Modification of street standards 14-422(E)- Sidewalks along private streets for Road E (Staff recommends approval with condition) 14-422(F)- Planting strips along private streets for Road E (Staff recommends approval) 14-410 (1)- Curb and gutter for Road E (Staff recommends denial) 3. Modification of Planned Residential Development Setbacks (Section 18-8.2b) for front and rear setbacks. (Staff recommends partial approval) Favorable Factors: The rezoning request is consistent with the majority of the recommendations within the Southern and Western Neighborhoods Master Plan and Comprehensive Plan. The rezoning is consistent with the majority of the applicable Neighborhood Model Principles. The rezoning provides affordable housing that meets the housing policy within the Comprehensive Plan. The rezoning provides a portion of the connector road that is recommended in the Southern and Western Neighborhoods Master Plan. Unfavorable Factors: The rezoning request will add additional students to Cale Elementary, which is over capacity with no plans for expansion for future capacity. The density proposed is above the recommendations within the Southern and Western Neighborhoods Master Plan. Motions: Rezoning Application A. If the Planning Commission wishes to recommend approval of this zoning map amendment: Move to recommend approval of ZMA201800012 Galaxie Farm for the reasons stated in the staff report. B. If the Planning Commission wishes to recommend denial of this zoning map amendment: Move to recommend denial of ZMA 201800012 Galaxie Farm (state reasons). Motions: Private Street Request A. If the Planning Commission wishes to authorize the private street request as recommended by staff: Move to Authorize the private street request for Road E only for ZMA2018- 012 Galaxie Farm for the reasons stated in the staff report. Al. Alternative Approval: If the Planning Commission wishes to authorize the private street as requested by the applicant: Move to authorize the private street requests for Roads D and E for ZMA2018-012 Galaxie Farm as requested by the applicant. B. If the Planning Commission wishes to deny the private street requests: Move to deny the private street requests for ZMA2018-012 Galaxie Farm (state reasons). Motions: Sidewalk Modification Request A. If the Planning Commission wishes to approve the sidewalk modification request as recommended by staff: Move to approve the sidewalk modification request for ZMA2018-012 Galaxie Farm with the conditions and the reasons stated in the staff report. B. If the Planning Commission wishes to deny the sidewalk modification requests: Move to deny the sidewalk modification request for ZMA2018-012 Galaxie Farm (state reasons). Motions: Planting Strip Request A. If the Planning Commission wishes to approve the planting strip modification request as recommended by staff: Move to approve the planting strip modification request for Road E for ZMA2018-012 Galaxie Farm the reasons stated in the staff report. B. If the Planning Commission wishes to deny the planting strip modification request: Move to deny the planting strip modification request for Road E for ZMA2018-012 Galaxie Farm (state reasons). Motions: Curb and Gutter Request A. If the Planning Commission wishes to deny the curb and gutter exception request as recommended by staff: Move to deny the curb and gutter exception request for Road E for ZMA2018-012 Galaxie Farm for the reasons stated in the staff report. B. If the Planning Commission wishes to approve the curb and gutter exception request: Move to approve the curb and gutter exception request for Road E for ZMA2018-012 Galaxie Farm as requested by the applicant. Motions: Setback Special Exception A. If the Planning Commission wishes to recommend approval of the modification for setbacks: Move to recommend approval of the front setback modification for the amenity -oriented lots accessed by Road E only and the rear setback for all lots accessed by Road E for ZMA201800012 Galaxie Farm for the reasons stated in the staff report.
