A stop on Premier Circle is good to think about in the long-term but of course we don't have any fixed -route
transit lines that could serve it at this time. The Regional Transit Partnership out of the TJPDC recently applied for
a grant to evaluate transit possibilities in the Route 29 Corridor. Touching base with them may be a good idea to
let them know this development is coming. I notice that Premier Circle is approximately % mi. (ideal for stop
spacing on a high frequency route) from both Hydraulic and Rio, two locations that are likely sites for future
transit supportive development. Those factors might make a dedicated transit stop on Premier Circle beneficial to
consider. I also recommend reaching out to JAUNT to see if they could serve this possible stop with their on -
demand services. It may be better than pulling into the parking lot to pick up residents.
The other thing to consider would be how to improve the existing stop on Commonwealth and Westfield. Would a
shelter be appropriate at that stop if it is going to be getting more use from residents at this development? Is
there anything that can be done to insure that residents are aware of and have access to that existing CAT service
or JAUNT?

I hope you are well.
Virginia Supportive Housing is working with PHA and TJACH on the redevelopment of the Red Carpet Inn
property. Tori is our principal planner. As proposed, the project ultimately will include 140 affordable units along
with 5,000-20,000 sf non-residential. We were interested in the possibility of offering a transit stop on the
Premier Circle frontage. The closest bus stop is at the intersection of Westfield and Commonwealth Drive. I've
been discussing the possibility with Juwhan Lee at CAT, and he told me that this type of transportation planning in
the County is quite entailed and requires County and MPO review. In other words, the request may more
appropriately come from the County, not the rezoning applicant.

I agree with that approach. We know the PC is going to be focused on pedestrian and traffic concerns so anything
that they can do to help address those concerns would be beneficial.

Subject: Premier Circle ZMA
At the Premier Circle ID team meeting today we discussed the potential for a TIA to evaluate the signalized
intersection at 29 and Branchlands with the intent to see if signal improvements might allow an at -grade
pedestrian crossing. Adam also has some concerns about turning movements on the project. Their proposal
would generate 1200 vehicles/day but by -right development would be much higher than that. I think we should
consider current use on the site over by -right use to determine the true trip increase. They probably won't have
any issue with this because I would guess they understand the ped concerns.
I was going to reach out to them ahead of submitting comments on this to discuss it so that if they need to get
counts they can get moving on them since they are on a tight timeframe. I just want to verify that you agree with
requiring a limited TIA since you are "the Decider".
If you could let me know that would be appreciated or reach out if you questions.

It appears that all of the proposed housing is considered multifamily dwellings, and they are just allowing specific
units to be affordable and for persons experiencing homelessness. In this situation, I do not see how the two
are different types of housing, as outlined in 20A.8a. The special needs housing in #10 does not include housing
for "individuals experiencing homelessness."

I just want to make absolutely sure the SE is needed for the two housing types? They are providing on -
site supportive services for individuals experiencing homelessness, while the other approximately half of
the units are affordable without services (just price point).

Though we disagree with the County's determination since the project will have both special needs housing and
multifamily housing, our understanding from the pre -application meeting was that we should go ahead and file a
special exception application regarding multiple housing types, which we did on the same date as the special use
permit. Please see the application and narrative attached.
Whitney can confirm whether those were filed separately and she received a receipt for the filing. We do,
however, need to pay the fee for the application. Please confirm what the total fee should be.
