Charlottesville, Va. 22901 October 4, 1990 Mr. William Brent, Director Albemarle County Service Authority P. 0. Box 1009 Charlottesville, Virginia 22902 Dear Mr. Brent: Several months ago I talked with you concerning the possibility of a sewer-water project for Oakhill Subdivision. At that time you informed me nothing in the near future was scheduled for this area; however, I believe the problem has escalated, and request that this matter be given priority consideration. My property recently experienced a major breakdown in its distribution boxes. This problem has been taken care of, however, most likely will occur again as some strong substance in the water is apparently causing the concrete to deteriorate to a powdery consistency. 'I feel sure the water adheres to the state's acceptable bacteria level; however, I would like to know if there are standards for other contents? At least twice a year all faucet and water closet parts 'are so corroded they have to be replaced. This is unusually often. On a number of times my tenants have experienced not only a complete lack of water, but discolored and distasteful water as well. In a previous letter to you I noted improvements and additions some property owners wanted to make but could not due to drainfield requirements. Extended sewer and water facilities have by-passed this quiet, well maintained neighborhood of caring people, for newer and larger developments beyond and behind them. I feel they deserve careful consideration in having this project made available to them, and your assistance and attention would be greatly appreciated. Sincerely, Barbara B. Martin ALBEMARLE COUNTY SERVICE AUTHORITY P.O. Box 1009 401 McfN1IRE RD CHARLOIIESVILLE, VA. 22902 (804) 296-5810 October 31, 1990 Barbara B. Martin 1617 Meadowbrook Heights Road Charlottesville, Virginia 22901 Dear Mrs. Martin: After I received your recent letter I contacted the State agency which monitors public water systems to see what prob- lems were being experienced with the Oak Hill water system. Mr. Jim Moore of the Office of Water Programs informed me that his office has not received any complaints about water quality in Oak Hill. He says the water has met all state and federal criteria for quality. It is noted that the water has a tendency to be corrosive to some materials found in a typical water distribution system. Concerning the extension of sanitary sewer and public water into this neighborhood, I amsure you are aware that Mr. Seltzer is presently circulating a petition to seek support for such a project. For this project to advance in the Service Authority' s capital improvement program a need and substantial interest must be demonstrated. The Board of Directors will be reviewing the capital budget in December or January. I would urge you to be prepared to gather all the support you can since there are quite a few other projects also competing for the same funds. I will let you know the date of the public hearing. Please give me a call if you have any questions. If you would like more information from the Health Department you should contact Mr. Jim Moore, Virginia Department of Health, P. O. De r Mr. Collins, I As a property owner in Oak Hill Subdivision, I would like to call yotr attention to the growing -need for county water and sewer se vices in this area. Oak Hill subdivision is located just south , of I-64, on the east side of Stagecoach Road. Th age of properties in this area axe approaching 25 to 30 years. MA y of the septic systems have reeched the end of their useful li . e. : In some cases there is ono olition for replacing the septic sir tem with one of adequate size. Health issues associated with the, quality of the Oak Hill water system and leaking septic fields . are of concern. . OA Hill water system is overloaded. Some owners have been forced to drill wells on properties that seem a bit too small to as ommodate septic as well. When they experience well problems, they have no option but to drill another well since further hookups td 'the Oak Hill water system are no longer allowed: It seems incredible to me that it is possible for water and sewer to be available to areas surrounding Oak Hill, such as Country Green and Mill Creek, but not even considered for an existing and aging area like Oak Hill. We in Oak Hill have certainly been the victims of county short sightedness. i Why, does the county allow areas that are under Service Authority jurl&sdiction and being considered, for new development to be improved with water and sewer before those areas that are already devleloped and have been demonstrating a need for ,years?? I am asking that your staff study'the needs of Oak Hill and forward you recommendations to the Board of Supervisors. In turn, I hope tha a project for Oak ,Hill can be accelerated and placed in much his er priority at theService 'Auth¢rity. .
