Dear John :
This letter is written in response to your letter to me
of July 23, 1987.
In my letter to you of July 13, 1987, my reference to
an inspection under the VHDA Rental Assistance Program was
in the form of an inquiry. It was not intended to reflect
an assumption that the properties had already been inspected.
I understand there may be differences in the inspections
required. By separate letter to Jim Stacy, we forwarded to
him your letter of June 10 , 1987, which sets forth the conditions
and requirements placed upon Benton for authority to extend the
sewer line into the park. Jim Stacy understands he may have
to take action to correct the deficiencies with respect to the
individual mobile homes .
My letter of July 20 , 1987 was in fact an inquiry of Sue
Lane as to the possibility of the County leasing either units
in the park or the park itself from Benton. Although I under-
stand that the Housing Office is directed out of your office ,
I was assuming she would refer my letter to the appropriate
official for a response. Your letter of July 23 , 1987 , indicating
that you are in fact the appropriate official , is sufficient .
Finally, Benton is proceeding in obtaining specific itemized
cost estimates for the improvements necessary to meet the Board' s
requirements . Our preliminary estimates from Mark. Osborne are
the basis for our concerns that the requirements being placed
upon Benton will be cost prohibitive. Our concerns are based
upon preliminary engineering reports and are not just a random
assumption that the cost is going to be prohibitive . Basically,

preliminary engineering reports indicate that the costs of
installation of the sewer line, including anticipated blasting
due to the amount of rock found on the site, are such that
it simply will not be cost efficient to do so for 18 trailers .
As soon as I have additional information I will be con-
tacting you to arrange for a mutually convenient appointment
to discuss this matter.
