LES SUP SP2021-00013 LES response to Initial Review Comments from ACPC and Public August, 2021 The LES responses are organized by the Department submitting the questions to LES. Department of Transportation, Adam J. Moore P.E. See attached document called "VDOTentrance2.pdf' which provides entrance details concerning site lines, vertical and horizontal. LES understands that a professional survey company will be hired to perform a commercial entrance plan that meets VDOT requirements. Pictures showing distances in response to staff questions are at the end of this document in the section titled, Attachments. Zoning, Francis H MacCall Zoning setbacks of 75' front, 25' side, and 35' rear are being met throughout this project. LES corrected the site plan picture to remove buildings from the stream buffers (purple on plan). LES has no plans to build on any steep slopes (burnt orange on plan). Albemarle County fire officials are being consulted regarding our desire for a `Central Fire' on site. We have consulted with fire officials over the past 19 years to ensure LES operations meet fire officials requirements and have had no incidents in 19 years of operations. LES has been in communication with the BR Health Department regarding this project. Engineering, Frank Pohl The dashed lines are footpaths. LES updated drawings show a "solid black line" from the Camp Hall to the Staff Cabins as a service road. This road is an existing logging road that is currently covered with #3 rocks (the standard base for gravel driveways). Stream buffers within the "play meadow" area would be improved by the removal of invasive species and it is LES desire to plant native trees to grow and provide shade along the creek and play meadow. Existing native species shall remain in the stream buffers. LES has a representative from the Virginia Department of Forestry visiting Israel Mountain Farm in September to assist with assessing the land for improvements. This aligns with the county's objective that "Silvicultural activities in stream buffers are allowed, provided that procedures are established by the Virginia Department of Forestry in its "Virginia's Forestry Best Management Practices for Water Quality." Updated the drawing plan removing the pond structure from the LES site plan. Addressing your question regarding the additional structures and facilities listed in the narrative table not on plan is as follows: - Compost Toilets - depends on Health Dept approval and engineering approved location that we are not privy to at this time. If they are appropriate they would be within the building envelope area. - Water pump house - may or may not be required, depending on Health Dept and engineering approved location that we are not privy to at this time. Septic System - depends on Health Dept approval and engineering approved location that we are not privy to at this time. A septic has been perked in the recent past on this side of the parcel, and showed that soils are suitable. Solar - engineers will determine location through a professional site assessment (ideally on buildings). The storage barn(s) location is shown on the drawing plan along the road circle. Planning, Scott Clark Conceptual plan concerns addressed in updated plan: See updated drawing plan for updates to buildings out of stream buffers, etc. - Distances of structures show setbacks. - There is a wooded buffer between the property line and LES development area. The wooded buffer extends past the property line onto the neighbors property as well, creating a deep wooded buffer from both properties. - Updated the drawing plan removing the nature library from the stream buffer area. - The driveway road length is up to 1,250 feet in length if we choose to make it that large. This length circle driveway would provide an island of 1.0 acres within the circle. The proposed 1 way circle driveway (12' width) would provide ample space for angle parking (30` degree) requires 9' width, 18' length, 16'8" depth. Parking requirements diminish with use of shuttles for summer day camp programs. - The entrance at 20' width will meet width requirements for two way traffic. - The Health Department and LES have been in communication regarding water quality testing requirements, septic requirements, etc. - Shower building, toilets, composting toilets in general are to be by staff cabins at this time. LES understands that this is preliminary and site locations are to be determined by the Health Department and engineers. Traffic LES is revising the Special Use Permit to reflect the following changes. Two months of Summer, roughly 8-9 weeks out of 52, is when LES operates Nature Summer Camps. During these few weeks; there are 8 weeks of Day Camp, 6 weeks of Overnight Camp. Day Camp LES proposes the use of a shuttle(s) to bring DAY CAMPERS to IMF in the morning, and return them home in the evening. Shuttle(s) enter in the AM, Shuttle(s) exit in the PM. 2 trips each day, M-F per shuttle. Entering from Miller School Road onto Pounding Creek Road to reach LES. LES forecast the need for 2-3 shuttles to meet parent drop off desires for the 8 weeks. Overnight Camp Overnight camp is an emotional experience parents share with the child. Sleeping away from home is an emotional experience for the child, and parent. Especially for the young, first time sleeping away, etc. Both parent and child need to be present, share, communicate and feel all the emotions of this event as well as meet the camp staff, and see the campsite where parents will be leaving their child for a week. Overnight Camp only generates traffic two days a week during those 6 weeks. On Sunday afternoon for drop off, and Friday midday for pickup. LES has a traffic management plan for those two days that when executed will eliminate traffic safety issues on Pounding Creek Road as explained below. PROCESS for Overnight Camp: - 2pm, Sunday, Parents and campers arrive. LES provides all parents with directions to LES Camp via Miller School Road. All autos arrive and park at LES Family Orientation, Tour, Tent drop off 3:30pm Sunday, All parents depart at the same time - Generally, all autos depart at once - LES Traffic Management directs all autos to exit towards Miller School Road (Avoid Pounding Creek Road to Dick Woods Road). Staff positioned at the LES exit onto PCR directs autos towards Miller School Road. Autos leave together, and safely. LES post Summer Schedule for the public in January. Amended Trip chart from original SUP Application SP2021-00013 LES Program Schedule Estimated Participant Count by Week and Season. Trip defined as vehicle entering or leaving LES @ IMFarm. An auto that enters in the morning, and leaves at night is considered 2 trips. Shuttle Service would be provided for Campers for Summer Day Camps all summer long. Shuttle Service eliminates individual auto traffic on Pounding Creek Road and the related safety issue concerns. Pictures are in order: 1. For the potential camp hall from the border which is about 104' which means it would fit within 100' suggested guidelines. 2. The other is the circle driveway. Driveway measured 640'. 1 figured about 500' is usable for parking which would come out to 55 cars if only 1 side was used, or 110 if both sides were used. That does not include the potential to have staff park up at the other site. 3. The last is where we had cabins located for staff or specific programs along the access road. With the measurements here, it is over 200' from the border, which would allow us to put cabins where we thought.
