of 9 ditches, 100 feet in length for a total of 2,700 square feet. Under the present design criteria for drainfield at 900 square feet per mobile home, this proposed drainfield area is sufficient for only three mobile homes. The remaining mobile homes will have to be disconnected or other means of sewage disposal (i.e. public sewer) must be obtained. We appreciate the cooperation you have extended and hope this matter can be resolved as soon as possible. Please call on me should you need our assistance with this problem (972-6259) .
