Affordable Housing: • The Code of Development states that 60% or more of the units will be affordable. • 84 affordable dwelling units on site for sale or rent if maximum density is achieved Schools: • Woodbrook and Jack Jouett have adequate capacity; Albemarle High school is overcapacity. • Applicants narrative states that 80 of the units will be for single occupancy adults and additional 60 units could have children. Dwellin Type Multi -Family Middle High Total 17 4 7 28 Middle High Total 7 2 3 12 Neighborhood Model Principles: • Current principles not being met include: • parks, recreational amenities, and open space; • pedestrian orientation Transportation and Pedestrian Access Concerns: • Pedestrian Access across 29 • Proposed Bus Stop • Condition of Premier Circle Favorable Factors: The rezoning is consistent with the majority of the applicable Neighborhood Model Principles. The rezoning provides affordable housing that exceeds the housing policy within the Comprehensive Plan. The rezoning request is consistent with the majority of the recommendations within the Places29 Master Plan and Comprehensive Plan. Unfavorable Factors: Premier Circle is a private street and it is unknown if the current condition and maintenance of the street is adequate for the proposed rezoning. There are not adequate pedestrian facilities to cross Route 29 to services for the residents of this development. It is unknown if additional transportation improvements are needed for the development. Changes are needed to the application plan and code of development as identified by staff. 1. Transportation concerns identified in the additional information submitted by the applicant be addressed prior to the Board of Supervisors meeting. 2. The Code of Development should be revised to include an amenity/playground for children. 3. Revise the notation on the application plan and in the Code of Development that the bench and shelter for the bus stop will be installed upon demand of the County. 4. The Code of Development should be revised to include a maximum square footage of non- residential uses. Modification Request: County Code §18-20A.8(a) for providing less than two different housing types in a Neighborhood Model District criteria (only required to meet one): At least two housing types are already present within a quarter mile and/or; The proposal is an infill project. Premier Circle meets both criteria. Questions? Motions: Rezoning Application A. If the Planning Commission wishes to recommend approval of this zoning map amendment: I move to recommend approval of ZMA20200011 Premier Circle for the reasons stated in the staff report, and with the changes recommended by staff outlined in the staff report to be addressed prior to the Board of Supervisors public hearing. B. If the Planning Commission wishes to recommend denial of this zoning map amendment: I move to recommend denial of ZMA 202000011 Premier Circle (state reasons). Motions: Special Exception A. If the Planning Commission wishes to recommend approval of the modification for two housing types in a Neighborhood Model District: I move to recommend approval of the modification for the requirement for two housing types within a Neighborhood Model District for ZMA202000011 Premier Circle for the reasons stated in the staff report. B. If the Planning Commission wishes to recommend denial of the modification for two housing types in a Neighborhood Model District : I move to recommend denial of the modification for the requirement for two housing types within a Neighborhood Model District for ZMA 202000011 Premier Circle (state reasons).
