Dear John:
Enclosed herewith please find a copy of a letter that I
have forwarded to Jim Stacy at the Triangle Trailer Court
regarding the status of matters there. As you may know, I
have spoken with Gary Rice regarding this situation. I under-
stand from Gary that he has spoken with you.
As I outlined in my letter to you of July 13, 1987 , I
have some concerns that the cost of installation of a sanitary
sewer line will be so high as to be prohibitive .
Given the fact that 13 individual units at the Triangle
Trailer Park are subject to the rental assistance program
administered by Sue Lane in your office , it occurs to me that
the County may want to consider leasing from Benton the entire
park. If the County were to do so, the units that are the
subject of rental assistance would remain available for those
in need. Given the recent publicity regarding the County' s
leasing of a nearby apartment project, it occurs to me that
this type of a rental assistance program may be in keeping with
County policies .
Therefore, by copy of this letter, I have inquired of Sue
Lane as to whether or not the County would be interested in
pursuing discussions regarding this proposal . I forward you
this letter only because it is my policy and my belief that you
should be fully advised on all matters as they progress .

Dear Jim:
As you know, I have been representing Benton Patterson
in his difficulties with the County regarding the health
problems at the Triangle Trailer Court .

On June 10, 1987, we received from the Albemarle County
Board of Supervisors a letter dated June 8 , 1987 setting forth
the requirements placed upon Benton for authority to extend
the sewer service to the park. A copy of that letter is enclosed
for your information.
In a recent discussion, Gary Rice and I reviewed the
situation with respect to the system' s failure. When I was
on the property last week, we walked over the sanitary sewer
area where the sewage leaks were alleged to have occurred. At
the time, there was no evidence of any dampness or odor that
would accompany sewage leaks .
In the period since June 8, 1987 , Benton has been attempting
to obtain cost estimates for the installation of a new sanitary
sewer system and for the other requirements set forth in the
County' s letter of June 8, 1987. We have 90 days from June 8,
1987 in order to comply with the terms of that letter.
Assuming that the cost estimates are going to be so high
as to be prohibitive, please consider this letter as notice that
we may have to require you to remove mobile homes from the park
commencing September 1, 1987. I understand that at least thirteen
(13) of the mobile homes are subject to a rental reimbursement
program whereby you received rental assistance from Albemarle
County.
I suggest that you contact Sue Lane immediately and advise
her that the tenants in Lots 1 through 16 will probably have to
move on or before September 1, 1987. I believe you need to advise

Mrs. Lane that effective September 1, 1987 , it may be necessary
for you to terminate the agreements with respect to these
mobile homes . You will need to review the leases to determine
the procedure to be followed for termination.
In addition, I need a list of all tenants , by lot number ,
with a notation as to whether they own the mobile home. If
they rent , I need the names and addresses of the owners of the
mobile homes .
In the intervening period, I would appreciate it if you
would keep a close watch over the area where the septic tanks
and drain fields are located. As the septic tanks fill, it
will be necessary to have them pumped out.
I know Benton regrets having to give you this notice. How-
ever, the circumstances leave us with no alternative.
